SHIMA SEIKI at A+A 2023

SHIMA SEIKI MFG., LTD. of Wakayama, Japan will participate in the A+A 2023—Safety, Security and Health at Work International Trade Fair in Düsseldorf, Germany (24th-27th October 2023). On display will be the company's latest safety-related technology through its new SPG®-R pile glove knitting machine and the prototype SFG®-R next-generation glove knitting machine. SHIMA SEIKI's original SPG®, developed in 1979 as the world’s first automatic glove knitting machine to produce seamless pile-knitted gloves, is now reborn as a next-generation model. Pile gloves feature special traits that include cushioning, shock-reduction and thermal insulation and cold protection, making them popular especially in the field of industrial safety. Now, SPG® is redesigned from the ground up and re-introduced as the SPG®-R. The new SPG®-R features a new moveable sinker system with selectable loop presser function. Combined with a new belt-driven carriage it allows SPG® to provide efficient and reliable production of fashionable, high-quality pile gloves. Shown in 7 gauge at A+A, SPG®-R surpasses the previous generation with pioneering technology, improved capability and reliable productivity.

SHIMA SEIKI's original product on which the company was founded was the fully automated seamless glove knitting machine. While the original model evolved to become the current SFG® series, SFG®-R exhibited at A+A is its spiritual successor. With a new sinker system, a belt-driven 2-cam carriage and auto yarn carriers SFG®-R is a completely new machine for knitting gloves that conform better to the shape of the hand for improved fit. Furthermore its greater design potential offers users the opportunity to break out of the work glove market and into the fashion market. SFG®-R is shown as a prototype next-generation model in 12 gauge at A+A.

Also demonstrated will be SHIMA SEIKI's APEXFiz® design software. The importance of design software is made even more significant by the new patterning capabilities of SPG®-R and SFG®-R. Both machines now feature increased design potential that allow each of their products—pile gloves and work gloves, respectively—to expand their market into fashion. APEXFiz® is available for developing these designs. Furthermore virtual sampling on APEXFiz® is especially effective in streamlining the production process. Ultra-realistic simulation capability allows the use of virtual samples for evaluating design variations without producing actual samples for each variation, thereby minimizing the time, cost and resources normally required with sample-making, supporting smart, speedy and sustainable production.

New EU chemicals enforcement project to focus on products sold online

ECHA’s Enforcement Forum agreed to launch an EU-wide project to check that products sold online comply with REACH restrictions and the requirements of the Classification, Labelling and Packaging (CLP) Regulation. Its subgroup on Biocidal Products Regulation, BPRS, agreed to launch a project on labelling of biocidal products.

The Enforcement Forum including its BPR subgroup (BPRS) is a network of enforcement authorities from the EU and EEA. They are responsible for coordinating the enforcement of the REACH, CLP, PIC, POPs and the Biocidal Product Regulations with the aim of protecting our health and the environment while ensuring a level playing field for companies across the EU market.

They are responsible for coordinating the enforcement of the REACH, CLP, PIC, POPs and the Biocidal Product Regulations with the aim of protecting our health and the environment while ensuring a level playing field for companies across the EU market.

Inspections in this REACH-EN-FORCE (REF)-13 project will take place in 2025. The objective is to check that products, such as toys, common household goods or chemicals, sold online comply with REACH restrictions. Inspectors will also check that mixtures are classified, labelled and packaged in line with CLP and that online offers include the required information about the hazards of the mixture. Inspectors may also check compliance with restrictions under the Persistent Organic Pollutants (POPs) Regulation and the Restriction of Hazardous Substances (RoHS) Directive.

The online sale of chemicals is an area of high non-compliance. In a previous Forum project (REF-8), inspectors often found that mixtures and articles sold online contained restricted hazardous substances, including those causing cancer. The project found that 78 % of controlled mixtures or articles did not fulfil the conditions of REACH restrictions.

In the upcoming project, inspectors can rely on stricter rules governing online sales, such as the Digital Services Act and General Product Safety Regulation. These new laws are expected to make enforcement stronger.

The Forum’s subgroup on Biocidal Products Regulation (BPRS), agreed that the next major enforcement project on biocides (BEF-3) will focus on controlling the correctness of product labels for biocidal products. Inspectors will check that the information on the labelling of biocides corresponds to that what has been authorised and included in the Summary of Product Characteristics. Inspectors may also check the presence and quality of information in the Safety Data Sheets, where it is required for biocidal products.

Both REF-13 and BEF-3 projects will be prepared in 2024, inspections are planned for 2025 and reports are expected to be published in 2026.

During the meeting, the Forum members elected a new chair and vice chair. Henrik Hedlund (SE) will start as the Forum chair and Katja vom Hofe (DE) and Maria Orphanou (CY) will be the vice chairs as of 21 June 2023. Its biocides subgroup elected Helmut de Vos (BE) as chair and Jenny Karlsson (SE) and Eugen Anwander (AT) as vice chairs.

TOS+H EXPO 2022 concludes 4th edition of trade fair in Turkey

111 companies from nine different countries took part in the 4th edition of one of the leading trade fairs in Turkey for occupational safety and health, TOS+H EXPO, from May 14-17, in Istanbul. Due to the ever-increasing importance of personal protection, occupational safety and a healthy workplace, TOS+H EXPO came just in time. Exhibitors were able to target a Turkish audience with the latest trends and products in industrial safety, health promotion at work and occupational safety management. The Occupational Health and Safety Symposium, which was organised by the Istanbul Chamber of Industry (ICI) was also very well attended on all four days. Current occupational safety and health issues were addressed and provided important impulses for establishing a prevention culture in companies in Turkey and its neighboring countries. A total of 4.309 visitors from 58 countries attended the 4th TOS+H EXPO.

The new partnership with the Chamber of Industry will ensure the quality of the event and also strengthen the leading position of TOS+H Expo in Turkey.

Sappi offers an extensive range of base papers for wet-glue and self-adhesive labels. With its new Parade Label SG, the company is now introducing a one-side coated, semi-gloss face stock label paper that is approved for direct contact with food and that complies with DIN EN 71 for toy safety. The range of applications includes labels for food, non-food, beverages and health and beauty aids (HABA), as well as for logistics and variable information printing (VIP) due to its excellent thermal transfer printability.

The fibre-based face stock solution guarantees high-quality results in printing and finishing, through the entire production and converting chain. It features high stiffness and resilience, so the label will not be damaged and will fit accurately even after labelling.

Sappi invests in customer proximity
To ensure 100 percent availability and fast delivery of its label papers, Sappi has proactively positioned itself for the future and set the course for reliable production and seamless supply chains – with its plants in Alfeld, Carmignano and Condino. The plant in Gratkorn, where Sappi has invested in new technical equipment, has now been added to the list. With modern production facilities, from paper machines to finishing technology, as well as extensive expertise in the production of coated papers, the site has everything in place to ensure top-class products. Available capacity is being expanded gradually to include the production of Parade Label papers alongside existing graphical grades.

Because of the central location of Sappi’s production site in Gratkorn, Parade Label SG can be supplied quickly throughout Europe and beyond. The short transportation distances save greenhouse emissions and protect the environment; shorter production cycles then enable good availability and fast supply. Parade Label SG is certified for direct food contact and available in grammages of 77, 78 and 80 g/m². Sappi can provide Parade Label SG with FSC or PEFC certificates on request.

Sappi will be presenting its new developments in the field of label papers, among others, at the upcoming LabelExpo Europe in Brussels in April 2022.

In view of the exponential worsening of the pandemic situation worldwide and the accompanying tightened travel and contact regulations, the consumer goods fairs Christmasworld, Paperworld, and Creativeworld are cancelled for January 2022 and Ambiente for mid-February 2022. The regionally-oriented trade fair Nordstil from 15 to 17 January 2022 in Hamburg will take place at the present time.

The easing of the pandemic situation that was still hoped for in December is no longer in sight. Instead, the situation is deteriorating worldwide with an enormous, unforeseeable dynamic. This extreme deterioration due to the spread of the Omicron virus in Europe and Germany currently makes it impossible for Messe Frankfurt, as organiser of the leading international trade fairs Christmasworld, Paperworld, and Creativeworld, as well as Ambiente, to keep their dates in Frankfurt at the end of January and in mid-February 2022.

The four events, consisting of Christmasworld with its focus on seasonal and festive decorations, Paperworld and Creativeworld with their product ranges for paper, office supplies, stationery and hobby, craft and artists' requisites and Ambiente with its cross-sector range of products for the table, kitchen and housewares, furnishing and decorative accessories, home furnishing concepts, gifts and fashion accessories, are the recognised leading trade fairs in their sectors and open the trading year in their respective segments. Even in a reduced numerical form, the four trade fairs would still have been the leading events worldwide for their respective product segments.

However, the exponential increase in the number of infections worldwide in a very short period of time and the accompanying multitude of developments and decisions that are clearly outside the organiser's sphere of influence have led to a significant deterioration in the general conditions and necessary prerequisites for holding the four leading trade fairs as major events of international relevance at the end of January and in mid-February 2022 respectively. These developments include the classification of Germany as a high-risk area and the associated travel warnings and international and intercontinental travel restrictions in countries such as India, Japan and the United States, as well as the corresponding quarantine obligations. Equally important are the steadily rising infection figures and the accompanying urgent appeal, among others by the Robert Koch Institute and the expert council of the German Federal Government, to continue to reduce contacts to a minimum and to cancel all major events. At present, there are even further international fears that the critical infrastructure will not be maintained due to the highly contagious Omicron variant. The majority of exhibiting and visiting companies at Christmasworld, Paperworld, and Creativeworld as well as Ambiente are currently reacting to this overall situation with travel and trade fair attendance bans for reasons of duty of care towards their employees to protect them from health risks. The global willingness to travel is dropping enormously at the moment.

There are no plans to postpone the event. Detlef Braun, Member of the Executive Board of Messe Frankfurt, explains: "Since the trend-oriented order cycles of the international consumer goods industry require an annual event at the beginning of the year, a shift to the second half of the year would not meet the needs of the exhibiting companies and visitors."

Nordstil to be held in Hamburg from 15 to 17 January 2022
In the interests of the sectors involved, the planning and implementation of Nordstil from 15 to 17 January 2022 is not affected. This trade fair will take place in the Free and Hanseatic City of Hamburg at this time due to other general conditions for local implementation. However, the extremely volatile situation is continuously reviewed and assessed in close exchange with the relevant local authorities and industry partners.

Messe Frankfurt's digital platforms for business success
Messe Frankfurt has already been actively helping retailers to help themselves since 2019 with Nextrade, the first order and data management platform for the home and living sector, and Conzoom Solutions, an information platform for the global consumer goods sector. "A second year without appropriate ordering, inspiration and networking formats poses considerable and in some cases existentially threatening challenges for retailers worldwide," Braun explains. "With our digital offers, we are specifically supporting our partners in industry and trade in this volatile situation. In addition, we will continue to put all our energy and optimism into safe and promising trade fairs. Because there is no substitute for meeting in real life."

Information on the planning of the Frankfurt consumer goods fairs for 2023 will be announced at the beginning of February 2022.

REACH4Textiles: Better market surveillance for textile products

The REACH4texiles project just kicked off. Funded by the European Commission, it aims at exploring solutions for fair and effective market surveillance on textile products.

Every year, about 28 billion of garments circulate across Europe, 80% of which are imported from outside the EU and its jurisdiction.
 
Inevitably, such huge volumes pose enormous challenges for market surveillance authorities which are called to ensure that uncompliant dangerous products are kept away from the EU citizens.

The European Union has the world most comprehensive chemical legislation which is set to protect consumers, the environment and, theoretically, even the competitiveness  of the business.

Such EU chemical legislation evolves constantly, increasing scope and ambition. New restrictions impact authorities and sectors like the European textile value chain and generate new costs for all actors.

Evidence suggests that such advanced regulatory framework is not completed with an equally advanced or effective EU-wide control system capable of ensuring compliance, especially in the case of imported products.

  • Increase skills and knowledge.
  • Support a Network addressing chemicals in textiles and applying the EU regulation 2019/1020

The 2 years project will share best practices, identify efficient approaches against non-compliant products, offer training and support for a more effective surveillance and for level playing field.

The project welcomes collaboration with concerned authorities across the EU Member States.

A well-functioning EU market surveillance system is an essential prerequisite to protect citizen, the environment and competitiveness of responsible business. When it comes to textiles, the broad range of products, the large set of REACH subjected chemicals used in textiles as well as industrial strategies like fast fashion make this a challenging task.

Challenges may include lack of resources, difficulties in identifying higher risk products, cost and management of chemical tests, lack of test methods and knowledge of best practices. These challenges are yet likely to increase with the upcoming REACH restrictions and the growth of e-commerce.

Because of this, products that do not comply with REACH regulations encounter today little or no barriers to enter the market. This creates not only a health risk for Europeans but also undermines the competitivity of responsible businesses that take all necessary measures to comply with these regulations.

Addressing the challenges requires more knowledge at market surveillance and stronger collaboration between these authorities, the textile and clothing industry and testing laboratories. More knowledge about the identification of risk baring textile products and REACH chemicals likely to be used in these products, suitable test methods and strategies such as fast screening on REACH chemicals, trustworthiness of labels, etc can increase the effectiveness of market surveillance considerably.

The REACH4Textiles first objective (keep non-compliant products away from the EU Market) will be pursued by increasing knowledge on market surveillance functioning by and working on a risk-based approach to identify products at higher risk.

The second objective supports a network to address the specificities of chemicals in textiles with market surveillance authorities and involving other relevant stakeholders. The third objective focuses on sharing knowledge with market surveillance actors on textile products and suitable test methodologies.

Supported by the European Commission DG Growth, the project team is coordinated by the Belgian test and research center Centexbel and include the European Textiles and Apparel industry confederation, EURATEX, the German national textile and fashion association Textile und Mode, t+m, the Italian association Tessile e Salute. Several other European industry associations and national authorities are welcomed to become involved through the project activities.

Sateri to Acquire Funing Aoyang’s Viscose Fibre Business

Sateri has entered into agreement with Funing Aoyang Technology Co., Ltd. (Funing Aoyang) to acquire its viscose fibre business. The acquisition is part of Sateri’s growth strategy which will bring Sateri’s total number of viscose mills in China to six and total annual production capacity to more than 1.8 million tonnes.

Funing Aoyang is a subsidiary of listed company Jiangsu Aoyang Health Industry Co., Ltd. Its 330,000-tonne per annum mill that will be acquired by Sateri under the agreement, is located in Aoyang Industrial Park, Funing County, Jiangsu Province. Sateri is a member of the RGE group of companies; RGE manages a group of resource-based manufacturing companies with global operations spanning Indonesia, China, Brazil, Spain and Canada.

The closing of the acquisition is subject to procedural approvals by relevant authorities.

NCTO requests Agency to grant Approval for Collection of China 301 Duties

National Council of Textile Organizations (NCTO) President and CEO Kim Glas sent a letter to Acting Director of the Office of Management and Budget (OMB) Robert Fairweather, requesting the agency reconsider and approve a proposal to direct U.S. Customs and Border Protection (CBP) to collect Section 301 penalty duties on billions of dollars of Chinese goods currently shipped duty free under Section 321 de minimis waivers.

“There has been an exponential growth of shipments to the United States in recent years that qualify for Section 321 duty-free treatment,” Glas said in the letter. “U.S. manufacturers of textiles, apparel and other consumer goods that routinely sell for less than the $800 de minimis threshold increasingly find their markets and workforce threatened by this tariff avoidance scheme.”

The letter details how the current Section 321 provision is now being coupled with e-commerce to provide billions in duty avoidance on these imported products, including:

  • Increased import price pressure on domestic manufacturers of various types of consumer items that routinely sell for less than $800 such as – apparel, footwear, home furnishings, toys, consumer electronics, flatware, auto parts, etc.
  • An inability to properly identify and block the importation of adulterated products posing a health and safety risk to consumers.
  • An inability to properly identify and block imports of counterfeit products that violate intellectual property laws.
  • Enhanced ability of countries like China to access the U.S. market, despite their failure to provide reciprocal access to their markets and their persistent illegal and unfair trading practices.

“Imported merchandise from China that enters under a Section 321 waiver is exempt from all normal tariffs and any penalty duties assessed under the current 301 case. This unreasonable and unnecessary duty exemption severely undermines the purpose and value of the existing Section 301 determination against China as an effort to address its longstanding predatory trade practices,” Glas stated.

“The Biden administration should undertake an exhaustive review of this problem to develop the policy changes needed to mitigate the damaging impact of Section 321 waivers on U.S. workers and manufacturers,” Glas added. “In the interim, it is critical that the OMB and CBP take reasonable steps, such as denying Section 321 benefits to goods covered under the existing China 301 determination [tariffs]. Doing so would be a valuable first step toward limiting the dangerous and growing exploitation of this tariff waiver mechanism.”

During the Smart Voice, the C.L.A.S.S. Manifesto for Responsible Fashion, the 2021 edition of the C.L.A.S.S. ICON competition and the Sustainability Formula were presented.

C.L.A.S.S. ICON Award is an international award for visionary creatives in the fashion world who are able to convey the values of sustainability not only to fashion professionals, but also to the wider public: consumers. "We created C.L.A.S.S. ICON to reward visionary designers who create their collections by combining design, innovation and responsibility and who are able to communicate the values behind their garments authentically and effectively to consumers. It's time for storymaking and storytelling to align, otherwise it's just greenwashing" says Giusy Bettoni.

From 15th of February to 15th of April it will be possible to apply by sending an email to classicon@classecohub.org, with a description and objectives of the brand, the sustainability values adopted and the strategy, the designer's profile, a photo-video story of the latest collection, and any previous awards won (all info on http://www.classecohub.org).

During the panel, designer Gilberto Calzolari, the first winner of the first C.L.A.S.S. ICON Award, shared his vision for responsible fashion and his current projects. "My brand is a laboratory of experimentation. I create fashion to open conversations and change the way people behave and think. My creativity, from the choice of fabrics and processes to the image I decide to communicate, are the weapons at my disposal. Since the beginning, I have been really excited to team up with C.L.A.S.S. in order to share a common and challenging journey, with the perspective to be part of a constantly growing network activating mutual support. I have always thought at my collections as a call to action for a better future and now more than ever my mission as C.L.A.S.S. ICON is to make people understand that commitment and sustainability can and must go hand in hand with beauty and elegance. The adage 'kalòs kai agathòs' is one of the classical teachings that should never be forgotten: aesthetics, in my opinion, is inseparable from ethics. NCTO Applauds Trump Administration’s Move to Crack Down on Imported Counterfeits

The National Council of Textile Organizations (NCTO) issued a statement today on the Trump administration’s announced action plan to increase enforcement and penalties against counterfeit goods sold online and imported to the U.S.

“This is a very important and long overdue move on the part of the administration to increase enforcement activity and penalties against counterfeit goods sold online and imported into the United States,” said NCTO President and CEO Kim Glas. “We commend the administration for making a commitment to bolster efforts to crack down on counterfeits, particularly in the textile and apparel sector, which has been hit hard by fake imported products for decades.”

Nearly two million shipments of goods are exported to the United States duty free each day-- often from countries with poor labor, human rights and environmental track records—under a provision known as Section 321 de minimis. This provision allows goods valued below an $800 threshold to enter the U.S. duty free when imported directly to an individual on a single day.

“This massive increase in de minimis shipment trade poses significant security risks and threats to public health and safety, while incentivizing customs fraud and creating a loophole to our entire tariff structure,” Glas said. “Our concerns regarding the de minimis loophole are exacerbated by the belief that the domestic textile industry and other U.S. manufacturing interests are directly and negatively impacted, particularly since e-commerce sites like Amazon and others are using de minimis as a duty-free portal into the U.S. for products under $800.”

Furthermore, CBP’s own annual report on intellectual property seizures, including large volumes of counterfeits, revealed that U.S. authorities made seizures totaling $1.4 billion in fiscal 2018. Over 90 percent of all intellectual property (IPR) seizures occur in the international mail and express shipment environments, according to the report, which is a common method of shipping by e-commerce sites.

Chinese products accounted for 46% of all IPR seizures with a total Manufacturers Suggested Retail Price (MSRP) value of $761.1 million in FY 2018. Apparel and accessories were the top counterfeit products seized by U.S. authorities, accounting for 18% of all seizures in FY 2018 with an MRSP value of $115.2 million.

“We think this is an important step forward by the administration to deepen the analysis on de minimis products--- that are often not thoroughly examined and undercut our domestic manufacturing industries,” Glas said. “We don’t know what the products are, where they are coming from, whether they meet U.S. safety requirements, who is making them or the country of origin. We believe it is long past time for the administration to address the issue of de minimis shipments and counterfeiting head on.”
