The National Council of Textile Organizations (NCTO), representing the full spectrum of U.S. textiles from fiber through finished products, issued a statement from NCTO President and CEO Kim Glas today, voicing concern over the administration’s executive order instituting a non-reciprocal 90-day deferral on certain tariffs.
The temporary postponement of duties does not apply to products with antidumping or countervailing duties or those products subject to penalty duties under Section 232, 201 and 301.

“At a time when domestic textile producers and its workforce have mobilized to transform their production lines to manufacture the personal protective equipment (PPE) supplies for frontline healthcare and medical workers fighting the COVID-19 pandemic, the administration’s decision to defer duties for 90 days on the vast majority of products imported into the United States is counterproductive.
This move contradicts the administration’s top stated priority of rebuilding American manufacturing and buying American and could have severe negative implications for the entire U.S. textile industry, whose companies and workforce already are facing enormous economic hardship.
We support the need to temporarily eliminate barriers to the entry of emergency medical supplies and certain PPE inputs tied directly to the COVID-19 response. But make no mistake, the key drivers behind efforts to defer tariffs have nothing to do with facilitating access to PPE products or stopping the spread of COVID-19.
Our industry is being asked to do extraordinary things.  We are heeding that call, but we need help to ensure the supply chains we are creating overnight don’t evaporate tomorrow.  We need strong procurement policies and additional funding for our industries to ramp up and retool – not further measures that incentivize offshore production. We need to maximize the U.S. domestic production chain right now to every extent possible in helping fight COVID-19 and make the products American frontline workers desperately need.  

We need to provide immediate and substantial relief to our manufacturing sector and their workforce who are suffering enormously right now. It’s critical that we have a long-term U.S. government plan to ensure that we aren’t relying on offshore producers to make medically necessary, live-saving PPE.  We shouldn’t be providing handouts to reward the very companies that helped offshore these industries so many years ago.

Tariffs are one of the few mechanisms in place to help partially address the challenges U.S. manufacturers face in competing with imports from countries with exceptionally low wages, poor working conditions, and minimal environmental and safety standards.”, states the NCTO.

In relation to participation in the Annual General Meeting on April 16, 2020, the Board of Directors of Rieter Holding Ltd. arranged exclusively written or electronic voting and the granting of power of attorney to the independent proxy. In taking this approach, the Board of Directors relied on Article 6a, lit. b of Ordinance 2 of the Swiss Federal Council (Measures to Combat the Coronavirus of March 16, 2020). Physical participation by the shareholders was therefore not possible. The Annual General Meeting was held on the premises of Rieter Holding Ltd. at the company’s headquarters in Winterthur.

At the Annual General Meeting of Rieter Holding Ltd. on April 16, 2020, the independent proxy represented a total of 2 025 shareholders who hold 64.3% of the share capital.

A dividend of CHF 4.50 per share was agreed. The shareholders approved the proposed maximum total amounts of the remuneration of the members of the Board of Directors and of the Group Executive Committee for fiscal year 2021.

The Chairman of the Board, Bernhard Jucker, and the members of the Board of Directors This E. Schneider, Michael Pieper, Hans-Peter Schwald, Peter Spuhler, Roger Baillod, Carl Illi and Luc Tack were confirmed for an additional one-year term of office.
Furthermore, This E. Schneider, Hans-Peter Schwald and Bernhard Jucker, the members of the Remuneration Committee who were standing for election, were also each re-elected for a one-year term of office.

Shareholders also adopted all other motions proposed by the Board of Directors, namely approval of the annual report, the financial statements and the consolidated financial statements for 2019, and formal approval of the actions of the members of the Board of Directors and those of the Group Executive Committee in the year under review. In addition, the authorized capital was extended for a further two years.

COVID-19
At present, it is not possible to predict how the global COVID-19 pandemic will affect Rieter’s sales and earnings in the first and second half of 2020, and thus also for 2020 as a whole.

Rieter therefore refrains from providing an outlook for financial year 2020 and will issue the relevant information as part of the semi-annual report on July 16, 2020.
The company has taken the necessary measures to protect employees and to meet commitments to customers as far as possible.

functionality of textiles and polymers. The reduction of bacteria and viruses is a feasible way to help stem the spread of infections including MRSA.

Fairfield Chair Co. has retooled its production of chairs and sofas to high-in-demand surgical gowns in an effort to help rush supplies to health care companies on the frontline of the COVID-19 pandemic.

When the spread of the coronavirus impacted Fairfield and the entire U.S. manufacturing sector, Fairfield executives jumped into action.

The seating manufacturer, which essentially took a crash course on apparel patternmaking and industry specs, has switched its production to surgical gowns overnight. In just over a week, Fairfield produced its first samples of the surgical gown and immediately received approval on the prototype from Blue Ridge Healthcare in North Carolina, which has placed an initial order for 1,200 surgical gowns.
Cotswold Industries worked closely with Fairfield to help the company pivot to gown and mask manufacturing and provide the materials needed for the finished products.

Fairfield is also tapping into the experience it gained from producing seating for senior living facilities, which require certain materials with antimicrobial finishes.
“We are very accustomed to working with antimicrobial fabrics however, we have never worked with wovens that are developed to meet specifications like this material has to,” states McClurd, vice President of imports of Fairfield.

Der Bundesverband Medizintechnologie, BVMed, hat den GKV-Spitzenverband in einem Schreiben gebeten, analog zu dem Vorgehen bei Kassenärzten, Kassenzahnärzten und Pflegepersonal auch die Kosten für die Ausstattung der Fachkräfte der Homecare-Unternehmen mit medizinischer Schutzausrüstung zu übernehmen. Homecare müsste dafür Teil der Verteilung von Schutzausrüstung durch das Beschaffungsamt des Innenministeriums werden. "Eine solche Maßnahme würde den ambulanten Verbleib der zu Hause versorgten Patienten sichern, die Kliniken entlasten und die Homecare-Unternehmen bei ihrem Mehraufwand unterstützen", so BVMed-Geschäftsführer Dr. Marc-Pierre Möll.

Vor dem Hintergrund der Coronavirus-Pandemie hat der GKV-Spitzenverband bereits eine Unterstützung der Kassenärzte, der Kassenzahnärzte sowie des Pflegepersonals bei der Ausstattung und insbesondere bei Abrechnung und Finanzierung der erforderlichen Schutzausrüstung vereinbart. "Diese Entscheidung halten wir für sinnvoll, um die Gesundheitsversorgung sicherzustellen und dabei die Infektionsrisiken für Gesundheitspersonal und Patienten zu reduzieren", schreibt der BVMed.

In gleicher Situation befinden sich auch die Fachkräfte der Homecare-Unternehmen, die Patienten vor Ort mit den erforderlichen Hilfs- und Verbandmitteln, enteraler Ernährung sowie den hierfür erforderlichen Dienstleistungen versorgen. Die Empfehlungen des GKV-Spitzenverbandes zur Sicherung der Hilfsmittelversorgung während COVID-19 sehen zwar bereits Regelungsvorschläge vor, um den physischen Kontakt zwischen Versorgern und Patienten zu reduzieren. Die persönliche Versorgung am Patienten ist im Homecare-Bereich aber teilweise unverzichtbar. Dies betrifft beispielsweise die Bereiche Beatmungstherapie, Tracheostoma-Versorgung, künstliche Ernährung, Wund- und Stomaversorgung bei Komplikationen, notwendige rehatechnische Versorgungen sowie die Versorgung von Patienten im Rahmen des Entlassmanagements.

"Aufgrund der aktuellen Beschaffungslage und preislicher Entwicklungen von Schutzausrüstungen entsteht den Hilfsmittelleistungserbringern und Homecare-Unternehmen zunehmend eine Situation, in der sie die erforderliche Versorgung am Patienten nicht sicherstellen können", informiert der BVMed. Deshalb sei eine Lösung analog zu den Ärzten und Zahnärzten auf der Grundlage der durch das Beschaffungsamt des Bundesinnenministeriums beschafften Schutzausrüstung sinnvoll. Der BVMed bietet als maßgebliche Spitzenorganisation der Hilfsmittelleistungserbringer auf Bundesebene seine Unterstützung bei der Koordination an. Alternativ wäre auch eine individuelle Bezuschussung der Hilfsmittelleistungserbringer und Homecare-Unternehmen denkbar.

Der Bundesverband Medizintechnologie, BVMed, fordert in seinem neuen Jahresbericht 2019/20 einen gesamtgesellschaftlichen Dialog über den MedTech-Standort Deutschland und seine kritische Infrastruktur.

Das Gesundheitssystem kämpft aktuell gegen eine der schlimmsten Pandemien der letzten 100 Jahre. Die MedTech-Branche ist vereint in ihrem Kampf gegen COVID-19. Die Unterstützung der Ärzte und Pfleger, der Kliniken, Praxen und Homecare-Unternehmen, hat oberste Priorität. Gleichzeitig muss die MedTech-Branche die nahtlose Verfügbarkeit aller medizinischen Technologien aufrechterhalten, die Tag für Tag für die Diagnose, Behandlung und Überwachung von Patienten mit anderen kritischen oder chronischen Erkrankungen benötigt werden.

In seinem Vorwort spricht sich der BVMed-Vorstandsvorsitzende Dr. Meinrad Lugan insbesondere für eine bessere Verzahnung der regulatorischen Maßnahmen für die Medizinprodukte-Branche mit der Wirtschafts- und Forschungspolitik aus. Forschung, Wirtschaft und Gesundheit gemeinsam.

Zu den Themen des notwendigen "MedTech-Dialogs" gehören nach Ansicht des BVMed beispielsweise:

• eine stärkere Orientierung an kompletten Versorgungsprozessen,
• die Reduktion regulatorischer Bürokratie für Bestandsprodukte und Orphan Devices,
• die Entwicklungen von digitalen Gesundheitsdienstleistungen und
• die Einbindung von künstlicher Intelligenz zur Unterstützung von ärztlicher Versorgung und Pflege.

Der BVMed-Jahresbericht beleuchtet die wichtigsten Branchen-Kennzahlen
Die MedTech-Branche ist ein wichtiger Wirtschafts- und Arbeitsmarktfaktor. Die Branche beschäftigt in Deutschland insgesamt über 200.000 Menschen. Alleine in den letzten 5 Jahren sind über 12.000 neue Stellen geschaffen worden. Jeder Arbeitsplatz in der Branche sichert zudem 0,75 Arbeitsplätze in anderen Sektoren. Der Gesamtumsatz der MedTech-Branche lag 2019 bei über 32 Milliarden Euro. Die Exportquote liegt bei über 65 Prozent.
Die MedTech-Branche ist mittelständisch geprägt. 93 Prozent der MedTech-Unternehmen beschäftigen weniger als 250 Mitarbeiter. Es gibt alleine 13.000 Kleinstunternehmen mit rund 60.000 Beschäftigten. Nur 90 MedTech-Unternehmen in Deutschland haben über 250 Beschäftigte.

Textile and nonwoven associations issued a joint statement today urging federal, state and local governments to deem textile and nonwoven manufacturing facilities as “essential” when drafting “Shelter in Place” orders in response to the COVID-19 crisis.

Our associations recognize the serious challenges our elected officials, health administrators, and others are facing when issuing orders to protect communities across the country and we understand the necessity for leaders to enforce a ‘Shelter in Place” order or quarantine orders.

Our members make a broad range of inputs and finished products used in an array of personal protective equipment (PPE) and medical nonwoven/textile supplies, including surgical gowns, face masks, antibacterial wipes, lab coats, blood pressure cuffs, cotton swabs and hazmat suits. These items are vital to the government’s effort to ramp up emergency production of these critical supplies.

If workers who produce these goods are not granted an “essential” exemption from “Shelter in Place” and other quarantine orders to go to their manufacturing and distribution facilities, it will cause major disruptions in the availability of these goods. This will create significant hardship to healthcare providers and consumers across the country who depend on steady and stable supplies of these critical items.

We are asking the administration and state and local authorities to provide greater certainty and clarity for our companies and employees and ask for a clear exclusion of our manufacturing operations from “Shelter in Place” orders as the textile and nonwoven products that we make in the U.S. play an essential role in mitigating the shortages of critical supplies. Such a designation will help us avoid disruptions of vital goods and services during this challenging time.
