NCTO: Buy American Policy for Personal Protective Equipment

National Council of Textile Organizations (NCTO) President and CEO Kim Glas issued a statement, urging the government to institute Buy American policy changes to help bolster U.S. manufacturers producing personal protective equipment (PPE) for frontline workers battling the COVID-19 pandemic.

“If the government is sincere about reconstituting a U.S. production chain for medical personal protective equipment (PPE) to resolve the drastic shortages we are experiencing during the current pandemic, it is going to have to make key policy changes to help incentivize domestic production. A strong Buy American mandate for these vital healthcare materials needs to be instituted for all federal agencies, coupled with other reasonable production incentives, to help ensure a strong U.S.  manufacturing base for these essential products.

A strong Buy American mandate for these vital healthcare materials needs to be instituted for all federal agencies, coupled with other reasonable production incentives, to help ensure a strong U.S.  manufacturing base for these essential products.

Our government already has an existing example of such a mandate that serves as an excellent model. The U.S. Department of Defense operates under a fiber-to-finished product Buy American rule for military textiles. This rule ensures that the vital textile materials our U.S. warfighters depend upon, come from a secure domestic production chain that cannot be severed during a military emergency by offshore entities.

There is a bipartisan call for action as members of Congress on both sides of the aisle have begun to acknowledge the need for these types of reasonable and essential policy changes.

Anything short of fully instituting domestic purchase requirements through Executive Order and other legislative initiatives will ensure that PPE production through U.S. supply chains that have been created overnight don’t evaporate as soon as this crisis is over.  

In the midst of the crisis, our failure to confront this challenge will allow for a repeat of the sins of the past that allowed sourcing agents to offshore the entire production of medical PPE in search of lucrative profits. While chasing the lowest cost import may have seemed cost effective at the time, these past few months have demonstrated that we paid a deadly price through this approach by jeopardizing the very lives of frontline medical personnel that are fighting the pandemic.   

This is a national security issue. It’s also a vital healthcare issue and it is decision time for U.S. policymakers. If our country is to be prepared for future deadly pandemics such as the one it is now facing, reasonable policy changes need to be implemented to ensure that we strengthen our domestic supply chain to address America’s security, safety and healthcare requirements.”

Flight Design selects Hexcel’s HexPly® M79 Carbon Fiber Prepregs for Ultralight Aircraft

STAMFORD – German ultralight aircraft specialist Flight Design has chosen Hexcel as its key supplier adopting low-temperature curing prepreg into its aircraft production. Hexcel’s HexPly® M79 Carbon Fiber prepregs deliver a more consistent final product by ensuring constant material quality and processing parameters and produce a lighter and stronger aircraft at a more competitive overall cost.

Flight Design has always relied heavily on composites for its aircrafts’ ultralight construction and turned to long-term composite materials partner Lange + Ritter, part of Hexcel’s European distribution network, when they began searching for a prepreg material solution. Hexcel and Lange + Ritter created several new product codes specifically for Flight Design and then supplied materials for initial handling trials and prototyping. Hexcel’s HexPly M79 low temperature curing out of autoclave solution was first used in the new F2 prototype. As part of its material supply package, Lange + Ritter also sent a team for on-site training and technical support, allowing the Flight Design production team to get up to speed with prepreg as quickly as possible.

HexPly M79 prepregs can be cured at temperatures as low as 70˚C for eight hours or 80˚C for four hours, reducing tooling costs and increasing build rates. When combined with Hexcel’s innovative air venting Grid Technology, HexPly M79 UD carbon tapes can also be laminated with reduced debulking steps to produce void contents <1% irrespective of laminate thickness. With consistently low void contents and improved mechanical properties, designers and engineers are able to further optimize highly loaded composite aerostructures.

As more and more of its composite aircraft parts are transferred to prepreg technology, Flight Design is seeing the benefits of its switch to HexPly M79. Lay-up is cleaner and more precise, low temperature oven curing is quick and energy efficient, and the manufacturing process consistently outputs exceptionally high-quality laminates and components. The long-term strategy is to integrate HexPly M79 across the range, with Hexcel materials lightening the ultralight aircraft at Flight Design even further.

“The materials and technology package from Hexcel and Lange + Ritter has been a big success for us at Flight Design,” comments Daniel Gunther, Managing Director at Flight Design. “When we took the decision to switch to prepreg, we looked at many options but only Hexcel and Lange + Ritter could offer us low temperature out-of-autoclave (OOA) curing, globally respected material quality and the customer service levels we were searching for.”

NCTO Statement on Administration’s 90-Day Tariff Deferral

The National Council of Textile Organizations (NCTO), representing the full spectrum of U.S. textiles from fiber through finished products, issued a statement from NCTO President and CEO Kim Glas today, voicing concern over the administration’s executive order instituting a non-reciprocal 90-day deferral on certain tariffs.
The temporary postponement of duties does not apply to products with antidumping or countervailing duties or those products subject to penalty duties under Section 232, 201 and 301.

“At a time when domestic textile producers and its workforce have mobilized to transform their production lines to manufacture the personal protective equipment (PPE) supplies for frontline healthcare and medical workers fighting the COVID-19 pandemic, the administration’s decision to defer duties for 90 days on the vast majority of products imported into the United States is counterproductive.
This move contradicts the administration’s top stated priority of rebuilding American manufacturing and buying American and could have severe negative implications for the entire U.S. textile industry, whose companies and workforce already are facing enormous economic hardship.
We support the need to temporarily eliminate barriers to the entry of emergency medical supplies and certain PPE inputs tied directly to the COVID-19 response. But make no mistake, the key drivers behind efforts to defer tariffs have nothing to do with facilitating access to PPE products or stopping the spread of COVID-19.
Our industry is being asked to do extraordinary things.  We are heeding that call, but we need help to ensure the supply chains we are creating overnight don’t evaporate tomorrow.  We need strong procurement policies and additional funding for our industries to ramp up and retool – not further measures that incentivize offshore production. We need to maximize the U.S. domestic production chain right now to every extent possible in helping fight COVID-19 and make the products American frontline workers desperately need.  

We need to provide immediate and substantial relief to our manufacturing sector and their workforce who are suffering enormously right now. It’s critical that we have a long-term U.S. government plan to ensure that we aren’t relying on offshore producers to make medically necessary, live-saving PPE.  We shouldn’t be providing handouts to reward the very companies that helped offshore these industries so many years ago.

Tariffs are one of the few mechanisms in place to help partially address the challenges U.S. manufacturers face in competing with imports from countries with exceptionally low wages, poor working conditions, and minimal environmental and safety standards.”, states the NCTO.

In taking this approach, the Board of Directors relied on Article 6a, lit. b of Ordinance 2 of the Swiss Federal Council (Measures to Combat the Coronavirus of March 16, 2020). Physical participation by the shareholders was therefore not possible. The Annual General Meeting was held on the premises of Rieter Holding Ltd. at the company’s headquarters in Winterthur.

At the Annual General Meeting of Rieter Holding Ltd. on April 16, 2020, the independent proxy represented a total of 2 025 shareholders who hold 64.3% of the share capital.

A dividend of CHF 4.50 per share was agreed. The shareholders approved the proposed maximum total amounts of the remuneration of the members of the Board of Directors and of the Group Executive Committee for fiscal year 2021.

Furthermore, This E. Schneider, Hans-Peter Schwald and Bernhard Jucker, the members of the Remuneration Committee who were standing for election, were also each re-elected for a one-year term of office.

Shareholders also adopted all other motions proposed by the Board of Directors, namely approval of the annual report, the financial statements and the consolidated financial statements for 2019, and formal approval of the actions of the members of the Board of Directors and those of the Group Executive Committee in the year under review. In addition, the authorized capital was extended for a further two years.

COVID-19
At present, it is not possible to predict how the global COVID-19 pandemic will affect Rieter’s sales and earnings in the first and second half of 2020, and thus also for 2020 as a whole.

Rieter therefore refrains from providing an outlook for financial year 2020 and will issue the relevant information as part of the semi-annual report on July 16, 2020.
The company has taken the necessary measures to protect employees and to meet commitments to customers as far as possible.

Thanks to long-standing customer relationships, a focus on innovation, global positioning and the company’s financial stability, Rieter will successfully overcome the challenges.

The reported plan being pushed by the importing and retailing industries would defer certain tariffs, including those on finished apparel products. It is an ill-advised policy that will hurt the U.S. textile industry at the very time it is answering the call of the nation to produce medical supplies to battle the coronavirus pandemic. 

These unnecessary tariff concessions would benefit importers and retailers at the direct expense of manufacturers on the front lines of the COVID-19 response and send a demoralizing message.

Tariff deferrals would severely exacerbate ramifications for the U.S. economy, manufacturers and workers and open the floodgates for imports.

If the U.S. government makes tariff concessions during this crisis, it will be inviting a virtual tsunami of imports further devastating domestic manufacturing as it attempts to regain its footing.     

We urge the administration to abandon any moves to defer tariffs on finished products. It would only serve to allow importers to exploit the current crisis, while dealing a severe blow to U.S. manufacturing and its workers.

autoneum: Annual General Meeting: waiver of dividend for 2019 financial year

All proposals submitted by the Board of Directors were approved at the Annual General Meeting of Autoneum Holding Ltd. In view of the net loss in the 2019 financial year, a dis-tinct majority of shareholders agreed to the proposal to forgo a dividend payment.

In consideration of COVID-19 Ordinance 2 of the Federal Council, no shareholders were admitted to physically attend the Annual General Meeting on site. The Company therefore requested the shareholders in advance to transfer their votes to the independent voting proxy. He represented 59.8% of the total 4 672 363 shares issued.

All proposals submitted by the Board of Directors were approved at the Annual General Meeting of Autoneum Holding Ltd. In view of the net loss in the 2019 financial year, a dis-tinct majority of shareholders agreed to the proposal to forgo a dividend payment.

Given the significant net loss in the 2019 financial year shareholders approved the proposal submitted by the Board of Directors to forgo a dividend. Hans-Peter Schwald, Chairman of the Board of Directors, stressed: “Autoneum aims to distribute at least 30% of net profit attributable to Autoneum shareholders as dividends. Unfortunately, Autoneum did not generate a profit in 2019, mainly due to impairments. This development is unacceptable for both, the Group Executive Board and the Board of Directors, and together with the employees we are doing every-thing possible to get back on the road to success. Nevertheless, the Board of Directors and the Group Management will continue to adhere to their long-standing dividend policy and thus ensure that shareholders participate appropriately in the Company's success.”


Chairman Hans-Peter Schwald and the other members of the Board of Directors, Rainer Schmückle, Norbert Indlekofer, Michael Pieper, This E. Schneider, Peter Spuhler and Ferdinand Stutz, were confirmed in office. This E. Schneider, Hans-Peter Schwald and Ferdinand Stutz were also re-elected to the Compensation Committee. In addition, a large majority of the shareholders of Autoneum Holding Ltd gave formal discharge to all members of the Board of Directors and the Group Executive Board.

The consultative vote on the 2019 remuneration report was approved by 89.2%. The proposals for the remuneration of the Board of Directors and the Group Executive Board for the 2021 financial year as well as the other proposals were also approved by a large majority.

A coalition of iconic American apparel brands and textile companies, responding to the urgent call of the White House for medical supplies, have come together to build a supply chain virtually overnight and fast-track the manufacturing of medical face masks to help hospitals, health care workers and citizens battling the spread of the COVID-19 disease.

Parkdale Inc.-- the largest yarn spinner in the U.S. headquartered in North Carolina—helped lead the effort to build the coalition with Hanesbrands, Fruit of the Loom and six other companies to set up a manufacturing supply chain and begin ramping up production of the masks.

The coalition consists of iconic American brands such as Hanesbrands and Fruit of the Loom, often competitors in the marketplace, who are banding together for the greater good of a nation facing one if its most monumental challenges.

American Giant, Los Angeles Apparel, AST Sportswear, Sanmar, America Knits, Beverly Knits and Riegel Linen are also part of the coalition working tirelessly to respond to a national emergency in the nation’s time of need.

Dr. Peter Navarro, assistant to the President and director of the White House Office of Trade and Manufacturing Policy, worked with the coalition and helped expedite the production of these masks. The first face masks have been approved by the U.S. Department of Health and Human Services.

The companies expect to begin production on Monday and will make the first deliveries by mid-week.

They are dedicating their assets, resources and manufacturing capacities to create a high output of facemasks. Once fully ramped up in four to five weeks, the companies expect to produce up to 10 million facemasks per week in the United States and in Central America.

Oerlikon Neumag: RoTac³ tangling unit with comprehensive modifications

Major technological changes to Oerlikon Neumag’s RoTac³ tangling unit produce even more efficient BCF yarn tangling. On the one hand, the tangling nozzle has been flow - optimized, allowing the air pressure to be lowered by approximately 10 percent compared to its predecessor while maintaining the same knot strength. Furthermore, the nozzle bearing arrangements have been improved. Consequently, either higher speeds or nozzle rings with greater numbers of holes can be used, generating more knots in the yarn.

Even at high production speeds, tangling knots can be set considerably more evenly with the RoTac³ than in the case of other conventional tangling units. Frequent tangling dropouts are now a thing of the past. This ensures better yarn quality and has a positive impact on further processing. The result: the carpet has a visibly more even appearance.

Stable and efficient yarn production is hugely important to yarn manufacturers. Not only does the evenness of the tangling knots make the investment interesting, so too does the energy efficiency of the RoTac3. The tangling unit requires up to 50 percent less energy for generating compressed air. Against the background of rising energy prices, this represents an excellent prerequisite for optimizing production costs.

Oerlikon Neumag has been able to secure various retrofit contracts since the launch of the RoTac3 in 2015. And new systems are predominantly equipped with RoTac³. The RoTac³ is included in the standard scope of delivery for the newer BCF S8 system. The tangling unit is available as an option both for the single-end Sytec One system and the three - end S+ and it can also be retrofitted on request.

Lenzing – Despite a generally difficult demand environment for textile fibers and a drastic drop in prices for standard viscose, the Lenzing Group recorded a solid business development in 2019. The disciplined implementation of the sCore TEN corporate strategy and the accompanying focus on specialty fibers once again helped to mitigate the effect of unprecedentedly low standard viscose prices.

As a result, revenue dropped by 3.3 percent from EUR 2.18 bn to EUR 2.11 bn in 2019, driven by lower selling prices as well as standard fiber volumes. Due to positive mix effects and more resilient specialty fiber prices, the share of specialty fibers increased from 45.5 percent to 51.6 percent of revenue. The earnings development was largely influenced by the decline in revenue, but also by negative currency effects on material and personnel costs. EBITDA (earnings before interest, tax, depreciation and amortization) fell by 14.4 percent from EUR 382 mn to EUR 326.9 mn. The EBITDA margin declined from 17.6 percent to 15.5 percent. Net profit, at EUR 114.9 mn, was 22.4 percent lower than in the previous year at EUR 148.2 mn. Earnings per share amounted to EUR 4. 63 ( 2018: EUR 5 . 61 ).

Consultation Process at the Winterthur Location Completed

On January 29, 2020, Rieter announced its intention to discontinue the assembly of machines at the Winterthur location due to structural changes in the market situation. The consultation process with employee representatives was completed March 11, 2020. After intensive discussion and detailed examination of the submitted proposals, the discontinuation of assembly and the associated reduction of 87 jobs was confirmed.

The final position was communicated to the employee representatives and the Office for Economy and Labor of the Canton of Zurich. Rieter’s employees were informed of the result. The decision will be implemented gradually during 2020.

Rieter has a comprehensive social plan. The focus is on the reintegration of affected employees with the support of the Regional Employment Centre (RAV) as well as a job center and the avoidance of hardship cases. The company intends to reduce the headcount by means of workforce turnover and early retirement, however some layoffs will be unavoidable.

As for recycled polyester, it can be either Recycled Claim Standard (RCS) or Global Recycled Standard (GRS) certified, depending on the content percentages.
