Ahead of the extra-ordinary Council on 6 October in Granada, EURATEX President, Alberto Paccanelli, and CIE President, Jose Vte Serna, call on the EU Presidency to develop a new competitiveness strategy, which can relaunch the European industry and ensure it will remain competitive in the decades to come. This means bringing together trade, energy, state aid and sustainability policies into a single, integrated, comprehensive approach, which can support a robust and modern European manufacturing industry.  
 
To consolidate a strong industrial structure in Europe, the Union should

1. secure the supply of clean energy at a competitive cost;
2. support innovation and foster the necessary talent pool and
3. be more assertive in achieving an international level-playing field on sustainability, based on the European model.  

During the past few years the implementation of incoherent and conflicting objectives under the trade, energy, industrial and sustainability policy has been observed. As a matter of fact, while the circular economy promised to be a recipe for a competitive industry of the future, the likelihood of pushing the EU industry out of the market and driving investment elsewhere than in Europe is very high. If this approach were to continue in the next years, it will result in a de-industrialised Europe, depending on imports from abroad. Such a Europe would be more exposed to geopolitical turmoil, with no agency to deliver its vision of peace, well-being and a healthy environment to its citizens.

It is fundamental for Europe to pursue a more coherent set of policies that put the competitiveness of its domestic industry at the core. In this context, all the industrial manufacturing sectors should be in the scope, including the textile industry, given its importance in providing essential products and applications to our society. A first impactful action that can be taken in this direction, would be to expand the scope of the Net-Zero Industry Act (NZIA) to include the textiles and clothing industry.
 
The history of European industry is fully woven in the birth and expansion of the European textiles industry since the XVIII century. Still today, the European textiles and clothing industry holds a pivotal position in the market, encompassing a diverse range of sectors and applications. In terms of employment, our industry creates 1,3 million direct jobs in Europe, encompassing a wide range of roles, from design and production to distribution and retail. European textiles have a wide range of applications, the most common one is of course clothing and fashion. The industry has a long history of producing high-quality apparel, with various regions specializing in specific niches.
 
Beyond clothing, there is a wide range of industrial sectors were textiles play an essential role, including  Automotive (used for upholstery, interior components, and even lightweight composite materials), Aircraft and Shipbuilding (where textiles are employed for their lightweight and high-strength properties, to enhance fuel efficiency, reduce emissions, and improve overall performance), Building and Construction (insulation, roofing, geotextiles, and architectural textiles), or Personal Protective Equipment, for medical personnel, firefighters, police and army officers. This includes masks, gowns, uniforms, helmets, and fire-resistant clothing, ensuring safety in hazardous environments.
 
Textiles are essential components of our society and our well-being. It is key for Europe to maintain its capacity to manufacture high-quality, sustainable and high-technology textiles.  With this in mind, the competitiveness policy of the future and the related funds to support it, should include the textile ecosystem in its scope.  

Members of TMAS – the Swedish Textile Machinery Association – will be taking part in the forthcoming ITMA Asia + CITME exhibition, taking place from November 19-23 2023 at the National Exhibition and Convention Centre in Shanghai, China.

Weaving
In the area of weaving, 93% of the 114,000 new looms delivered in 2022 went to Asia, according to the latest figures from the International Textile Manufacturers Federation (ITMF), with China the top destination, followed by India.
As a result, TMAS members like Vandewiele Sweden AB and Eltex have a huge market to address that has been established over many decades.

Yarn and sewing thread monitoring
With nearly 70 years of expertise in yarn sensor technology, Eltex of Sweden AB has been at the forefront of new product development. Its EYE and EyETM systems are capable of accurately and efficiently monitoring the movement and tension of more than 1,000 yarns simultaneously. These systems are suitable for various applications and fibre types, including warping, winding, multiaxial weaving and new material applications.

Eltex sewing tension monitors, such as the ETM422, have been well-received by customers. This device can monitor the tension of sewing threads in real time, effectively improving the quality and safety of sewn products. Particularly in China's rapidly growing automotive manufacturing sector, the ETM422 has seen widespread use to meet the industry’s escalating demands for product safety and quality.

Dyeing and finishing
“Digitalisation, automation and AI have become the key enablers for sustainable gains across the entire textile industry and so much has been achieved in the past few years, especially in terms of automation,” says TMAS secretary general Therese Premler-Andersson. “One area in which TMAS members are really making a difference right now, is in replacing water and energy-intensive technologies for the dyeing and finishing processes with new digital technologies.”

The TexCoat G4 non-contact spray technology for textile finishing and remoistening, for example, will be showcased in Shanghai by Baldwin. It not only reduces water, chemicals and energy consumption, but also provides the flexibility to adapt to a customer’s requirements in terms of single and double-sided finishing applications. The TexCoat G4 can reduce water consumption by as much as 50% compared to traditional padding application processes.

Der Bundesverband Medizintechnologie (BVMed) unterstützt die Initiative der Länder Bayern, Baden-Württemberg, Hessen und Rheinland-Pfalz, vereint gegen Engpässe bei der Versorgung mit Medizinprodukten und Arzneimitteln vorzugehen und den Produktionsstandort Deutschland zu stärken. An dem Treffen der Gesundheits- und Wirtschaftsministerien der vier Südschienen-Länder am 11. September 2023 in München war auch der BVMed beteiligt, vertreten durch sein Vorstandsmitglied Marc D. Michel. „Es ist gut, dass die Politik im Dialog mit der Wirtschaft bleibt. Wir brauchen jetzt eine gemeinsame Kraftanstrengung, einen abgestimmten Medizintechnik-Pakt, um Produktion und Forschung unter schwierigen Rahmenbedingungen in Deutschland zu halten und zu stärken“, so Michel.

Die aktuell großen Herausforderungen des Medizintechnik-Standorts seien „hausgemachte Probleme“, so der BVMed. Gründe seien unter anderem eine handwerklich schlecht gemachte EU-Medizinprodukte-Verordnung (MDR), eine überbordende Bürokratisierung und Regulierungswut, die die MedTech-KMU ersticke, eine schleppende Digitalisierung des Gesundheitssystems, eine mangelnde Datennutzung und „die unzureichende Unterstützung des Mittelstandes, dem Herzstück der deutschen Wirtschaft“, so BVMed-Vorstand Marc Michel.

„Inflationsbedingt gestiegene Produktionskosten und die MDR sind eine tödliche Kombination. Wir schwächen den Standort und verlieren Investitionen und Arbeitsplätze“, zog Michel kritisch Bilanz.

Der BVMed fordert „ganzheitliche Ansätze, eine MedTech-Strategie aus einem Guss“:

• eine wettbewerbsfähige Regulatorik. Zu den Forderungen der Branche gehört allen voran die Abschaffung der Rezertifizierung alle fünf Jahre.
• eine Entbürokratisierungs-Offensive, die konsequent Überregulierungen abbaut und in Brüssel für standortfreundliche Regulierungen kämpfe, um den Mittelstand als Innovationstreiber zu stützen, nicht zu ersticken
• ein besserer Datenzugang und ein Antragsrecht beim Forschungsdatenzentrum für forschende Medizinprodukte-Unternehmen.
• die Stärkung der Resilienz des deutschen Gesundheitssystems und der Lieferketten. Dazu gehöre eine bessere Einbeziehung der MedTech-Branche in die Erarbeitung von Lösungen, denn Resilienz erfordere eine enge Kooperation von Politik und Industrie.

Für den Standort Deutschland stehe dabei viel auf dem Spiel, denn die Medizintechnik sei Innovationstreiber, Jobmotor und Exportweltmeister.

Deutschland sei vor der MDR der Erstmarkt für neue Medizinprodukte gewesen. Das habe sich nun komplett gedreht. Die US-amerikanische Zulassungsbehörde FDA sei deutlich schneller – und dabei genauso sicher. Neue Produkte würden deshalb künftig, wenn überhaupt, bestenfalls verzögert nach Europa gelangen und den Patient:innen zur Verfügung stehen.

„Die MedTech-Industrie ist ein zentraler Baustein für die technologische Souveränität Deutschlands. Nur mit einer besseren und international wettbewerbsfähigen MDR in Kombination mit einer innovations- und produktionsorientierten Standortpolitik können wir die Versorgung mit Medizinprodukten dauerhaft sicherstellen“, so das Fazit von BVMed-Vorstand Marc Michel.

Der Bundesverband Medizintechnologie (BVMed) hat für seine Branche einen Muster-Kodex Nachhaltigkeit veröffentlicht, der die wesentlichen Aspekte für nachhaltiges Handeln von Medizintechnik-Unternehmen zusammenfasst.

Mit diesem Muster-Kodex möchte der BVMed zu einem einheitlichen Branchenstandard beitragen. Er bietet MedTech-Unternehmen Orientierung in Nachhaltigkeitsfragen sowie die Möglichkeit, gegenüber Geschäftspartnern das eigene Nachhaltigkeitsverständnis zu verdeutlichen. Dabei geht der Muster-Kodex auf die drei Säulen der Nachhaltigkeit (sozial, ökologisch, ökonomisch) ein, bildet das dort geltende Recht ab und legt es einheitlich aus.

Übersicht der Inhalte des Muster-Kodex:

• Soziale Nachhaltigkeit: Einhaltung von Arbeitsschutzpflichten, Förderung von Diversität und Inklusion, Diskriminierungsfreiheit, Zahlung eines angemessenen und gleichen Arbeitslohns, Koalitionsfreiheit sowie Verbot der Sklaverei, Zwangs- und Kinderarbeit.
• Ökologische Nachhaltigkeit: Ressourcenschonung, Reduktion der CO2-Emissionen, Abfallreduktion und Recycling sowie Vermeidung von Umweltverschmutzung.
• Ökonomische Nachhaltigkeit und Governance: Verantwortungsvolle Unternehmensführung und Strategie sowie nachhaltige und transparente Lieferketten.

Der Muster-Kodex kann freiwillig von allen Unternehmen der Medizintechnologie für sich übernommen und um individuelle Selbsterklärungen erweitert werden.

Zur Umsetzung des Muster-Kodex Nachhaltigkeit gibt der BVMed drei Grundprinzipien vor:

• Egalitätsprinzip
  Gewährung eines unterschiedslosen Zugangs zu Medizinprodukten und damit verbundenen Gesundheitsleistungen. In Bezug auf Arbeitsbedingungen sollen vergleichbare Sachverhalte nicht ohne triftigen Grund ungleich behandelt werden.
• Vorrangprinzip
  Vorrang einer schonenden Verwendung von Ressourcen (Reduce – Reuse – Recycle) und der Einrichtung und Befolgung effizienter Prozesse.
• Vorsorgeprinzip
  Ergreifen von präventiven Maßnahmen, um negative ökologische und soziale Auswirkungen der wirtschaftlichen Tätigkeit zu vermeiden oder möglichst gering zu halten.

„Geschäftspartner:innen, Krankenhäuser und andere Stakeholder verlangen zunehmend von den Medizintechnik-Herstellern weitreichende Verpflichtungserklärungen zur Einhaltung des Lieferkettensorgfaltspflichtengesetzes. Mit unserem Muster-Kodex Nachhaltigkeit können die Unternehmen ihr soziales, ökologisches und ökonomisches Nachhaltigkeitsverständnis erklären“, so BVMed-Geschäftsführer und Vorstandsmitglied Dr. Marc-Pierre Möll. Der neue Muster-Kodex wurde vom BVMed gemeinsam mit der Anwaltskanzlei Clifford Chance entwickelt und durch das Bundeskartellamt geprüft. Er kann unter www.bvmed.de/kodex-nachhaltigkeit heruntergeladen werden.

Bereits 2022 gab das BVMed-Institut eine Nachhaltigkeitsstudie zur Bestimmung des sozialen, ökologischen und ökonomischen Fußabdrucks der MedTech-Branche in Auftrag. Die „SEE-Impact-Study der deutschen MedTech-Branche“ des WiFOR-Instituts setzte die Grundlage für eine umfassende Nachhaltigkeitsmessung der Lieferkette und damit einen neuen wissenschaftlichen Standard. Die Studie kann unter bvmed.de/branchenstudien eingesehen werden.

Welche sind die aktuellen Hygiene-Empfehlungen der Kommission für Krankenhaushygiene und Infektionsprävention (KRINKO) zum Umgang in der Versorgung? Wie wirken sie sich aus – praktisch, rechtlich und legislativ? Diesen Fragen widmet sich das 12. Hygieneforum des Bundesverbandes Medizintechnologie (BVMed) am 7. Dezember 2023. Weitere Themen aus dem Bereich Hygiene und Infektionsschutz werden die Nutzung von medizinischen Daten, die Bedeutung von Multiresistenten Erregern (MRE) und die Aufbereitung von Medizinprodukten sein.

Bis zu einem Drittel der nosokomialen Infektionen gilt als vermeidbar. Um dies zu erreichen, sind neben einem Bündel an Hygienemaßnahmen die Anstrengungen aller Beteiligten erforderlich. Die Empfehlungen der KRINKO sind maßgeblich bei der Prävention nosokomialer Infektionen sowie Maßnahmen der Hygiene in medizinischen Einrichtungen. Daher legt das BVMed-Hygieneforum 2023 einen besonderen Fokus auf die KRINKO-Empfehlungen und geht der Frage nach, welche Auswirkungen diese haben. Denn: Jeder Mensch hat das Recht, vor nosokomialen Infektionen geschützt zu werden.

Referent:innen sind Prof. Dr. Mardjan Arvand vom Robert Koch-Institut, Michael Borg von der VAMED Gesundheit Holding, Prof. Dr. Christine Geffers vom Institut für Hygiene und Umweltmedizin der Charité Universitätsmedizin, Dr. Manuel Heurich von BinDoc, Dr. Tobias Weimer von Bork, Kanzlei für Medizin- Arbeits- und Strafrecht sowie Patrick Ziech vom Niedersächsischen Landesgesundheitsamt. INDA, the Association of the Nonwoven Fabrics Industry, announced the successful conclusion of the World of Wipes® (WOW) International Conference, July 17-20, Atlanta, Georgia. More than 495 senior-level leaders convened for new intelligence, connections, and business, which was a record turnout for the WOW event.

The 17^th edition of WOW featured almost 60 tabletop exhibits, 26 presentations, and two pre-conference webinars. The program introduced Lightning Talks, “supersized elevator speeches” covering new trends, products, and ideas, and a 1.5-day revised WIPES Academy training course. WOW also featured a mentorship program for participants new to the wipes industry.

World of Wipes Innovation Award^®
The winner of the World of Wipes Innovation Award was the Nonwoven Wipe Using Biotransformation Technology developed by Indorama Ventures and Polymateria. This innovative 100% polypropylene spunlace wipe utilizes advanced biotransformation technology, meeting the BSI PAS 9017 specification. The wipe is compatible with mechanical recycling however, in the event it becomes fugitive, and exposed to heat, sunlight, air and moisture, will transform into a harmless, bioavailable wax at its end-of-life, returning safely to nature without leaving behind microplastics or toxins. This polypropylene wipe represents a significant leap towards eco-friendly, sustainable nonwoven hygiene products.

INDA announced that WOW 2024 will be held June 17-20, at the Hyatt Regency Minneapolis in Minneapolis, Minnesota.

Der Bundesverband Medizintechnologie (BVMed) hat die gesetzliche Einführung eines Beratungsrechts beim Gemeinsamen Bundesausschuss (G-BA) für Hersteller von sonstigen Produkten zur Wundbehandlung begrüßt. Mit dem Beschluss im Rahmen des Arzneimittel-Lieferengpassbekämpfungs- und Versorgungsverbesserungsgesetzes (ALBVVG) wurde zudem die Übergangsregelung um 12 Monate verlängert. „Damit hat der Gesetzgeber noch rechtzeitig reagiert, um Verbesserungen an der neuen Verbandmittel-Erstattungsregelung vorzunehmen und Nachteile für die Versorgung von Menschen mit chronischen Wunden zu vermeiden“, so BVMed-Geschäftsführer und Vorstandsmitglied Dr. Marc-Pierre Möll. Nun sei es wichtig, „dass der G-BA gemeinsam mit Ärzteschaft, Pflege und Herstellern geeignete und auf die Wundversorgung angepasste Evidenzkriterien entwickelt. Mit dem Beratungsrecht gibt es dafür nun die Grundlage.“

Hintergrund ist, das für sogenannte „sonstige Produkte zur Wundbehandlung“ künftig ein Bewertungsverfahren durchgeführt werden muss, bevor sie durch die GKV erstattet werden. Der Gemeinsame Bundesausschuss (G-BA) hat bislang jedoch keine auf die Wundversorgung angepassten Evidenzkriterien für die erstattungsrelevanten Nutzennachweise definiert. Hierzu gewährt der Gesetzgeber nun – analog zu vergleichbaren Verfahren zur Bewertung des Nutzens von Arzneimitteln nach § 35a SGB V (AMNOG) oder zur Bewertung neuer Untersuchungs- und Behandlungsmethoden nach § 137h SGB V (NUB) – betroffenen Verbandmittel-Herstellern ein Beratungsrecht zur Methodik der für die Nutzenbewertung erforderlichen Studien.

Zur Frage der Evidenzkriterien hatte der BVMed kürzlich im Umfeld des Bremer Wundkongresses eine Umfrage durchgeführt, an der sich über 250 Wundfachkräfte beteiligten. Sie zeigte auf, dass es bei den Behandlungen von 92 Prozent der Teilnehmenden zunächst um die Reduktion klinischer Infektionszeichen geht. 79 Prozent nennen die Reduktion von Wundexsudat, 76 Prozent Reduktion von Schmerzen, 70 Prozent die Verbesserung der gesundheitsbezogenen Lebensqualität der Betroffenen. Die Reduktion der Wundfläche steht bei 58 Prozent im Fokus, die Reduktion der Keimlast in der Wunde bei 55 Prozent. Nur 22 Prozent der Befragten nennen auch den kompletten Wundverschluss als Evidenzkriterium. „Wundauflagen mit antibakterieller Wirkung sind für eine phasengerechte Wundversorgung unerlässlich und müssen auch künftig für die Versorgung chronischer Wunden zur Verfügung stehen“, so BVMed-Wundexpertin Juliane Pohl.

Betroffen von der neuen Regelung ist eine Vielzahl von Produkten wie etwa silber- oder PHMB-haltige Wundauflagen, die bislang erstattungsfähig waren. Nach Einschätzung des BVMed sind rund 400 Produkte betroffen.

INDA, the Association of the Nonwoven Fabrics Industry, was granted status last month as an accredited stakeholder with the United Nations Environment Programme (UNEP), which, among other privileges, will allow representatives from the association to observe the formal ongoing negotiations of the UN Global Plastics Treaty. INDA Government Affairs Director Wes Fisher was on site at the second session of the treaty negotiations formally titled the “second session of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution, including in the marine environment.” The negotiations took place from 29 May to 2 June 2023 at the United Nations Educational, Scientific and Cultural Organization (UNESCO) Headquarters in Paris, France.

“We are excited to continue to enhance the capacity of INDA’s government affairs department to better serve the industry on a global scale,” stated Fisher. “We look forward to working with the UNEP to provide technical input regarding ongoing plastics treaty issues specific to the nonwovens industry, and engaging with other UN processes with our new status as an accredited stakeholder.”

Accreditation provides non-governmental organizations with observer status to the United Nations Environment Assembly, UNEP, and its subsidiaries. Accreditation will bring many advantages to INDA with respect to participation in the work of UNEP’s Governing Bodies, such as the United Nations Environment Assembly of UNEP and the Committee of Permanent Representatives.

UN Global Plastics Treaty negotiations have garnered significant attention from both industry and environmental groups. At least three more negotiation sessions are expected with the goal of finalizing a treaty by the end of 2024.

INDA, the Association of the Nonwoven Fabrics Industry, announced that registration is open for FiltXPO™ 2023, Oct. 10-12, 2023, Navy Pier, Chicago, Illinois USA. More than 130 exhibitors from the filtration supply chain will showcase their solutions, technologies, and innovations to over 1,200 global professionals. FiltXPO will also feature a three-day technical program covering new technology, products, and research.

Exhibit stand reservations have been brisk, exceeding the prior two editions of FiltXPO. “We are pleased to see the strong interest in exhibiting at FiltXPO. It speaks to the strength of the industry and that filtration products continue to evolve for clean air and water, as well as safer food, beverages, and biopharmaceuticals,” said Joe Tessari, Associate Director of Exhibit Sales.

An important part of the FiltXPO event is the 1.5-day Filter Media Training Course. Participants will learn about the physics of filtration, how nonwoven media is designed and used in air and liquid filtration, the latest market trends, which applications have unmet needs, as well as testing standards.

June 1, the European Parliament has adopted its Report on an EU Strategy for Sustainable and Circular Textiles. The Report wants to step up the EU’s ambition towards sustainability and circularity even further, but it has failed to recognise the strategic role of the European textile industry to scale up sustainability, nor to appreciate the global competitive threat which our companies are facing.

Director General Dirk Vantyghem commented on the MEP Report: “We welcome the strong interest of the European Parliament in the textile and fashion industry, but encourage MEPs to develop a balanced vision which reconciles sustainability and competitiveness. Developing a new business model for our industry requires carefully crafted legislation at global level, and an open dialogue between the industry, the brands and the consumer.”

EURATEX supports the EU Textile Strategy, as it was presented over a year ago by the European Commission. The 160.000 European textile companies are committed to invest in sustainability, develop new circular business models and produce high quality textile products – not just in fashion, but also in home and medical textiles, construction, agriculture or cars. To do so, indeed a new regulatory framework is needed, with clear definitions, coherent rules and effective controls. But also, the companies should be able to comply with these rules and remain globally competitive.

The EP Report has failed to respect that balance between sustainability and competitiveness. Instead, it suggests even more rules and restrictions, totally disregarding the current economic challenges caused by high energy prices, loss in consumer confidence and assertive trade partners. Putting the bar even higher will simply mean that the European textile industry will be pushed out of the market, resulting in a bigger environmental footprint and increased dependency on foreign supplies. Quite the opposite of what the EU wants to achieve with its open strategic autonomy plans.

The Report also fails to differentiate between textile products. There is a mix up between fashion and technical textiles, between products made in Europe and outside, between high quality and durable products and low-quality items. It is regretful that the European Parliament did not make that distinction and simply refers to “textiles” as a general cause of concern, without acknowledging e.g. the high quality products, made by European textile and fashion companies.

The Report puts a strong responsibility on the supply side – the industry and the brands – and does not sufficiently address the role of the consumer. Initiatives therefore are essential to create a stronger demand for sustainable textiles, which includes better communication and transparency (avoid greenwashing), fiscal measures, green public procurement and better control of online marketplaces.

On a positive note, the EP Report does recognise the importance to invest in research and innovation, to support reskilling and upskilling, the need of scaling up circular economy and pay attention to the needs of SMEs. EURATEX has always insisted that such massive transition can only be successful if accompanied by significant and dedicated support programmes. The EU Textiles Transition Pathway should offer a clear perspective in this regard.
