NCTO: Kim Glas testifies on Supply Chain Resiliency

National Council of Textile Organizations (NCTO) President and CEO Kim Glas is testifying on “Supply Chain Resiliency and the Role of Small Manufacturers” before the Small Business Committee’s Subcommittee on Economic Growth, Tax, and Capital Access.

In written testimony submitted to the committee, Glas provides an overview of the incredible resiliency of the U.S. textile industry during the COVID-19 pandemic, the impact of the ensuing economic crisis, existing options available to small manufacturers to access capital, and policy recommendations to strengthen the entire industry domestic supply chain.

“One silver lining associated with the immense challenges posed by the COVID-19 crisis is that it afforded the domestic textile industry an opportunity to demonstrate its enormous resiliency, flexibility, and overall value to the U.S. economy,” Glas says in the testimony. “Despite the fact that there was virtually no [full] U.S. production of textile-based PPE prior to the pandemic, the heroic actions of domestic textile manufacturers resulted in the ability to supply homegrown PPE at the height of the greatest healthcare emergency our country has faced in the past 100 years.”

“As we exit the current crisis, rational federal policies are once again needed to ensure a stable overall environment where small businesses can compete and thrive, and targeted initiatives are required to ensure that domestic supply chains for critical materials, such as PPE, exist in the United States,” Glas notes.

Glas details five key policy recommendations supported by 20 trade associations and labor groups, representing the entire domestic supply chain aimed at strengthening the integrated U.S. textile sector:

  • Strengthen Buy American procurement rules
  • Provide funding assistance for companies to reconstitute domestic supply chains important to U.S. national and healthcare security
  • Key contracting reforms
  • Streamline the SBA loan application process
  • Provide additional funding for workforce training

In the current status of the 5 year plan, which is at present under preparation, significant deviations have already become apparent today, particularly in the market segments Automotive, Aerospace and Wind Energy in the business unit Composites – Fibers & Materials (CFM). Partially also due to the pandemic, Automotive and Aerospace is developing slower than anticipated in the last 5 year plan. In contrast, business with Wind Energy is growing much stronger than previously planned. These changes in the product mix lead to lower mid-term earnings at CFM compared to the prior 5 year plan. Following these deviations from the last 5 year plan, an event-driven impairment test was undertaken. This results in a non-cash impairment charge amounting to €80-100 million, which will be recorded in the fourth quarter 2020.

The Board of Management of SGL Carbon SE today also resolved the implementation of a restructuring program, with which the Company is targeting savings of more than €100 million until 2023 (compared to the base year 2019). These savings consist of a planned socially compatible reduction in personnel of more than 500 employees and substantial reduction in indirect spend, particularly in the areas of travel, consulting and external services. Costs of approximately €40 million are anticipated for the implementation of this restructuring program. A little more than half of this is expected to be recorded as expenses in the fourth quarter 2020, while the associated cash outflows are mainly forecasted for 2021.

This requires a partial adjustment of the guidance for 2020. The solid operational development in the third quarter 2020 with Group sales between €220 and €230 million and operating recurring EBIT1 between €13 and €15 million (plus approximately €9 million positive one-time effects) is within the framework of our expectations for the full year 2020. However, the Group net result is likely to develop below the prior year level of minus €90 million and reach approximately between minus €130 and €150 million due to the restructuring provisions as well as the impairment charge (prior guidance: improvement to a negative low double-digit million € amount).

With liquidity of €167 million as of September 30, 2020 (compared to €137 million at year-end 2019) and further cash inflows in the fourth quarter 2020 from successfully implemented additional funding measures, the Company’s position is solid. This liquidity is more than sufficient for the payment of the purchase price for SGL Composites USA in the amount of USD 62 million at the end of 2020 as well as the restructuring-related cash outflows expected mainly in 2021. The Company continues to have access to the revolving credit facility (RCF) in the amount of €175 million, which remains undrawn.

The quarterly statement as of September 30, 2020 will be published on November 12, 2020 as scheduled. Further details on the new 5 year plan as well as the guidance on the fiscal year 2021 will be presented with the publication of the Annual Report 2020 on March 25, 2021.

*The use of KPIs in this notification is aligned to the annual report 2019 and the interim report for the first half year 2020. There were no changes to the scope of consolidation or to valuation methods compared to the previous guidance.

Positively charged nitrogen particles then actively attract viruses and bacteria, penetrating the membranes and killing them within minutes.

Rigorous testing has shown Si-Quat to adhere to almost any surface, performing as the most durable surface treatment commercially available. Due to its incredibly strong layer, the solution only wears down on surfaces after thousands of touches or multiple cleaning cycles. This means that on heavily used surfaces, such as door handles and counters, Si-Quat will be effective for about a month. On rarely touched surfaces like walls, it has the potential to protect for years. Since the product is incredibly easy to apply, technicians require minimal training and only basic protection. They simply have to brush or spray Si-Quat onto the surface and allow it to dry for 6 hours.

“Other sanitising solutions require reapplication to every surface several times daily, interrupting business operations. This results in additional costs and disruptions at a time when many companies are already struggling,” Sam explains. “By combining proven efficacy, safety and long durability, Si-Quat is emerging as an important weapon in the battle against the spread of COVID-19.”

AFFIX Labs has begun to roll out the distribution of Si-Quat across the globe, with new regions being serviced every week. It is currently looking for distribution partners in local markets.

The project leading to the development of Si-Quat included funding from the European Institute of Innovation and Technology, a body of the European Union, under the Horizon 2020 Framework for Research and Innovation.

TMAS members ready to support digital textile transformations, post Covid-19

  • Members of TMAS – the Swedish textile machinery association – have adopted a range of new strategies in response to the Covid-19 pandemic, aimed at assisting manufacturers of textiles and apparel to adjust to a new normal, as Europe and other regions emerge cautiously from lockdown.

“Many European companies have been forced into testing new working methods and looking at what it’s possible to do remotely, and how to exploit automation to the full, in order to become more flexible,” says TMAS Secretary General Therese Premler-Andersson. “Others have been taking risks where they see opportunies and there’s a new sense of solidarity among companies.

“It’s extremely encouraging, for example, that over five hundred European companies from across our supply chain are reported to have responded to the shortages of facemasks and PPE – protective personal equipment – by converting parts of their sites or investing in new equipment.”

New supply chains

New supply chains

Amongst them are TMAS members of the ACG Group, who quickly established a dedicated new nonwovens fabric converting and single-use garment making-up plant to supply to the Swedish health authorities. From a standing start in March, this is now producing 1.8 million square metres of converted fabric and turning it into 692,000 finished medical garments each month.

“In 2020 so far, we have seen new value chains being created and a certain amount of permanent reshoring is now inevitable,” says Premler-Andersson. “This is being backed by the new funding announced in the European Union’s Next Generation EU plan, with €750 billion marked for helping industry recover. As the European Commission President Ursula von der Leyen has stressed, “green and digital” transitions hold the key to Europe’s future prosperity and resilience, and TMAS members have new solutions to assist in both areas.”

Remote working

Automated solutions have opened up many possibilities for remote working during the pandemic. Texo AB, for example, the specialist in wide-width weaving looms for the paper industry, was able to successfully complete the build and delivery of a major multi-container order between April and May.

“Our new Remote Guidance software now makes it possible for us to carry out some of the commissioning and troubleshooting of such new lines remotely, which has been helpful” says Texo AB President Anders Svensson.

Svegea of Sweden, which has spent the past few months developing its new CR-210 fabric relaxation machine for knitted fabrics, has also successfully set up and installed a number of machines remotely, which the company has never attempted before.

“The pandemic has definitely led to some inventive solutions for us and with international travel currently not possible, we are finding better methods of digital communication and collaboration all the time,” says Svegea managing director Hakan Steene.

Eric Norling, Vice President of the Precision Application business of Baldwin Technology, believes the pandemic may have a more permanent impact on global travel.

“We have now proven that e-meetings and virtual collaboration tools are effective,” he says. “Baldwin implemented a home office work regime from April with only production personnel and R&D researchers at the workplace. These past few months have shown that we can be just as effective and do not need to travel for physical meetings to the same extent that was previously thought to be necessary.”

Pär Hedman, Sales and Marketing Manager for IRO AB, however, believes such advances can only go so far at the moment.

“Video conferences have taken a big leap forward, especially in development projects, and this method of communication is here to stay, but it will never completely replace personal meetings,” he says. “And textile fabrics need to be touched, examined and accepted by the senses, which is impossible to do via digital media today. The coming haptic internet, however, may well even change that too.”

Social distancing

The many garment factories now equipped with Eton Systems UPS work stations – designed to save considerable costs through automation – have meanwhile benefited from the unintentional social distancing they automatically provide compared to factories with conventional banks of sewing machines.

“These companies have been able to continue operating throughout the pandemic due to the spaced nature of our automated plant configurations,” says Eton Systems Business Development Manager Roger Ryrlén. “The UPS system has been established for some time, but planned spacing has proved an accidental plus for our customers – with improved productivity.”

“Innovations from TMAS member companies have been coming thick and fast recently due to their advanced know-how in automation concepts,” Premler-Andersson concludes.  “If anything, the restrictions imposed by the Covid-19 pandemic have only accelerated these initiatives by obliging our members to take new approaches.”

NCTO Statement on Administration’s 90-Day Tariff Deferral

The National Council of Textile Organizations (NCTO), representing the full spectrum of U.S. textiles from fiber through finished products, issued a statement from NCTO President and CEO Kim Glas today, voicing concern over the administration’s executive order instituting a non-reciprocal 90-day deferral on certain tariffs.
The temporary postponement of duties does not apply to products with antidumping or countervailing duties or those products subject to penalty duties under Section 232, 201 and 301.

“At a time when domestic textile producers and its workforce have mobilized to transform their production lines to manufacture the personal protective equipment (PPE) supplies for frontline healthcare and medical workers fighting the COVID-19 pandemic, the administration’s decision to defer duties for 90 days on the vast majority of products imported into the United States is counterproductive.
This move contradicts the administration’s top stated priority of rebuilding American manufacturing and buying American and could have severe negative implications for the entire U.S. textile industry, whose companies and workforce already are facing enormous economic hardship.
We support the need to temporarily eliminate barriers to the entry of emergency medical supplies and certain PPE inputs tied directly to the COVID-19 response. But make no mistake, the key drivers behind efforts to defer tariffs have nothing to do with facilitating access to PPE products or stopping the spread of COVID-19.
Our industry is being asked to do extraordinary things.  We are heeding that call, but we need help to ensure the supply chains we are creating overnight don’t evaporate tomorrow.  We need strong procurement policies and additional funding for our industries to ramp up and retool – not further measures that incentivize offshore production. We need to maximize the U.S. domestic production chain right now to every extent possible in helping fight COVID-19 and make the products American frontline workers desperately need.  

We need to provide immediate and substantial relief to our manufacturing sector and their workforce who are suffering enormously right now. It’s critical that we have a long-term U.S. government plan to ensure that we aren’t relying on offshore producers to make medically necessary, live-saving PPE.  We shouldn’t be providing handouts to reward the very companies that helped offshore these industries so many years ago.

Tariffs are one of the few mechanisms in place to help partially address the challenges U.S. manufacturers face in competing with imports from countries with exceptionally low wages, poor working conditions, and minimal environmental and safety standards.”, states the NCTO.

 U.S. Sen. Sherrod Brown (D-OH) hosted a news conference call to discuss his plan for addressing the shortage of personal protective equipment (PPE) needed by healthcare workers on the frontline of keeping Americans healthy and safe during the coronavirus pandemic.

This weekend, Brown wrote to President Trump outlining several steps the Administration should take immediately to address the shortage and ramp up manufacturing of these critical medical supplies.

Brown Wrote to President Outlining Critical Steps White House can Take Now to Address Shortage of Personal Protective Equipment

 U.S. Sen. Sherrod Brown (D-OH) hosted a news conference call to discuss his plan for addressing the shortage of personal protective equipment (PPE) needed by healthcare workers on the frontline of keeping Americans healthy and safe during the coronavirus pandemic.

This weekend, Brown wrote to President Trump outlining several steps the Administration should take immediately to address the shortage and ramp up manufacturing of these critical medical supplies.

In his plan and in his letter to the President, Brown lists nine steps the Administration could take immediately, including:

  1. Designate a government official who can serve as a point person responsible for coordination the acquisition and development of PPE, medical devices, and other supplies necessary to fight the coronavirus pandemic. 
  2. Establish a PPE and medical device assessment and database to monitor the supply and anticipated needs for PPE, ventilators, diagnostic test kits, and other needed medical supplies to respond to the coronavirus pandemic. 
  3. Publish a list of PPE, medical device, and general medical supply needs to respond to the coronavirus pandemic. 
  4. Establish a hotline capable of handling significant call capacity that will provide U.S. producers centralized information about the results of the national assessment and the current need for PPE, devices, and other health care supplies. 
  5. Provide immediate funding to manufacturers to purchase equipment, retool machinery, hire additional workers, and cover any other expenses needed to increase production of PPE and necessary medical devices and supplies.
  6. Streamline contract and certification procedures to ensure production and delivery of materials are not delayed due to paperwork constraints.
  7. Provide critical protections for workers who are making PPE, medical devices, and necessary supplies to receive a waiver from any shelter-in-place requirements to allow workers to volunteer to go to work in these critical industries. 
  8. Provide purchase guarantees and delivery assistance of product to the communities and health care facilities that need the products most. 
  9. Support companies that have the capacity to sterilize reusable equipment to alleviate the existing PPE shortage. 

In his plan, Brown also pointed out important legislative actions that will help ramp up production of these critical supplies, including expanding the strategic national stockpile authority, substantially increasing Defense Production Act funding and strengthening domestic preferences.
