NCTO: Buy American Policy for Personal Protective Equipment

National Council of Textile Organizations (NCTO) President and CEO Kim Glas issued a statement, urging the government to institute Buy American policy changes to help bolster U.S. manufacturers producing personal protective equipment (PPE) for frontline workers battling the COVID-19 pandemic.

“If the government is sincere about reconstituting a U.S. production chain for medical personal protective equipment (PPE) to resolve the drastic shortages we are experiencing during the current pandemic, it is going to have to make key policy changes to help incentivize domestic production. A strong Buy American mandate for these vital healthcare materials needs to be instituted for all federal agencies, coupled with other reasonable production incentives, to help ensure a strong U.S.  manufacturing base for these essential products.

A strong Buy American mandate for these vital healthcare materials needs to be instituted for all federal agencies, coupled with other reasonable production incentives, to help ensure a strong U.S.  manufacturing base for these essential products.

Our government already has an existing example of such a mandate that serves as an excellent model. The U.S. Department of Defense operates under a fiber-to-finished product Buy American rule for military textiles. This rule ensures that the vital textile materials our U.S. warfighters depend upon, come from a secure domestic production chain that cannot be severed during a military emergency by offshore entities.

There is a bipartisan call for action as members of Congress on both sides of the aisle have begun to acknowledge the need for these types of reasonable and essential policy changes.

Anything short of fully instituting domestic purchase requirements through Executive Order and other legislative initiatives will ensure that PPE production through U.S. supply chains that have been created overnight don’t evaporate as soon as this crisis is over.  

In the midst of the crisis, our failure to confront this challenge will allow for a repeat of the sins of the past that allowed sourcing agents to offshore the entire production of medical PPE in search of lucrative profits. While chasing the lowest cost import may have seemed cost effective at the time, these past few months have demonstrated that we paid a deadly price through this approach by jeopardizing the very lives of frontline medical personnel that are fighting the pandemic.   

This is a national security issue. It’s also a vital healthcare issue and it is decision time for U.S. policymakers. If our country is to be prepared for future deadly pandemics such as the one it is now facing, reasonable policy changes need to be implemented to ensure that we strengthen our domestic supply chain to address America’s security, safety and healthcare requirements.”

2020 “mtex+” cancelled because of the corona crisis

  • The “Newcomer Award” will still be presented at the 8th Convention & Fair for Hightech Textiles

The 8th mtex+ Convention & Fair for Hightech Textiles, which was scheduled to be held on 9-10 June 2020, will not take place because of the corona crisis. “We’ve made this decision following in-depth consultations with the members of the advisory board who are working in the textile sector; they were also opposed to moving the date to the autumn because of the unforeseeable consequences arising from the crisis,” says  André Rehn, Head of Sales for Trade Fairs & Congresses at the organiser, C³ GmbH, Chemnitz.

The 8th mtex+ Convention & Fair for Hightech Textiles, which was scheduled to be held on 9-10 June 2020, will not take place because of the corona crisis. “We’ve made this decision following in-depth consultations with the members of the advisory board who are working in the textile sector; they were also opposed to moving the date to the autumn because of the unforeseeable consequences arising from the crisis,” says  André Rehn, Head of Sales for Trade Fairs & Congresses at the organiser, C³ GmbH, Chemnitz.

“Cancelling the event is a particularly severe blow for us, as the “mtex+” was supposed to be held with a modernised concept and a very attractive programme at our new Carlowitz Congresscenter at the heart of Chemnitz for the first time. The considerable economic loss associated with this is naturally painful for us too. However, we will be presenting our “mtex+” “Newcomer Award” to the prize-winners at the next possible, suitable opportunity. 15 students and graduates from all over Germany have taken part in the young people’s competition with creative ideas for recycling, upcycling and downcycling textiles. We’re also now considering special events, which could operate using our well-known “mtex+” brand in future. Sustainability in the textile value-added chain as well as health and protective textiles made by the domestic market are obvious, forward-looking topics in this field.”

NCTO Responds to China Commission’s Report on Forced Labor in China to Produce Global Products

National Council of Textile Organizations (NCTO) President and CEO Kim Glas issued the following statement today in response to the Congressional-Executive Commission on China’s staff report on the forced labor of Uyghurs and other minorities in China to produce consumer products for global companies.

We share the concerns of the bipartisan China commission regarding forced labor in China that is used to produce goods for global companies. We agree with the findings and the commission’s recommendations to the administration and Congress to take action against the systemic abuse of forced labor.

As the commission’s report details, Chinese apparel exporters have clearly profited from the virtual enslavement of this minority population, and we call for continued scrutiny and the end to this exploitation of a repressed people. The commission has served a fair warning to U.S. businesses and consumers to not be complicit in these forced labor practices.

NCTO Welcomes Senate Passage of USMCA

The National Council of Textile Organizations (NCTO) lauded Senate passage today of the U.S.-Mexico-Canada Agreement (USMCA).

“We are pleased the Senate voted swiftly to approve USMCA--a trade deal that we expect to significantly bolster textile exports to Mexico and the Western Hemisphere,” said NCTO President and CEO Kim Glas.

Mexico and Canada are the two largest export markets for the U.S. textile and apparel industry, totaling nearly $11.5 billion for the year ending Nov. 30, 2019, according to government data.

“USMCA is a win for the textile industry,” Glas said. “The improvements it makes to the North American Free Trade Agreement (NAFTA) will only serve to generate more business for domestic producers and create more jobs and investment in the U.S.”
NCTO worked with the administration during negotiations on USMCA and secured several provisions in the trade deal including stronger rules of origin for certain textile inputs and increased U.S. customs enforcement.

U.S. textile executives are ramping up to take advantage of the modifications in USMCA and some plan to build new business or expand existing business in areas such as pocketing, sewing thread and narrow elastics.

“Our member companies, making some of the most advanced textiles in the world, have long supported USMCA and are eagerly awaiting implementation of the trade deal,” Glas added. “We urge quick implementation of USMCA and thank the administration and Congress for their hard work to get the deal across the finish line.”

The USMCA updates and modifies the NAFTA and makes significant improvements, including:

  • Creation of a separate chapter for textiles and apparel rules of origin with strong customs enforcement language.
  • Stronger rules of origin for sewing thread, pocketing, narrow elastics and certain coated fabrics.  Under the current NAFTA, these items can be sourced from outside the region – USMCA modernizes this loophole and ensures these secondary components are originating to the region.
  • Fixes the Kissell Amendment Buy American loophole, ensuring that a significant amount the Department of Homeland Security spends annually on clothing and textiles for the Transportation Security Administration is spent on domestically produced products.

“Passage of the USMCA in the House today will mark a significant step forward in advancing the trade deal through Congress and we urge the Senate to pass it swiftly,” said NCTO President and CEO Kim Glas. “Mexico and Canada are the two largest export markets for the U.S. textile industry, totaling nearly $12 billion last year, and several provisions in USMCA will help producers expand and build new business in the critical Western Hemisphere supply chain.”

NCTO worked with the administration during negotiations on USMCA and successfully lobbied for several provisions and improvements that were subsequently incorporated in the trade deal that will close loopholes and strengthen U.S. Customs enforcement.

Textile Executives Stress Importance of USMCA

U.S. textile executives participated in a roundtable today with Representative Tom Rice (SC-07), a key member of the House Ways & Means Trade Subcommittee, at which they discussed the competitiveness of the domestic industry, outlined priority issues in Washington and explored ways to jointly push for passage of the U.S.-Mexico-Canada Agreement (USMCA).

Congressman Rice, a leader on trade and competitiveness issues that heavily impact the domestic textile industry, participated in an executive roundtable hosted by Milliken & Company at its headquarters in Spartanburg, S.C.

"Milliken is honored to host Congressman Rice today to talk about innovation, competitiveness and the importance of passing USMCA,” Jeff Price, EVP of Milliken Operations stated.  “USMCA makes several key updates to NAFTA that will enable our trilateral trade to become stronger, which benefits this key industry in South Carolina. We greatly appreciate the Congressman being here today and appreciate his leadership.”

The “mtex+” is raising its profile and is moving to an attractive setting. The 8th edition of the international exhibition entitled “Fair & Convention for Hightech Textiles” will be held in the new Carlowitz Congresscenter at the heart of Chemnitz for the first time on 9 and 10 June 2020.

“The “mtex+” is a trade event that experts from various sectors greatly appreciate on account of its emphasis on dialogue and in-depth contacts – and because everything is on the spot. The modern, exciting ambiance at the new venue facilitates our desire to create the best possible atmosphere for cooperation in a trusting environment,” Dr Ralf Schulze, Managing Director of C3 GmbH, the organising company, explains. “In its future form, the “mtex+” will act as a source of ideas and inspiration for developers and manufacturers as well as for users of all kinds of high-tech textiles, specifically including composites, to a greater degree than in the past. Textile composite materials are becoming increasingly important for many processors. That’s the reason why we’re transferring the textile themes of the LiMA lightweight design exhibition, which has been held alongside the “mtex+” in the past, into our new trade fair format. The North-Eastern German Textile and Clothing Industry Association (vti) believes that this concept exactly matches the needs of its target audience. “Chemnitz is located at the heart of the Central German industrial and research region, which is developing with great dynamism,” says vti Managing Director, Dr.-Ing. Jenz Otto. “Any firm that presents its products and services here will find itself in a very interesting market. Located not far from the border with the Czech Republic and Poland, the “mtex+” will also act as a dialogue forum for potential cooperation partners across sector and international boundaries, both for these and other Eastern European countries.”
 
The “mtex+” will continue to be held in Central Germany’s industrial city of Chemnitz every two years in future too. 159 exhibitors from seven different countries (in conjunction with the LiMA lightweight design exhibition) attended the 7th edition in the spring of 2018. 22 percent of the approx. 1,000 trade visitors came from abroad.

PERLON® - The Filament Company celebrates the opening of its new factory in China

  • The opening of Perlon’s new site in Haining City, Zhejang Province was celebrated in a festive style on 29th November 2018.

Around 140 invited guests experienced the splendid opening ceremony for the newly constructed site in the urban development zone, with a traditional, cultural programme, subsequent exhibition and gala dinner in the nearby LANGHAM PLACE hotel. The significance of this new site for the Perlon Group was emphasised and the support of the Haining region was applauded, in the official speeches by Serafin co-founder Philipp Haindl, Perlon CEO, Florian Kisling, CEO of Perlon in China, Xiaotao Xia, as well as, the director of Haining City People’s Congress, Mr YAO Minzhong. After the obligatory cutting of the ribbon for the official opening, the first spool of PMC Filament was presented to Mr Haindl to symbolically mark the start of a new filament production line.

The vision to have a presence in China and to create sufficient production capacity to fulfil the customers need for quality filaments made by Perlon® has been smoothly delivered by Perlon Group, the Serafin group company. After less than 2 years in the planning and building phase, the new build project and line relocation from the previous plant in Haining will be concluded by the end of the year. With sufficient space for further production lines, the Groups requirement for a long-term commitment in China has been created. Alongside filaments for paper machine clothing (PMC), the plan is to manufacture products there for applications in the other Perlon® main markets in the next few years.

Lectra: Evolution of fashion professions at heart of Lectra’s 8th education congress

Lectra brings together partnership schools and industry experts to discuss how changing professions
in fashion are impacting training programs

Lectra, the world leader in integrated technology solutions dedicated to industries using fabrics, leather,
technical textiles and composite materials, recently welcomed partners from the world of
education to the company’s Bordeaux-Cestas campus for its eighth education congress. The
event was dedicated to the mega trends shaping the fashion industry and impacting
professions from design to production.

Over fifty representatives from among the most important fashion schools in Germany, Canada, China,
USA, France, Hong Kong, Italy, The Netherlands, Poland, United Kingdom, Switzerland and Sweden, participated
in this biannual meeting between industry experts and teaching professionals.

event was dedicated to the mega trends shaping the fashion industry and impacting
professions from design to production.

USA, France, Hong Kong, Italy, The Netherlands, Poland, United Kingdom, Switzerland and Sweden, participated
in this biannual meeting between industry experts and teaching professionals.

Fashion professions are evolving as companies make their first steps towards Industry 4.0, adopting 3D
and rationalizing the lifecycle management for their collections thanks to PLM. Lectra’s congress enabled
schools to discuss the developing role of designers and patternmakers, and the new elements to be
integrated into training programs.

Lectra illustrated future changes through presentations on design, patternmaking, 3D prototyping, and PLM.
“It is fundamental to bring innovation experts in the industry together with fashion schools, because
students will drive the evolution of this industry,” stated Pascal Denizart, Managing Director of the Centre
européen des textiles innovants (CETI).

Working with schools to design courses which meet the needs of fashion companies has always been at
the heart of Lectra’s education program. During the event, the company presented collaborative
experiences between partner schools and fashion brands, such as the competitions organised by Lectra
with Missoni, Balenciaga, and Armani in Italy, as well as Peacebird in China and JC Penney in the United
States.

In the United Kingdom, Lectra collaborated with COS (H&M group) and the Arts University Bournemouth
(AUB) for a competition centred on the design of a collection with zero waste.
“The process was totally digital, from design to the creation of a virtual prototype in 3D. Our students learnt
to optimize each stage of the process. By leveraging the use of Kaledo®, Modaris® and Diamino®, the
collaborative work between AUB, COS and Lectra is exactly the type of project that enormously motivates
our students. Live briefs developed with leading fashion brands and Lectra offer excellent opportunities
which directly inform industry currency and student employability,” explained Penny Norman, a lecturer at
AUB.

The event also shone the spotlight on China and its major role in the evolution of the fashion industry.
Li Min, Vice-Dean of the fashion and design faculty at Donghua university in Shanghai spoke of the event,
organized by Lectra, which brought together major Chinese companies, experts, and representatives from
the biggest schools in China.

“Exchanges on the impact of the Made in China 2025 plan on the fashion industry can better prepare
students for tomorrow’s professions, where digital and automation will occupy a far more central position
than today,” testified Li Min.

"The fashion industry is evolving so fast that sharing insights and best practices with experts and other
fashion schools has become vital to ensure we offer the best learning experience and technology tools to
our students", said Dr. Trevor J. Little, Professor of Textile and Apparel, Technology and Management in
the College of Textiles at NC State University.

“Lectra’s eighth education congress confirms the company’s commitment to our partner schools. We
shared our analysis of the market, the digitalization of the eco-system, and how Industry 4.0 principles can
be applied to the fashion industry. We also discussed mass customization and the role of PLM. While these
are key subjects for our customers, many schools are only now approaching them. We are preparing
tomorrow, today: Lectra is supporting our customers, and schools to play an essential role,” concludes
