U.S. Textile Industry thanks Trump administration for closing de minimis loophole for Chinese imports

The National Council of Textile Organizations (NCTO), representing the full spectrum of U.S. textiles from fiber, yarn and fabrics to finished sewn products, issued the following statements from NCTO President and CEO Kim Glas and several U.S. textile executives in support of President Trump’s order closing de minimis for China, effective May 2.

“We are grateful to President Trump and his administration for closing the destructive de minimis loophole that has allowed unsafe and illegal Chinese goods—including goods made with forced labor—to flood the U.S. market duty-free and largely unchecked for years.

“This loophole, largely exploited by Chinese e-commerce giants and others to skirt U.S. tariffs, regulations and laws, has contributed to the closure of 28 textile mills in the past 22 months.

“The U.S. textile industry is a critical and strategic sector, supplying more than 8,000 products to the U.S. military, as well as industrial and commercial markets, while supporting local communities across country, and employing 471,000 workers nationwide.

“We urge the administration and Congress to move swiftly to end de minimis for commercial shipments from all countries to prevent circumvention and to make sure Made in China products cannot enter the United States through third countries. The U.S. textile industry stands ready to assist the administration as it continues its work to end the de minimis exemption and implement this critical provision.”

Despite these contributions, the current de minimis threshold has created an unfair advantage for foreign competitors, particularly China, by allowing them to bypass duties and flood the market with underpriced goods — at the direct expense of American jobs.

On behalf of the U.S. textile industry and our 471,000 American workers, we appreciate the Trump administration’s efforts to advance an America First Trade Policy to reshore high-quality industrial jobs by addressing unfair trade practices that have harmed U.S. manufacturers and workers for decades. As you may know, our industry publicly endorsed President Trump’s America First Reciprocal Trade Plan and the White House included our endorsement in its April 3 press release highlighting statements of support for the president’s initiative.

We are writing to request a meeting at your convenience with our top industry leaders. We noted your comments today during the press conference that “President Trump is interested in the jobs of the future, not the jobs of the past. We don't need to necessarily have a booming textile industry where I grew up again, but we do want to have precision manufacturing and bring that back.” Our industry saw your remarks and were disheartened to hear this sentiment, especially since this industry has been noted by President Trump himself on a number of occasions as critical and strategic. The U.S. textile industry was proud to make lifesaving PPE during the first Trump Administration in response to COVID. The U.S. proudly makes over 8,000 different products to the U.S. military alone to ensure we do not have to rely on foreign adversaries to make essential products. This is a strategically important, relevant, and key industry – which is why we were pleased the White House amplified the industry again in its press release on reciprocal tariffs.´

Today we write to underscore the importance of our industry and the jobs it offers to thousands of workers, sustaining communities across the United States. The U.S. textile industry provides much-needed employment in rural areas and has functioned as a springboard for workers out of poverty into good-paying jobs for generations, including in your home state of South Carolina. Last year, the multifaceted U.S. textile supply chain directly employed 471,000 workers and produced shipments of man-made fiber, yarns, fabrics, apparel and non-apparel sewn products valued at $64 billion.

The United States exported $28 billion worth of textile-related goods to global markets in 2024, making it the second largest exporter of textile and apparel products in the world. Most U.S. textile exports go to Canada, Mexico, or other Western Hemisphere countries with which the United States has a free trade agreement for finishing and return to the U.S. as apparel. This vibrant production supply chain with our closest trading partners competes directly against imports from China and other countries in Asia that often deploy unfair, predatory trade practices, such as subsidized production, dumped exports, intellectual property theft, undervalued currency, abhorrent labor abuses, and unsustainable environmental practices.

Our industry proudly remains a world leader in textile innovation with unparalleled breadth and scope of manufacturing capabilities. Over the past 10 years, the U.S. textile industry made $22.3 billion in capital investments in pursuit of the latest innovations related to sustainability and production. This focus on innovation enables the industry to create tens of thousands of products including apparel, industrial textiles, and home furnishings.

With the right policies, the Trump administration can encourage the U.S. textile industry to reinvest in America, preserve and grow our existing workforce, and spur greater production and sales of American-made textiles now and in the future.

EDANA and INDA: Call for Global Collaboration on Trade Policies Affecting the Nonwovens Industry

EDANA, the global association and voice representing the nonwovens and related industries, and INDA, the Association of the Nonwoven Fabrics Industry, jointly express their concerns regarding escalating trade tensions.

Both associations recognize the potential for countermeasures and reciprocal tariffs to negatively impact the nonwovens industry globally. The nonwovens industry is a global sector, with many companies having significant operations worldwide, including in Europe and the United States. It is crucial to avoid a harmful cycle of retaliatory tariffs that could have a net negative effect on economies worldwide.

Both EDANA and INDA urge policymakers to prioritize negotiations and seek mutually beneficial resolutions. “While we understand the need to address unfair trade practices, we urge regions to prioritize negotiations and seek mutually beneficial resolutions,” stated Murat Dogru, General Manager at EDANA. “Escalating tariffs create uncertainty and can disrupt supply chains, ultimately harming industries and consumers.”

EURATEX Director General Dirk Vantyghem warned against this tariff escalation: "This decision is like going back in time; it will lead to a loose-loose relationship within the global textile industry. EURATEX stands for free but fair trade, based on common rules which are respected by all; the EU and the US should lead by example, and promote high quality and sustainable textile products.”

INDA: “Permanently Exclude USMCA Products from Canada, Mexico Tariffs”

INDA, the Association of the Nonwoven Fabrics Industry issued the following statement on executive orders imposing significant tariffs on products from Canada and Mexico:

Last month, President Trump instituted significant tariffs on products from Canada and Mexico. While products that fall under the United States-Mexico-Canada Agreement (USMCA) have been excluded from these new tariffs to date, it has been reported that these exclusions may end in early April.

The nonwovens industry contributes to nearly $100 billion in economic output through sales to end users in North America. According to the National Association of Manufacturers, thanks to the USMCA: “one-third of critical U.S. manufacturing inputs now come from Canada or Mexico, rather than from competitors that often engage in unfair trade practices.”

EDANA, the leading global association representing the nonwovens and related industries, acknowledges the European Commission’s potential decision to implement countermeasures in response to the recently imposed US tariffs on EU steel, aluminium, and certain derived products. As the voice of over 250 companies in the nonwovens supply chain, we are closely monitoring the implications of these measures and their potential impact on our members.

Nonwovens are innovative, high-tech, engineered fabrics made from fibres. They are used in a wide range of consumer and industrial products either in combination with other materials or alone. They provide essential materials for hygiene products, medical applications, filtration, construction, and automotive industries. They are critical in ensuring public health, safety, and industrial efficiency, with applications ranging from surgical masks and wound dressings to baby diapers, disinfectant wipes, and high-performance insulation.

While we welcome the intention to safeguard the interests of EU industries affected by the US tariffs, EDANA joins those already raising significant concerns about the potential unintended consequences of these countermeasures on our sector.

The EU’s relationship with the US is of critical importance, and we believe the primary focus should be on negotiations to reach a mutually beneficial resolution. It is essential to avoid escalating trade tensions that could result in long-term harm to industries on both sides of the Atlantic.

Negative effect on key raw materials
A particular area of concern is the potential effect of these countermeasures on critical raw materials, such as fluff pulp. Fluff pulp, or pulp-based fibres, are a natural raw material used in the absorbent core of absorbent hygiene products, this is due to their high absorbency rate. Baby nappies, menstrual products, and incontinence products all rely on fluff pulp to absorb and retain human fluids. In 2024, the US provided more than 80% of the fluff pulp imported into the European Union.

This is just one example of the broader impact these countermeasures could have on the industry. These measures could lead to increased production costs, higher finished product prices, supply chain disruptions, and a competitive disadvantage for European nonwoven manufacturers in global markets.

Conclusion
It is important to highlight that these proposed measures risk being unfair, as they will disproportionately impact the more vulnerable members of our society, including the elderly, hospitalised individuals, young families with children, and women. Any regulatory changes should carefully consider their social implications to avoid exacerbating inequalities.

Considering these concerns, EDANA urges the European Commission to carefully assess the economic impact on downstream industries, ensuring that countermeasures do not disproportionately impact sectors dependent on essential imported raw materials. We welcome the opportunity to contribute to the ongoing consultation process and strongly advocate for a balanced approach that safeguards European industry while maintaining fair and open trade relations with the US.

The European Commission has the opportunity to prevent a harmful cycle of retaliatory tariffs that could have a net negative effect on both economies.

“We sincerely thank President Trump for pausing the 25 percent penalty tariffs on qualifying imports from Mexico and Canada under the USMCA trade deal for one month, while all parties continue to negotiate a deal to address his administration’s concerns over illegal immigration and fentanyl trafficking. We urge an expeditious resolution for all the parties to ensure the vitality of the U.S. textile industry.

“We sincerely thank President Trump for pausing the 25 percent penalty tariffs on qualifying imports from Mexico and Canada under the USMCA trade deal for one month, while all parties continue to negotiate a deal to address his administration’s concerns over illegal immigration and fentanyl trafficking. We urge an expeditious resolution for all the parties to ensure the vitality of the U.S. textile industry.

“Under USMCA, the U.S. textile and apparel industry has formed a vital coproduction chain with Mexico and Canada that supports 1.6 million workers and generates $20 billion in two-way trade. It is by far the largest export region for American textile producers, representing $12.5 billion in combined U.S. exports – 53 percent of our total annual exports. U.S. textile inputs routinely come back as finished products to the United States under the trade agreement.

“As such, imposing tariffs on imported goods that comply with the USMCA would only serve to harm a key U.S. manufacturing sector that contributes significantly to the U.S. economy and workforce. It would also adversely impact two key trading partners and a North American coproduction chain that competes directly with China and Asia. In addition, it would further undermine the U.S. industry’s ability to make critical products for the U.S. military if this critical production chain were harmed.

“We appreciate President Trump’s delay in these tariffs and urge a more measured approach as well as a negotiated solution that at the very least exempts qualifying USMCA goods from penalty tariffs and closes the de minimis loophole once and for all.

“We look forward to working with President Trump and his administration on his trade agenda aimed at bringing jobs back to the U.S. and will continue to provide input on a plan to build a stronger, more vibrant domestic supply chain.”

The National Council of Textile Organizations (NCTO), representing the full spectrum of U.S. textiles from fiber to finished sewn products, issued the following statement today from President and CEO Kim Glas regarding the Trump administration’s notices imposing 25 percent tariffs on imports from Mexico and Canada and additional 10 percent tariffs on China.


Statement by NCTO President and CEO Kim Glas:

“The newly imposed tariffs on imports from Mexico and Canada threaten a crucial textile and apparel coproduction chain with our two valued trade partners—one that sustains nearly 500,000 American jobs and a total of 1.6 million jobs across North America.  Destabilizing this production chain coupled with the de minimis loophole will only exacerbate migration and the fentanyl crisis.  We appreciate that President Trump has drawn much needed attention to these significant problems, but we believe there is another way that achieves critical objectives that grow U.S. jobs, stabilizes the Western Hemisphere, and closes dangerous tariff loopholes that are hurting us all.  We want to work with the President to find solutions that work to meet all these objectives.

“The U.S. textile industry ships $12.3 billion, or 53 percent, of its total global textile exports to Mexico and Canada and those component materials often come back as finished products to the United States under the United States-Mexico-Canada Agreement (USMCA). This coproduction chain under USMCA represents $20 billion in two-way trade and spurs U.S. investment in the region as well as at home.

“Equally as important, it serves as an alternative and counterweight to the China-led, Asia- based production platform that competes based on illegal tactics, such as the used of forced labor, subsidies and counterfeits, and has largely come to dominate global trade.

“For these reasons, we are extremely concerned that the imposition of penalty tariffs on imports from our critical USMCA partners will only serve to benefit China and other Asian countries and harm the U.S. textile industry, which has lost 27 plants in the past 20 months.

“Separately, we welcome President Trump’s plan to impose an additional10 percent penalty tariff on imports from China, bringing the total of new tariffs on China to 20 percent this year. In fact, we encourage even higher penalty tariffs on China and recommend that these penalty duties be specifically targeted to finished apparel and textile imports.

“In addition, we are calling on President Trump to close the de minimis loophole to all commercial shipments from China, Mexico and Canada, and more importantly from all countries. This loophole facilitates 4 million shipments a day to the United States that often hide illegal and unethically made products, unsafe goods and illicit fentanyl and other narcotics to our doorsteps.

“Raising tariffs on countries without closing this destructive loophole will only serve to drive more shipments to the duty-free de minimis loophole. Incentivizing greater use of de minimis will further harm U.S. manufacturers and exacerbate the fentanyl crisis, because this loophole will continue to provide a workaround for importers of consumer products and drug cartels alike who are seeking to avoid punitive trade enforcement.”

“We look forward to continuing to work with the Trump administration on these important trade policies that have widespread implications for the U.S. textile industry and those of our free trade partners. This is a pivotal moment for the domestic textile industry, and we believe the right policies will preserve and bolster this vital manufacturing base and spur more job creation and investment.”

Textile Associations Call on President Trump to Stop Expected Penalty Tariffs on Canada, Mexico Imports

The National Council of Textile Organizations (NCTO), National Chamber of the Textile Industry (CANAINTEX), and Canadian Textile Industry Association (CTIA) issued a joint statement urging President Donald Trump to reach a deal with Mexico and Canada to avoid imposing 25 percent tariffs on imports from these countries and to close the de minimis loophole immediately.

“All three of our countries are partners in a vital textile and apparel coproduction chain that generates $20 billion in two-way trade and helps support over 1.6 million jobs under the United States-Mexico-Canada Agreement (USMCA) — a trade deal that was negotiated during President Trump’s first term in office,” the associations said.

The U.S. textile industry ships $12.3 billion, or 53 percent, of its total global textile exports to Mexico and Canada. Those inputs come back as finished products to the United States under the USMCA.

Canada exports approximately $1.8 billion in textiles and apparel to the United States and Mexico, with the United States being the destination for 64 percent of its total global textile export, including high-quality flame-resistant materials and medical equipment including PPE.

“While we fully support President Trump’s efforts to stem illegal migration and to address the fentanyl crisis as quickly as possible, we urge the administration to refrain from imposing penalty tariffs on imports from USMCA partners. We are focused on ensuring a normalized trading relationship between our countries,” said NCTO President and CEO Kim Glas. “Imposing penalty tariffs on imports from critical U.S. free trade agreement (FTA) partners will only serve to benefit China and other Asian countries that don’t play by the rules and to harm the U.S. textile industry and manufacturers in our Western Hemisphere supply chains.”

“As part of any deal with Mexico, Canada—and China—we also call on the Trump administration to end the de minimis tariff exemption immediately for imports from all countries. This loophole in U.S. trade law, which allows imports valued at $800 or less to enter the United States duty-free hurts our textile and apparel industries, rewards countries like China, and helps facilitate the flow of illegal and toxic products, such as fentanyl and fentanyl precursors into the U.S. market,” Glas added.

“Despite steps taken by our countries to prevent the importation of goods that are undervalued, made with forced labor or transshipped, we have seen firsthand how the Asian market has gained an unfair advantage through predatory trade practices, displacing companies and workers in our industries and undermining our critical coproduction chain,” said Rafael Zaga Saba President of CANAINTEX.

“Canada is seeking to preserve our strong coproduction chain with Mexico and the United States which spurs investment, trade and employment in our three countries,” said Jeff Ayoub, Chairman of the Board of CTIA. “These additional tariffs would harm our industries and workers, and we urge President Trump stop these expected tariffs from being imposed.”

“We look forward to working closely with the Trump administration and continuing to educate officials about the adverse impact of penalty tariffs on imports from Western Hemisphere countries and de minimis on our industries and workers, while highlighting the critical nature of our strong coproduction chain, which contributes to our overall investment, job growth, and economic stability,” the associations jointly added.

NCTO is a Washington, DC-based trade association that represents domestic textile manufacturers.

National Council of Textile Organizations (NCTO) President and CEO Kim Glas issued a statement commending U.S. Customs and Border Protection’s (CBP) notice of proposed rulemaking aimed at curtailing de minimis shipments that are harming the U.S. manufacturing base and U.S. consumers.

CBP states that the number of shipments over the past 10 years entering the United States claiming the de minimis administrative exemption has increased by more than 600%--from approximately 139 million a year in Fiscal Year 2015, to over one billion a year in FY 2023. During FY 2024, de minimis shipments rose once again to over 1.36 billion, according to CBP. The agency notes that the exponential increase ‘has created challenges for CBP’s effective enforcement of U.S. trade laws, health and safety requirements, intellectual property rights, and consumer protection rules.’     

“We have long called on the administration to use its existing authorities to mitigate the damage to our industry created by de minimis, which has functioned as a massive tariff loophole for low-cost, subsidized, and unethical Chinese imports and undermined the competitiveness of the U.S. textile industry—a key contributor to the workforce and the U.S. economy.

“The U.S. textile industry, a strategic supplier of goods to the U.S. military and PPE, is experiencing severe demand destruction fueled by 4 million de minimis shipments a day flooding our market with cheap, often illegal imports because of this outdated trade provision that rewards Chinese e-commerce platforms, importers and tariff cheaters with an open door to the U.S. market.

“The administration’s decision to initiate the rulemaking process in its final days is a significant and meaningful action for our domestic industry and that of other manufacturing sectors. We urge CBP to expedite the rulemaking process to the fullest extent possible and appreciate the agency’s strong engagement with our industry.

“Further, we strongly urge the incoming Trump administration to not only endorse this proposed rulemaking but to expeditiously implement a comprehensive solution to the growing de minimis problem beyond the action announced today. Noting the magnitude of the problem, and the inability of CBP to effectively enforce our trade laws with the flood of de minimis packages coming in daily, we are calling on President-elect Donald Trump to take immediate steps to end de minimis by executive order. We are also pressing Congress to work together with the new administration on a permanent and comprehensive solution to immediately close this disastrous loophole once and for all.

“We are strongly committed to working with CBP on the rulemaking process as well as the Trump administration and both sides of the aisle in Congress to get this done immediately to help provide relief to this most impacted industry and others. “

USA: Limited Trade Actions on Fine-Denier Polyester Staple Fiber

Last week, the White House announced that President Joe Biden would not implement a tariff rate quota on imports of fine-denier polyester staple fiber (PSF) in response to a section 201 safeguard case filed by U.S.-based fiber producers.

The President announced an import quota only on imports of fine-denier PSF under the temporary importation under bond (TIB) program, which is predominately used in woven textiles and apparel and is not expected to impact nonwovens.

President Biden opted not to implement a tariff rate quote or other measures that were recommended by the U.S. International Trade Commission citing that other industries, including nonwoven manufacturers, would be negatively impacted by such actions, President Biden’s proclamation stated that:

Furthermore, I have determined not to impose a tariff-rate quota on imports of fine denier PSF in the interest of balancing the competing interests of domestic fine denier PSF manufacturers and the impact of the safeguard remedy on downstream United States producers, including manufacturers of textiles, defense products, and consumer products, that rely on fine denier PSF.”

This decision comes after several U.S.-based nonwovens producers commented to the White House Trade Policy Staff Committee and the USITC that the nonwovens industry would be harmed by actions that would raise the costs of fine-denier PSF. INDA submitted comments outlining the concerns of many nonwovens producers. Government affairs director Wes Fisher testified before the Trade Policy Staff Committee at the Office of the U.S. Trade Representative hearing on September 30th.

“The CAFTA-DR [Dominican Republic-Central America Free Trade Agreement] region has seen more than $1 billion in new textile and apparel investment this year, for example, which is historic and due to the textile and apparel rules negotiated under the agreement and sourcing shifts from China,” they added. “This investment and growing U.S. imports from the Western Hemisphere is attributable in part to the 301 tariffs on finished apparel.  The tariffs on finished items in our sector are broadly supported by textile/apparel producers in the hemispheric co-production chain, and it is essential that they remain in place, absent China reforming its practices.”

The submission was filed by the National Council of Textile Organizations (NCTO) and the U.S. Industrial and Narrow Fabrics Institute (USINFI), a division of the Advanced Textiles Association (AFA).

The groups have long advocated for a fair, transparent process to remove tariffs on textile machinery, certain chemicals and dyes and limited textile inputs that cannot be sourced domestically to help U.S. manufacturers compete against China.

They also stressed that lifting the tariffs on finished textiles and apparel products from China “will solidify their global dominance in this sector for generations to come and reward their abusive behaviors, exacerbate the migration crisis, hurt domestic manufacturers and workers, undermine our ability to recalibrate essential PPE supply chains, and blunt the positive supply chains shifts and investments in the Western Hemisphere that are happening.” They added it would “do nothing to solve the inflation crisis facing U.S. consumers and manufacturers right now.”

While some advocates for lifting the tariffs point to concerns about inflation, Glas said, “canceling these penalty duties would do little to ease Americans’ inflationary pains.” She also noted that “apparel prices out of China continue to hit rock bottom even with the Section 301 tariffs in place. As detailed in an economic study recently released by Werner International, U.S. import prices for apparel from China have dropped 25 percent since 2019 and 50 percent since 2011.”

Glas also warned that lifting the tariffs would have “a substantial negative ripple effect” on U.S. free-trade agreements, including undermining those with Western Hemisphere partners that have established shorter coproduction supply chains and serve other U.S. and regional interests.

The Section 301 tariffs were first imposed in 2018 in response to China’s persistent violations of intellectual property rules. By law, they are now under review.

“For decades, China’s illegal actions have undermined virtually every domestic manufacturing sector and contributed to the direct loss of millions of U.S. jobs. These devastating state-sponsored practices include intellectual property theft as well as pervasive state-ownership of manufacturing, industrial subsidies, and abhorrent labor and human rights abuses in the Xinjiang region,” they noted. “Cancelling these tariffs would create further unhealthy dependence on Chinese supply chains and embolden future systematic trade abuses as bad actors know that the U.S. will not hold them accountable.”

The tariffs were imposed on China beginning in 2018 in response to China’s continuing IP and related trade violations. China has since failed to comply with an agreement it reached with the United States in 2020.

EURATEX is reaching out to the Ukrainian Textile industry

EURATEX has launched its EU-Ukraine Textile Initiative (EUTI), which aims at facilitating cooperation between European and Ukrainian textile and apparel companies. EUTI offers a single contact point for Ukrainian companies who seek support and cooperation with EU counterparts, and vice versa. That connection will be helpful to match supply and demand (e.g. there are many requests for supplies of fabrics), engage in public procurement, offer company-to-company support.

The service will be coordinated by EURATEX in close cooperation with UKRLEGPROM, Ukrainian Association of enterprises of textile & leather industry. Olena Garkusha, an experienced manager coming from the Ukrainian textile industry and now based in Brussels, will act as contact point.

EU exports to Ukraine reached €1.3 bln in 2021 (13th market), whereas imports from Ukraine reached €500 mln (21st place). There is potential to expand that relationship, both in the short term - to respond to urgent needs, e.g. in military and medical fabrics - but also in the longer run; as partner in the PEM Convention, Ukraine can play an important role in Europe’s textile and apparel supply chain. The proposed suspension of tariffs on imported products from Ukraine by the EU will offer further opportunities.

EURATEX Director General Dirk Vantyghem commented: “Supporting the textile industry is our way to help the people of Ukraine. We encourage our European members to connect via EUTI and develop sustainable partnerships.”

Tetyana Izovit, President-Chief of the Board of UKRLEGPROM welcomed the initiative: “Today, we have many textile and  apparel  companies in Ukraine with expertise and skilled workers; they are able and willing to work with EU, but lack the contacts, customers and supplies. EUTI will help them.”

National Council of Textile Organizations (NCTO) President and CEO Kim Glas sent a letter to Acting Director of the Office of Management and Budget (OMB) Robert Fairweather, requesting the agency reconsider and approve a proposal to direct U.S. Customs and Border Protection (CBP) to collect Section 301 penalty duties on billions of dollars of Chinese goods currently shipped duty free under Section 321 de minimis waivers.

“There has been an exponential growth of shipments to the United States in recent years that qualify for Section 321 duty-free treatment,” Glas said in the letter. “U.S. manufacturers of textiles, apparel and other consumer goods that routinely sell for less than the $800 de minimis threshold increasingly find their markets and workforce threatened by this tariff avoidance scheme.”

The letter details how the current Section 321 provision is now being coupled with e-commerce to provide billions in duty avoidance on these imported products, including:

  • An inability to properly identify and block imports of counterfeit products that violate intellectual property laws.
  • Enhanced ability of countries like China to access the U.S. market, despite their failure to provide reciprocal access to their markets and their persistent illegal and unfair trading practices.

“Imported merchandise from China that enters under a Section 321 waiver is exempt from all normal tariffs and any penalty duties assessed under the current 301 case. This unreasonable and unnecessary duty exemption severely undermines the purpose and value of the existing Section 301 determination against China as an effort to address its longstanding predatory trade practices,” Glas stated.

“The Biden administration should undertake an exhaustive review of this problem to develop the policy changes needed to mitigate the damaging impact of Section 321 waivers on U.S. workers and manufacturers,” Glas added. “In the interim, it is critical that the OMB and CBP take reasonable steps, such as denying Section 321 benefits to goods covered under the existing China 301 determination [tariffs]. Doing so would be a valuable first step toward limiting the dangerous and growing exploitation of this tariff waiver mechanism.”

NCTO Statement on Administration’s 90-Day Tariff Deferral

The National Council of Textile Organizations (NCTO), representing the full spectrum of U.S. textiles from fiber through finished products, issued a statement from NCTO President and CEO Kim Glas today, voicing concern over the administration’s executive order instituting a non-reciprocal 90-day deferral on certain tariffs.
The temporary postponement of duties does not apply to products with antidumping or countervailing duties or those products subject to penalty duties under Section 232, 201 and 301.

The National Council of Textile Organizations (NCTO), representing the full spectrum of U.S. textiles from fiber through finished products, issued a statement from NCTO President and CEO Kim Glas today, voicing concern over the administration’s executive order instituting a non-reciprocal 90-day deferral on certain tariffs.

“At a time when domestic textile producers and its workforce have mobilized to transform their production lines to manufacture the personal protective equipment (PPE) supplies for frontline healthcare and medical workers fighting the COVID-19 pandemic, the administration’s decision to defer duties for 90 days on the vast majority of products imported into the United States is counterproductive.
This move contradicts the administration’s top stated priority of rebuilding American manufacturing and buying American and could have severe negative implications for the entire U.S. textile industry, whose companies and workforce already are facing enormous economic hardship.
We support the need to temporarily eliminate barriers to the entry of emergency medical supplies and certain PPE inputs tied directly to the COVID-19 response. But make no mistake, the key drivers behind efforts to defer tariffs have nothing to do with facilitating access to PPE products or stopping the spread of COVID-19.
Our industry is being asked to do extraordinary things.  We are heeding that call, but we need help to ensure the supply chains we are creating overnight don’t evaporate tomorrow.  We need strong procurement policies and additional funding for our industries to ramp up and retool – not further measures that incentivize offshore production. We need to maximize the U.S. domestic production chain right now to every extent possible in helping fight COVID-19 and make the products American frontline workers desperately need.  

We need to provide immediate and substantial relief to our manufacturing sector and their workforce who are suffering enormously right now. It’s critical that we have a long-term U.S. government plan to ensure that we aren’t relying on offshore producers to make medically necessary, live-saving PPE.  We shouldn’t be providing handouts to reward the very companies that helped offshore these industries so many years ago.

Tariffs are one of the few mechanisms in place to help partially address the challenges U.S. manufacturers face in competing with imports from countries with exceptionally low wages, poor working conditions, and minimal environmental and safety standards.”, states the NCTO.

The National Council of Textile Organizations (NCTO), representing the full spectrum U.S. textiles from fiber through finished sewn products, issued a statement today welcoming the Trump administration’s proposals on an economic stimulus package to gird the economy against the impact of the coronavirus outbreak. But the organization urged officials to reject any attempts by importers to remove China 301 tariffs on finished products as part of any relief package.

“The president has outlined the need for a broad economic stimulus package that would include various tax incentives to help impacted industries and workers. We support the administration’s efforts to bolster the economy as a response to the coronavirus outbreak, while opposing add-ons to any stimulus package designed to exploit the crisis,” said NCTO President and CEO Kim Glas.

As part of a Phase One deal with China, the administration reduced duties on finished apparel and textile products implemented on Sept.1 from 15 percent to 7.5 percent.

Finished apparel, home furnishings and other made-up textile goods equate to 93.5 percent of U.S. imports from China in the sector; while fiber, yarn, and fabric imports from China only represent 6.5 percent, according to government data.

NCTO Statement on Signing of Phase One Deal on 301 Tariffs

The National Council of Textile Organizations (NCTO) released the following statement on the Phase One Deal on 301 tariffs signed today by the U.S. and China.

“While we are still studying the details of the deal signed today, we applaud the administration for finally pressing China for a more rational and equal trade relationship,” said NCTO President and CEO Kim Glas. “Our industry has been severely damaged by China’s predatory practices over the past 30 years and we are anxious to see a new era of sound trade principles and balanced trade.

At the same time, we question the last-in, first-out approach to the tariff reductions.  In our sector, this means that the penalty 301 tariffs on finished apparel and sewn products--the areas where tariffs have the most potential to effect reforms in China while bolstering the Western Hemisphere supply chain-- are cut in half while U.S. manufacturers continue to face full tariffs on certain inputs and equipment not available domestically.”
