ECHA seeks input on proposed PFAS restriction

The European Chemicals Agency invites interested parties to send in scientific and technical information on the manufacture, placing on the market and use of per- and polyfluoroalkyl substances (PFAS) by 25 September 2023.

The six-month consultation on the restriction proposal, prepared by the Danish, German, Dutch, Norwegian and Swedish authorities, opens on 22 March 2023 and closes on 25 September 2023 (23:59 Helsinki time).

The consultation is to give anyone with information on PFAS the opportunity to have their say. Of particular interest is information relevant to the risks, socio-economic aspects and alternative substances.

ECHA’s scientific committees for Risk Assessment (RAC) and for Socio-Economic Analysis (SEAC) will use the consultation input to evaluate the proposed restriction and form an opinion on it.

The five national authorities submitted the universal proposal to restrict PFAS to ECHA on 13 January. The European Commission, together with the EU Member States, will eventually decide on the potential restriction based on the proposal and the committees’ opinion.

GOTS Version 7.0 released

The Global Organic Textile Standard is pleased to announce the release of GOTS Version 7.0, which features an expanded scope of environmental and social criteria while maintaining a standard that is practicable for industrial production and appropriate for a wide range of products. During the regular year-long revision process, international stakeholders with expertise in organic production, textile processing, textile chemistry, human rights and social criteria, as well as representatives from industry, NGOs and civil society organisations, contributed to the new Version 7.0 through multiple consultation rounds. Final decisions were made by the multistakeholder GOTS Standard Revision Committee.

GOTS Version 7.0 provides a comprehensive solution for companies who want to produce organic textiles ensuring compliance with environmental and human rights due diligence along the entire supply chain, from field to finished product. With full traceability from origin to destination, GOTS certification provides an efficient means of verifying genuine sustainability efforts. GOTS 7.0 introduces new requirements to conduct risk-based due diligence of Certified Entities’ own operations and their supply chains based on the UN Guiding Principles for Business and Human Rights and the OECD guidelines. The Social Criteria section was substantially revised to include a broader human rights-focused approach. GOTS 7.0 now allows recycled organic fibres as additional materials. Key requirements, such as certified organic fibre content, a general ban on toxic and harmful chemicals such as PFAS, conventional cotton and virgin polyester restrictions, and social compliance management, are maintained in GOTS Version 7.0.

Some of the changes in Version 7.0 include:

  • GOTS and the Manual for the Implementation of GOTS were restructured, and sections were grouped to reflect the standard’s scope.
  • New due diligence criteria ensures that Certified Entities address their actual and potential negative impacts on human rights and the environment.
  • GOTS Environmental Criteria, Product Stewardship, and Environmental Health and Safety (EHS) requirements will also apply to the subcontractors of chemical formulators.
  • Criteria for the incoming organic material have been made stricter.
  • Quinoline is included among the prohibited substances and some existing restrictions have been made tighter such as of “aniline, free”, residue limit is decreased to 20 mg/kg from 100 mk/kg.
  • GOTS 7.0 reduces the permissible quantity of recycled synthetic (polymer) fibres in its certified products, taking into account the disadvantages associated with recycled synthetics, such as microplastics and poor quality.
  • In the pursuit of circularity, GOTS will allow use of recycled GOTS Goods waste as an additional fibre in its certified products.
  • GOTS Human Rights and Social Criteria will now require Certified Entities to respect internationally recognised human rights protocols, including the International Bill of Human Rights and other international human rights treaties.
  • Criteria concerning Discrimination, Violence and Harassment were revised to make them more comprehensive and include the International Labour Organisation (ILO) Violence and Harassment Convention (C190).
  • Certified Entities are now required to develop a plan to cover the living wage gap.
  • GOTS Occupational Health and Safety criteria were revised to consider best international practices and recommendations from the ILO.

New online tool maps PFAS hotspots in businesses ahead of EU ban

The EU's plans to ban PFAS (per- and polyfluoroalkyl substances) chemicals will have an immense impact on companies globally. Perhaps even more than expected, as many manufacturers are unaware that they may have PFAS chemicals in their product line. A new online tool, launched today by NGO ChemSec, will help to solve this problem.

Just a couple of weeks after the big PFAS restriction proposal in the EU was published, ChemSec launches the PFAS Guide, which helps companies investigate the use of persistent chemicals within their businesses. The main feature of the PFAS Guide is the searchable database uncovering different PFAS uses and functions. The online tool also provides guidance on different aspects of the phase-out process from regulation and investigation all the way to testing and supply chain communication.

PFAS are a source of growing concern
It has been estimated that 95 percent of all manufactured goods rely on some form of industrial chemical process. A large share of the chemicals used in these processes have been linked to adverse impacts on human health and the environment. PFAS are a clear example of this problem. PFAS have been manufactured and used in products such as make-up, non-stick pans, water- and greaseproof textiles, food-packaging materials, and firefighting foam since the 1950s and are still used in a wide variety of products around the world today.

But they are also substances of growing concern due to their problematic properties. Per- and polyfluorinated alkyl substances (PFAS) are a group of several thousand man-made chemicals that accumulate in the environment and cause health impacts for generations. They are, for example, linked to cancer, lung disease, diabetes, reproductive abnormalities and learning difficulties. Since PFAS do not degrade, these “forever chemicals” are now so widespread that is safe to say that every single human being on the planet have detectable levels of these toxic chemicals in their blood.

A couple of weeks ago, a big proposal to restrict PFAS in the EU was published. The five EU Member States behind the proposal submitted a broad restriction proposal that clearly shows the need for the industry to put all resources into phasing out all PFAS substances.

Archroma closing acquisition of Huntsman Textile Effects on 28 February 2023

Archroma, a manufacturer of sustainable specialty chemicals and solutions for industries such as textiles, packaging & paper, paints and coatings, announced that it has secured all regulatory approvals required to complete the acquisition of the Textile Effects business from Huntsman Corporation (“Huntsman Textile Effects”).

Both parties expect the transaction, which was first announced on 09 August 2022, to close on 28 February 2023.

Archroma is a portfolio company of US-based private investment firm SK Capital Partners. Since its formation in 2013, Archroma acquired and successfully integrated the global textile chemicals businesses of BASF as well as BASF’s stilbene-based OBA business for paper applications, and M. Dohmen, a specialist in coloration for automotive textiles.

Three of the new members have strong, proven expertise in various industries covering fashion, retail and energy, as well as business development and senior executive management in high-growth markets and sectors around the world.  The new scientific expertise will also help enhance and advance Carbios’ research into biological solutions for the life cycle of plastics and textiles.  In addition, a sensitivity to CSR issues and proven results in this field was also a key selection factor to join the Board.  The new members’ combined strategic vision, solid industry experience and CSR commitments will support Carbios in its industrial and commercial plans.
 
Prof. Karine AUCLAIR is Professor of Chemistry at McGill University and holds the Tier 1 Canada Research Chair in Antimicrobials and Green Enzymes.  She has received numerous awards over the years, including the Clara Benson Award of the Canadian Society of Chemistry, the McGill Tomlinson Professorship, the Leo Yaffe Teaching Award, and the McGill Fessenden Professorship, to name a few. She is an internationally recognized bioorganic chemist with significant scientific contributions to the fields of antimicrobial resistance, biocatalysis and enzymology. Her research led to several patents notably in the clean enzymatic depolymerization of untreated, high crystallinity PET plastics for closed-loop recycling.  Her work has been published in nearly 100 peer-reviewed publications in high-impact journals, and often highlighted by the media.  As a recognized leader in her field, she is often invited to speak at industrial and academic conferences around the world, and to review theses and grant applications for worldwide institutions.
 
Sandrine CONSEILLER is former Chief Executive Officer of Aigle (the emblematic French brand committed to sustainable fashion).  Prior to joining Aigle, Sandrine was Group Marketing & Branding Executive Vice-President at Lacoste (another historic French fashion brand) from 2011 to 2015.  She contributed to the Lacoste maison turnaround with strong growth and numerous professional awards including several Cannes Lions Awards.  She was also Member of the Executive Board.  Sandrine began her career at Unilever and spent 20 years leading global businesses within various divisions, mainly in Personal Care, in Latin America, Europe, and Asia.  Sandrine is also Member of the Board of Phildar (the iconic French knitwear brand), Member of the Board of Raise Sherpa (the first philantropic endowment fund dedicated to start-ups) and is a funding partner of NEO FOUNDERS (a venture fund mentoring impact start-ups).
 
Amandine DE SOUZA is General Manager of LE BHV MARAIS (French retail, decoration and fashion department stores), Eataly (an Italian gastronomy concept franchise) and Home, DIY and Leisure Purchasing at Galeries Lafayette Group since 2018.  She has been a Member of its Executive Committee since 2020.  Amandine has 17 years’ experience in different types of companies of various sizes: from family business, to start-up,  and multinational.  She was General Manager for France at Westwing (an e-commerce start-up) from 2015 to 2018.  From 2009 to 2015, she was International Merchandise Director at Casino Group (food and non-food retail distribution).  Prior to this, she worked as a strategic consultant at Bain & Company within their Distribution and Consumer Goods Division in France and internationally.
 
Mateus SCHREINER GARCEZ LOPES is Global Director for Energy Transition and Investments at Raizen (global leader in bioenergy from Brazil), leading technology, new business development and intellectual property at the company.  He was previously Global Manager for Innovation and Business Development in Renewable Chemicals at Braskem (the largest producer of thermoplastic resins in the Americas and the world’s largest producer of biopolymers).  Before his transition to the corporate world, Mateus held several researcher and lecturer positions on Synthetic Biology and metabolic Engineering at Universities in Mexico, Germany, United States and Brazil.  He is also a Board Member of Iogen Energy Corporation, Vice-Chairman of the Board of the Brazilian Association of Bio Innovation, and Advisory Committee Member from the MIT Energy Initiative.

ECHA publishes PFAS restriction proposal

The details of the proposed restriction of around 10 000 per- and polyfluoroalkyl substances (PFASs) are now available on ECHA’s website. ECHA’s scientific committees will now start evaluating the proposal in terms of the risks to people and the environment, and the impacts on society.

The proposal was prepared by authorities in Denmark, Germany, the Netherlands, Norway and Sweden and submitted to ECHA on 13 January 2023. It aims to reduce PFAS emissions into the environment and make products and processes safer for people.

All PFASs in the scope of the proposal are very persistent in the environment. If their releases are not minimised, people, plants and animals will be increasingly exposed, and without a restriction, such levels will be reached that have negative effects on people’s health and the environment. The authorities estimate that around 4.4 million tonnes of PFASs would end up in the environment over the next 30 years unless action is taken.

Peter van der Zandt, ECHA’s Director for Risk Assessment said: “This landmark proposal by the five authorities supports the ambitions of the EU’s Chemicals Strategy and the Zero Pollution action plan. Now, our scientific committees will start their evaluation and opinion forming. While the evaluation of such a broad proposal with thousands of substances, and many uses, will be challenging, we are ready.”

Next steps
ECHA’s scientific committees for Risk Assessment (RAC) and for Socio-Economic Analysis (SEAC) will check that the proposal meets the legal requirements of REACH in their meetings in March 2023. If it does, the committees will begin their scientific evaluation of the proposal. A six-month consultation is planned to start on 22 March 2023.

RAC will form an opinion on whether the proposed restriction is appropriate in reducing the risks to people’s health and the environment, while SEAC’s opinion will be on the socio-economic impacts, i.e. benefits and costs to society, associated with the proposal. Both committees form their opinions based on the information in the restriction proposal and the comments received during consultations. The committees also consider advice from the Enforcement Forum on the enforceability of the proposed restriction. Once the opinions are adopted, they will be sent to the European Commission who, together with the EU Member States, will then decide on the potential restriction.

An online information session will be organised on 5 April 2023 to explain the restriction process and to help those interested in participating in the consultation.

Cinte Techtextil China 2023 set for September

With China easing its pandemic restrictions, foreign exhibitors and buyers can look forward to quarantine-free travel when participating at this year’s industry showcase in Shanghai. The technical textile and nonwovens fair is scheduled to take place from 19 – 21 September 2023 at the Shanghai New International Expo Centre, amid positive market forecasts for both sectors. The organisers are anticipating a strong showing and the conclusion of an inconsistent period for in-person textile business.

The technical textile and nonwovens fair is scheduled to take place from 19 – 21 September 2023 at the Shanghai New International Expo Centre, amid positive market forecasts for both sectors. The organisers are anticipating a strong showing and the conclusion of an inconsistent period for in-person textile business.

The global technical textile and nonwovens markets are both set to perform strongly over the next few years. According to Grand View Research, the technical textile market is forecast to expand at a CAGR of 4.7% from 2022 to 2030[1]. The nonwoven fabrics market is anticipated to display an even stronger CAGR of 5.6% during the same period[2], with Asia-Pacific to maintain its position as the biggest regional market.

As one of Asia’s leading trade fairs for the abovementioned sectors, Cinte Techtextil China is the preferred platform for multiple industry players. Speaking at the previous edition in 2021, Mr Seven Shen, Sales Manager at Libero Trading (Shanghai) Co Ltd, China, said: “We have been exhibiting at this fair for years, and know we will meet our target customers at every edition. The buyers here are all highly specialised.”

Globally, around 300 billion period products are discarded every year, resulting in millions of tons of non-biodegradable waste. Since most conventional sanitary pads contain up to 90 % plastics, they do not biodegrade for around 600 years. Sparkle has designed sustainable, plastic-free, biodegradable and compostable Sparkle sanitary pads. From product to packaging, they are made up of around 90 % cellulose-based materials with top sheet, absorbent core, release paper, wrapping paper and packaging made of cellulose-based fibres. Whether Sparkle pads end up in a compost pit, are incinerated or end up in a landfill, they are a more sustainable alternative compared to conventional pads that contain large amounts of plastics, complex petro-chemical based ingredients and artificial fragrances. NCTO and USINFI tell Biden Administration Penalty Tariffs counteract China’s Unfair Trade Advantage

The Biden administration’s Section 301 penalty tariffs on finished textiles and apparel counteract China’s unfair trade advantages and give U.S. manufactures a chance to compete, two key American textile manufacturing groups told the Biden administration. Removing tariffs, the associations said, would reward China, put U.S. manufacturers at a competitive disadvantage and do nothing to reduce inflation.

In a formal submission to the U.S. Trade Representative’s (USTR) office, which is conducting a four-year statutory review of the tariffs, the associations, representing the entirety of the U.S. textile production chain, expressed strong support for the continuation of current Section 301 penalty tariffs on finished textiles and apparel imports from China and outlined the effectiveness of U.S. tariff actions.

“The CAFTA-DR [Dominican Republic-Central America Free Trade Agreement] region has seen more than $1 billion in new textile and apparel investment this year, for example, which is historic and due to the textile and apparel rules negotiated under the agreement and sourcing shifts from China,” they added. “This investment and growing U.S. imports from the Western Hemisphere is attributable in part to the 301 tariffs on finished apparel.  The tariffs on finished items in our sector are broadly supported by textile/apparel producers in the hemispheric co-production chain, and it is essential that they remain in place, absent China reforming its practices.”

The submission was filed by the National Council of Textile Organizations (NCTO) and the U.S. Industrial and Narrow Fabrics Institute (USINFI), a division of the Advanced Textiles Association (AFA).

The groups have long advocated for a fair, transparent process to remove tariffs on textile machinery, certain chemicals and dyes and limited textile inputs that cannot be sourced domestically to help U.S. manufacturers compete against China.

They also stressed that lifting the tariffs on finished textiles and apparel products from China “will solidify their global dominance in this sector for generations to come and reward their abusive behaviors, exacerbate the migration crisis, hurt domestic manufacturers and workers, undermine our ability to recalibrate essential PPE supply chains, and blunt the positive supply chains shifts and investments in the Western Hemisphere that are happening.” They added it would “do nothing to solve the inflation crisis facing U.S. consumers and manufacturers right now.”

Effective March 1st, Ib Jensen takes over from Jan Secher as Chief Executive Officer of Perstorp Group, a specialty chemicals company headquartered in Malmö, Sweden and since 2022 part of PETRONAS Chemicals Group Berhad (PCG).

Ib Jensen is a highly respected senior industry executive with a long career as CFO and extensive experience from M&A and integration of acquired companies, something that will be required in the next phase for Perstorp.

After more than 9 successful years as the CEO of Perstorp Group, Jan Secher has decided to step down. This decision is based on a personal direction set more than a year ago, prior to the acquisition by PCG, allowing for a full search process to be conducted for his replacement. Ib Jensen has been CFO of Perstorp for the past year and was considered the most qualified candidate based on his knowledge of the company, long term experience of the specialty chemicals industry and high level of appreciation in both Perstorp as well as in PCG. Previous experience include CFO and executive roles within Finance and IT at companies such as Arxada, Lonza, Syngenta, Danisco and LEGO.

Devan launches new allergen control technology at Heimtextil

Belgian textile innovator Devan Chemicals will launch Purissimo® NTL, a biobased and readily biodegradable allergen control technology, at the upcoming Heimtextil trade show in Frankfurt (January 10-13, 2023). It is based on probiotic encapsulation technology and can be applied to textiles during the finishing stage of the textile manufacturing process. Purissimo® NTL cleans up pet dander, pollen and house dust mite allergens in textiles throughout the home.

Purissimo® NTL is based on Devan’s already well-established probiotics, incorporated into a new microcapsule shell. The shell is based on a natural crosslinked biobased polymer, which results in microcapsules that are up to 97% biobased and readily biodegradable (OECD 301B).

Firstly, dormant probiotic bacteria (spores) are encapsulated. The microcapsule product is then integrated into textiles. Friction opens the capsules and releases the spores. The spores absorb humidity, self-activate and start to multiply. The probiotic bacteria start to consume the allergens that cause allergic reactions and asthma. Due to lower allergen concentration, individuals with respiratory allergies such as house dust mite matter, pet allergens and pollen allergens will have milder to no symptoms and hence a better well-being feeling.

Purissimo® NTL can be used on a wide range of textiles such as mattresses, pillows, bedcovers, blankets but also upholstered furniture, carpets, curtains and public transportation and pet items, such as bedding. It is Oeko-tex® compliant, has a long-lasting effect and a wash durability up to 30 washes is achievable.

Ben Noteboom to be nominated as AkzoNobel Supervisory Board member

AkzoNobel has announced that Ben Noteboom will be nominated as a member of the Supervisory Board at the Annual General Meeting being held in April 2023. The Supervisory Board intends to subsequently elect him as Chair, succeeding Nils Andersen, who will retire as Chair and member of the Supervisory Board at the same time.

Noteboom is Chairman of Vopak’s Supervisory Board and a member of the Supervisory Board of Aegon. He also chairs the Board of Trustees of the Cancer Center Amsterdam. His former roles include CEO and Chairman of the Board of Management at Randstad, while he held different management positions at Dow Chemicals for nearly nine years.

Indorama Ventures listed in the Dow Jones Sustainability Indices

Indorama Ventures Public Company Limited (IVL) has been included as a member of the Dow Jones Sustainability World Index (DJSI World) for the fourth consecutive year, with a 96 percentile, and the Dow Jones Sustainability Emerging Markets Index (DJSI Emerging Markets) for the sixth successive year, with a 99 percentile. In 2022, S&P Global invited over 11,000 companies to participate in the Corporate Sustainability Assessment (CSA). Companies with outstanding results were then considered eligible for any DJSI. This year, there were 86 chemical companies that led the field in terms of sustainability and were eligible for the DJSI World, which tracks the performance of the top 10% of the 2,500 largest companies, and 34 chemical companies eligible for the DJSI Emerging Markets, which tracks the performance of the top 10% of the 800 largest Emerging Markets companies. ANDRITZ recycling line for agricultural plastic waste nets

RecyOuest, France, has successfully started up the world's first recycling line for agricultural plastic waste nets at its mill in Argentan. The innovative recycling line featuring a unique dry-cleaning system was delivered, installed and commissioned by the international technology group ANDRITZ in August 2022.

RecyOuest, based in Argentan, France, is a green economy company that handles the recycling contaminated filamentary thermoplastics such as round bale nets and twines. With its recycling process, RecyOuest is part of a circular economy approach.

The ANDRITZ recycling line can process up to 8,000 tons of waste and produce recycling fibers for nonwoven applications and also for pellets made of waste from agricultural single-use plastic nets and twines. These pellets are then returned to the plastics industry by mixing both recycled and virgin raw materials, thus reducing the amount of virgin plastic used.

TEXCOM has recently started up two new BRÜCKNER POWER-FRAME stenters for knitted fabric with eight compartments and lubrication-free vertical chain and direct gas heating. This is already the 5th BRÜCKNER line purchased by TEXCOM and the successful continuation of the cooperation with BRÜCKNER since 1979. The third member of this successful alliance is the commercial agency, MAPEKO, which has been active for BRÜCKNER for several decades and in the 3rd generation.

With 3 production plants, a commercial office and 6 sales stores distributed around the country, TEXCOM manufactures and distributes knitted fabrics for a highly demanded market, where sports, technical, fashion and workwear fabrics stand out. The company's own developments, such as Twintex, Polisap, Neodry, Sense, Texcom antibacterial, among other brands, are perfect for sports and leisure due to their technical attributes.
