VIATT 2024 as the response to Vietnam's developing textile sector

Vietnam is the subject of increasing investment across an array of industries, with its textile sector going from strength to strength in a short space of time. To give key players from across the textile spectrum an opportunity to make their presence felt in this market, the Vietnam International Trade Fair for Apparel, Textiles and Textile Technologies (VIATT) will make its debut from 28 February – 1 March 2024. Taking place at the Saigon Exhibition and Convention Center (SECC), the new fair will cover three main product sectors, namely apparel fabrics, yarns and fibres, and garments; home textiles; as well as technical textiles and nonwovens, textile processing, and printing technology.

Taking place at the Saigon Exhibition and Convention Center (SECC), the new fair will cover three main product sectors, namely apparel fabrics, yarns and fibres, and garments; home textiles; as well as technical textiles and nonwovens, textile processing, and printing technology.

In line with the industry’s anticipation, the country was identified as the ideal location for ASEAN’s new comprehensive textile platform for several key reasons. Vietnam’s pro-business policies, strategic geographical location, abundant labour force, and favourable trade agreements have contributed to its rise as a global textile manufacturing hub. Agreements such as the Regional Comprehensive Economic Partnership (RCEP); the Indo-Pacific Economic Framework for Prosperity (IPEF); and 15 free trade agreements (FTAs) covering over 60 countries and regions, will further enable participants from across the value chain to conduct cross-border business after connecting at next year’s show. In addition, several key travel initiatives that serve international players have been implemented, including the country’s APEC Business Travel Card programme[1], availability of e-visas to all nationalities, and visa-free travel for select countries[2].  

Exhibitors from multiple textile sub-sectors converge in February
In Vietnam’s home textile segment, rising urbanisation, emerging young consumers, and higher disposable incomes are interrelated factors driving growth[3]. Globally, three of the top trends include recycling; utilising green fibres; and the increasing use of technical fabrics for enhanced comfort and health. At the fair, confirmed home textiles exhibitors include Hanyang Eco Tex, Hohmann GmbH, Phuong Nam Feather, and SIGMA, set to showcase their most up-to-date products, covering bedding, upholstery fabrics, curtain, and sun protection.
 
Utilised for automobiles, civil aviation, construction, health care, and more, Vietnam's exports of technical textiles reached USD 676.6 million for the first nine months of 2022, up 17.1% compared to the same period in 2021[4]. This in turn bodes well for the country’s import prospects of quality machinery and equipment. Hoping to cater to domestic demand at VIATT 2024, international suppliers in this category include Julai, SIGMA, and Skwentex.

Meanwhile, apparel-related products make up the lion’s share of the country’s textile exports – according to Vietnam Textile & Apparel Association (VITAS), in 2022 these numbered USD 29.1 billion. From Ho Chi Minh to Hanoi, numerous international fashion brands have a manufacturing presence, including Adidas, H&M, Lacoste, Lululemon, Nike, The North Face, Uniqlo, and many more. At next year’s fair, exhibitors such as Avery Dennison, Lenzing, Stylem Takisada-Osaka, and Texwinca, will aim to draw the attention of apparel brands and a wide range of other domestic and international buyers.

The Vietnam International Trade Fair for Apparel, Textiles and Textile Technologies (VIATT) is organised by Messe Frankfurt (HK) Ltd and the Vietnam Trade Promotion Agency (VIETRADE), covering the entire textile industry value chain.

ZwissTex integrates Kornit Technology in Production

Germany-based ZwissTex is a leading manufacturer of textiles with over 150 years of experience, creating innovative and sustainable textile solutions for the automotive and apparel industries. The company also operates in Mexico, to specifically serve the automotive sector across North American Free Trade Agreement (NAFTA) markets. Via OEMs, ZwissTex supplies German automakers including Volkswagen Auto Group, BMW, and Mercedes, as well as American manufacturers in select cases.

Unlike other Kornit customers, ZwissTex had no previous experience printing their own materials, and saw Kornit’s sustainable, single-step, Presto MAX S production system as an effective means of increasing their product capabilities.

“Our textiles were not classically printed in the past, and we did not produce any classical textiles in fashion, which is why we didn’t have any printing experience internally,” said Ralph Moldan, Technical Specialist at ZwissTex, as the system was being installed in their facility. “The only option was to find a system that would enable us to implement the areas in which we are active on the market easily and quickly, without requiring a lot of printing experience.”

One benefit of integrating Kornit technology into the ZwissTex production ecosystem: applying ink only where it is needed and seen, rather than to the full surface of each material. This translates to both reducing the company’s carbon footprint, and minimizing materials waste for a more cost-effective operation.

Prior to making the decision to invest in Kornit, ZwissTex conducted a series of tests and consultations, evaluating possible applications for different materials and engaging with their own key clients to ensure these finished products would meet their rigorous quality and durability standards. This included presenting Kornit-decorated samples at the Techtextil 2022 exhibition in Frankfurt.

Moldan found Kornit’s production capabilities opened new doors to customization of interior areas, a market that continues to grow. He anticipates this technology will create new opportunities with customers they could not reach previously, including new opportunities in sectors such as motor homes, airlines, and aircraft outfitters.

With combined regional, global, and industry specific expertise, the Vietnam International Trade Fair for Apparel, Textiles and Textile Technologies (VIATT) will make its debut from 28 February – 1 March 2024. Following the signing of a memorandum of understanding (MOU) in late March, Messe Frankfurt (HK) Ltd and the Vietnam Trade Promotion Agency (VIETRADE) announced the new international fair for the entire textile value chain. The three-day platform will be staged at the Saigon Exhibition and Convention Center (SECC), Ho Chi Minh City.

Commenting on the new event, Ms Wendy Wen, Managing Director of Messe Frankfurt (HK) Ltd, said: “With Intertextile Apparel in Shanghai a prime example, our Texpertise Network provides the ideal global framework from which to launch this diverse, comprehensive platform for the integrated textile supply chain. VIATT itself will capture the essence of Texpertise in one platform – a diverse, one-stop sourcing event for buyers across all categories, from garments, fabrics, yarns and fibres, to textile machinery, technical textiles and nonwovens, and everything in between.”

Many international textile manufacturers have been expanding operations into Vietnam, augmenting an already strong domestic industry. According to the Vietnam Textile and Apparel Association (VITAS), the country’s textile and garment industry achieved staggering annual growth of 20 – 26% from 2018 – 2022. Participation in international trade agreements such as the Regional Comprehensive Economic Partnership (RCEP), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the EU–Vietnam Free Trade Agreement (EVFTA), and the Indo-Pacific Economic Framework for Prosperity (IPEF)[2], bodes well for future growth.

As one of the world’s biggest importers of textile machinery, and a consistent importer of fabrics, yarns and fibres, garment production is the cornerstone of Vietnam’s industry. The country utilises cotton and functional materials to produce casualwear, childrenswear, swimwear, workwear, and much more, with sportswear an especially fast-growing category, and high-utility garments expected to achieve high exports.

NCTO: Industry roundtable discussion with key textile executives

Dr. Laurie-Ann Agama, Acting Assistant U.S. Trade Representative (USTR) for Textiles, wrapped up a three-day visit of state-of-the art U.S. textile manufacturing facilities in North and South Carolina, highlighting the importance of trade policies that bolster the competitiveness of the vibrant domestic supply chain that contributes significantly to the U.S. economy and workforce.

Dr. Agama, who advises the nation’s top trade chief on textile and apparel trade policy matters and conducts and oversees negotiations affecting textiles and apparel products, was joined by USTR textile trade officials in touring seven textile manufacturers including: Glen Raven, Barnet, Standard Textile, Parkdale Mills, Beverly Knits, Gildan, and Unifi.

Her three-day tour culminated in an industry roundtable discussion with key textile executives hosted by Unifi, in Greensboro, N.C.

U.S. textile executives spanning the fiber, yarn, fabric, and finished product textile and apparel industries participated in the roundtable and outlined critical policies, such as: the importance of maintaining the yarn forward rule of origin in the Dominican Republic-Central America Free Trade Agreement (CAFTA-DR) and other trade agreements; advancing the Miscellaneous Tariff Bill (MTB) and its importance to domestic manufacturers; closing the de minimis loophole in U.S. trade law; addressing larger systemic trade issues, particularly the use of forced labor, with China; and upholding buy American and Berry Amendment government procurement policies.

“We deeply appreciate Assistant USTR Agama’s visit to the heart of the U.S. textile industry in North and South Carolina this week to meet with U.S. textile executives and experience first-hand the breadth of the industry’s innovation, advanced sustainability practices, capital investments and critical contributions to local economies and the U.S. economy as a whole,” said Kim Glas, president and CEO of NCTO. “The three-day visit by Dr. Agama and the USTR textile team included facility tours of several NCTO member companies, all of which have made major investments in state-of-the-art manufacturing facilities that are part of a broader domestic industry supply chain that produced $65.8 billion in output in 2022 and employed 538,000 workers.”

Glas continued: “We are also grateful for Dr. Agama’s participation in the industry roundtable hosted by Unifi and substantive discussions around policy opportunities and challenges. NCTO: US Vice President Kamala Harris announces investments for industry

The National Council of Textile Organizations (NCTO), representing the full spectrum of the U.S. textile industry from fibers through finished sewn products, welcomed Vice President Kamala Harris’ announcement of $585 million in new textile and apparel investments and sourcing commitments in Central America.

“Over the past year, well over $1 billion of new textile and apparel investments have been announced in Central America and the United States,” said NCTO President and CEO Kim Glas.  “The $585 million of investments and sourcing commitments announced today in the region will continue to build on the strong momentum of growth of nearshoring and onshoring these critical supply chains.”

The National Council of Textile Organizations (NCTO), representing the full spectrum of the U.S. textile industry from fibers through finished sewn products, welcomed Vice President Kamala Harris’ announcement of $585 million in new textile and apparel investments and sourcing commitments in Central America.

“Over the past year, well over $1 billion of new textile and apparel investments have been announced in Central America and the United States,” said NCTO President and CEO Kim Glas.  “The $585 million of investments and sourcing commitments announced today in the region will continue to build on the strong momentum of growth of nearshoring and onshoring these critical supply chains.”

“The investments and sourcing commitments announced today continue to build on the robust textile and apparel co-production chain between the U.S. and Central America,” said NCTO President and CEO Kim Glas. “We sincerely appreciate the administration’s commitment to this critical manufacturing sector that has contributed to the backbone of economic development in Central America and the United States. And we look forward to working with our retail and brand partners to continue to expand our vital manufacturing sector.”

Over the last year, substantial investments have been flowing into Central America, predicated on the Dominican Republic-Central America Free Trade Agreement (CAFTA-DR) and the co-production chain that facilitates $15.1 billion in two-way textile and apparel trade and supports more than one million workers in the U.S. and the region.

“We saw apparel imports largely containing U.S. textile inputs from the CAFTA-DR region jump 24 percent according to the latest government trade data and we have seen well over $1 billion in investments in the region,” Glas said.

Several NCTO members previously joined the Vice President last year to announce their investments and sourcing commitments, including Parkdale Mills, Unifi, and SanMar.

“These are just a few of the key investments in the region, which illustrates how this co-production chain is continuing to make sustainable investments that strengthen supply chain resilience, create job opportunities and investment in the U.S. and the region, and ensure transparency in our supply chains, as momentum grows for onshoring and nearshoring textile and apparel production,” Glas said. “That is a win-win for our industry and the region.”

NCTO and USINFI tell Biden Administration Penalty Tariffs counteract China’s Unfair Trade Advantage

The Biden administration’s Section 301 penalty tariffs on finished textiles and apparel counteract China’s unfair trade advantages and give U.S. manufactures a chance to compete, two key American textile manufacturing groups told the Biden administration. Removing tariffs, the associations said, would reward China, put U.S. manufacturers at a competitive disadvantage and do nothing to reduce inflation.

In a formal submission to the U.S. Trade Representative’s (USTR) office, which is conducting a four-year statutory review of the tariffs, the associations, representing the entirety of the U.S. textile production chain, expressed strong support for the continuation of current Section 301 penalty tariffs on finished textiles and apparel imports from China and outlined the effectiveness of U.S. tariff actions.

The Biden administration’s Section 301 penalty tariffs on finished textiles and apparel counteract China’s unfair trade advantages and give U.S. manufactures a chance to compete, two key American textile manufacturing groups told the Biden administration. “In some cases, such as on finished apparel, the tariffs have worked to partially offset and counteract China’s unfair trade advantages,” the groups said. “The tariffs on finished textile and apparel items are giving U.S. manufacturers the chance to compete, and we are seeing encouraging investment and growth in moving some production and souring from China back to the Western Hemisphere.”

“The CAFTA-DR [Dominican Republic-Central America Free Trade Agreement] region has seen more than $1 billion in new textile and apparel investment this year, for example, which is historic and due to the textile and apparel rules negotiated under the agreement and sourcing shifts from China,” they added. “This investment and growing U.S. imports from the Western Hemisphere is attributable in part to the 301 tariffs on finished apparel.  The tariffs on finished items in our sector are broadly supported by textile/apparel producers in the hemispheric co-production chain, and it is essential that they remain in place, absent China reforming its practices.”

The submission was filed by the National Council of Textile Organizations (NCTO) and the U.S. Industrial and Narrow Fabrics Institute (USINFI), a division of the Advanced Textiles Association (AFA).

The groups have long advocated for a fair, transparent process to remove tariffs on textile machinery, certain chemicals and dyes and limited textile inputs that cannot be sourced domestically to help U.S. manufacturers compete against China.

They also stressed that lifting the tariffs on finished textiles and apparel products from China “will solidify their global dominance in this sector for generations to come and reward their abusive behaviors, exacerbate the migration crisis, hurt domestic manufacturers and workers, undermine our ability to recalibrate essential PPE supply chains, and blunt the positive supply chains shifts and investments in the Western Hemisphere that are happening.” They added it would “do nothing to solve the inflation crisis facing U.S. consumers and manufacturers right now.”

Swiss Textile Machinery Association: Symposium in Indonesia

The time is right for Swiss textile machinery companies to grow their export business with Indonesia – one of the world’s top 10 textile producers. A free trade agreement between the two countries came into force in 2021, and market analyses show that there is scope for a significant increase in business in textile and textile machinery sectors.

This was the background to a successful symposium in the Indonesian capital Jakarta last month when Swiss Textile Machinery Association members presented their products and innovations to an invited audience of 200 delegates from Indonesian textile companies.

The symposium audience was welcomed by Philippe Strub, of the Swiss Embassy in Indonesia; Ignatius Warsito, from the Indonesia Ministry of Industry’s Chemical, Pharmaceutical and Textile Industry branch; Anne Patricia Sutanto, of the Indonesian Textile Association (API); and Ernesto Maurer, President of the Swiss Textile Machinery Association.

Swiss companies taking part were: Stäubli, Zeta Datatec, Loepfe, Saurer, Benninger, Rieter, Bräcker, Jakob Müller, Maag, Uster and SERV.

The presentations were followed by panel discussions with speakers, and there were also networking opportunities at the companies’ exhibition tables.

Also taking part in a panel at the event was Testex, the independent Swiss organisation which provides testing, certification, OEKO-TEX® and other labels for the textile industry. Discussion focused on the relevance of innovation in textile technology to sustainability and ‘saving the planet.’  

Recent years have seen an acceleration in trade relations between Switzerland and Indonesia, which in 2008 was classed as one of eight priority countries for economic development cooperation by SECO, the Swiss Secretariat for Economic Affairs, with a joint economic and trade commission established the following year.
Collaboration was heightened further in 2018 with a Comprehensive Economic Partnership Agreement (CEPA) for Indonesia with Switzerland and the other EFTA countries. This more extensive form of free trade agreement was accepted after a popular referendum, and ultimately came into force in November 2021.

Trading between the two countries is supported by SERV, the Swiss export risk insurance organisation. This insures export goods against political and commercial risks and facilitates credit.

Cornelia Buchwalder, Secretary General of the Swiss Textile Machinery Association, said the Indonesia Symposium was ideally-timed, right after the CEPA came into effect: “With the free trade agreement in place, there is even greater potential for the development of trade between our countries,” she said.

“Business in textile and textile machinery is actually below the relative market shares for the sectors, so this stronger cooperation is probably overdue. It was a successful symposium, with enthusiastic participation from Indonesian textile companies, so we are optimistic about future export prospects for Swiss textile machinery.”

NCTO: U.S. Educational Institutions partner with Honduran University to educate Students for Textile Jobs

North Carolina educational institutions are joining forces with an Honduran university to educate and train thousands of students for the next generation textile workforce to meet a rising tide of nearshoring and onshoring in Honduras, Central America and the United States.

The U.S. Department of State issued a statement of public support for the MOU and the unique collaboration between the U.S. and Honduran institutions.

North Carolina educational institutions are joining forces with an Honduran university to educate and train thousands of students for the next generation textile workforce to meet a rising tide of nearshoring and onshoring in Honduras, Central America and the United States.

The U.S. Department of State issued a statement of public support for the MOU and the unique collaboration between the U.S. and Honduran institutions.

The initiative will launch a series of educational workforce development programs, ranging from training and certificate programs to undergraduate and graduate degrees, in textile-related areas of study.
 
The partnership comes at a defining moment for the U.S., Honduras and Central America, which are seeing historical levels of investment in textile and apparel production stemming from a global supply chain crisis that has driven a significant shift in sourcing out of Asia to the U.S. and the region. Nearly $1 billion of historic textile and apparel investment is anticipated in the U.S. and Central America this year alone. And this partnership also creates an educational pathway to economic opportunity in Honduras and the region that not only creates a skilled and resilient workforce but can also help to address the root causes of irregular migration.

Current growth projections indicate a need for more than 10,000 new skilled workers in the textile industry in Honduras alone over the next five years.

The U.S. and this region are inextricably linked through a textile and apparel co-production chain under the U.S.-Central America-Dominican Republic Free Trade Agreement (CAFTA-DR) that has generated $12.6 billion in annual two-way trade in the sector and supports 1 million workers in the U.S. and the region.
 
North Carolina plays a central role in this co-production chain. It is the second largest state for textile employment nationally with over 36,000 workers, and the state’s $2.7 billion in textile-related exports leads the nation. The Northern Triangle, including Honduras, is a major export destination for U.S. yarns and fabrics that come back as finished items under the U.S.-CAFTA-DR trade agreement.

North Carolina textile executives spanning the fiber, yarn, fabric, and finished product textile industries participated in a roundtable discussion with Rep. Kathy Manning (D-NC), at which they discussed the innovative achievements and competitiveness of the domestic industry and outlined priority issues in Washington that impact their daily operations.

The roundtable discussion, hosted by Unifi Inc. and sponsored by the National Council of Textile Organizations (NCTO), was held at Unifi’s headquarters in Greensboro, North Carolina.

Against this background, the free trade negotiations are an opportunity to rebalance that relationship; European textile and clothing companies can offer high quality and innovative products for the Indian market, but they can also offer solutions to reduce the environmental footprint of the textile industry.

In this context, EURATEX highlights that the sector needs open and efficient markets, but combined with effective controls where necessary, thus ensuring level playing field for European companies. It is clearly essential that the same level of market access to India – both in terms of tariff and non-tariff barriers – is available to EU producers as vice versa.

India today benefits from reduced customs duties due to GSP. For European companies instead, market access to India is challenging, facing non-tariff barriers (related to proof of origin, quality control procedures, etc.) as well as national or state-level support programmes which distort the level playing field between EU and Indian companies.

That level playing field should also apply to our sustainability targets. As the EU will roll out its EU Textile Strategy, setting ambitious standards and restrictions (e.g. on chemicals), we must ensure the FTA is fully aligned with that strategy.

Director General Dirk Vantyghem commented: “We look to these negotiations with great interest. The FTA is an opportunity to develop a shared ambition between the European and Indian industry to make sustainable textiles the norm, and to create a regulatory framework where our companies can compete in a free and fair environment.”

The company has also contributed greatly to U.S. PPE efforts, investing $20 million in a new state-of-the-art facility, which can produce up to 180 million NIOSH-approved N95 respirators and other PPE annually and created hundreds of new local jobs.

US Vice President Kamala Harris announced significant multimillion-dollar investments by Parkdale Mills and six other companies today, as part of the Administration’s Call to Action to the private sector to promote economic opportunity in the region, as her office works to address the root causes of migration.

Vice President Harris, who is overseeing diplomatic efforts with El Salvador, Guatemala, Honduras, and Mexico, announced several private sector commitments to strengthen economic opportunities in the Northern Triangle and made remarks at a White House roundtable, which included Anderson Warlick, Chairman and CEO of Parkdale Mills. The textile and apparel co-production chain is one of the most essential supply chains for employment and economic development in both the United States and the Northern Triangle region, currently supporting over 1 million jobs in the United States and the Central American region. North Carolina-headquartered Parkdale Mills, one of the largest manufacturers of spun yarn and cotton consumer products in the world, will make a multimillion-dollar investment in a new yarn spinning facility in Honduras and make an additional substantial investment to support existing operations in Hillsville, Virginia. This investment will help customers shift 1 million pounds of yarn per week away from supply chains in Asia and China and enhance U.S. and CAFTA-DR co-production resilience and increase regional product offerings. Parkdale’s announced investment will create hundreds of jobs in Honduras and further support hundreds of employees in Parkdale’s Hillsville operations.  

Recently, administration officials from the U.S. Trade Representative’s office and the Vice President’s office met with the U.S. textile industry to reaffirm the importance of rules of origin in nearshoring production chains, helping address labor and environmental challenges and mitigating supply chain risk.

“I would like to sincerely thank Vice President Harris for making this announcement and leading the effort with private industry to create more economic opportunities in northern Central America and the United States,” said Anderson Warlick, Chairman and CEO of Parkdale Mills. “Parkdale’s investments will support good paying jobs in the United States and in the Central American region and significantly increase our extensive product offering and capacity, including the production of sustainable specialty yarns.

In written testimony submitted to the committee, Glas outlines China’s rise to dominance of global textile and apparel production and its adverse impact on the U.S. textile industry, details ways to strengthen onshoring and nearshoring of supply chains, and provides recommendations on the critical policies needed to address these illegal trade practices and rectify inequities.

“China holds the dubious distinction of being the world’s leading purveyor of illegal trade practices that are designed to unfairly bolster a blatantly export-oriented economy,” NCTO President and CEO Kim Glas says. “These predatory practices take many forms, from macroeconomic policies that grant across-the-board advantages to their manufacturers, to industry specific programs intended to dominate global markets in targeted areas. The U.S. textile industry has been a longstanding victim of China’s predatory export practices.”

“A program of maximum pressure must be developed and fully enforced to reconfigure textile and apparel sourcing patterns that currently place an unhealthy and heavily weighted dependance on China,” Glas adds. “With a strong trade policy holding China accountable, the opportunities are ripe to unlock further domestic and regional investment to bolster this critical textile and apparel production chain because of the important rules of origin for this sector.  We can nearshore more production, help address the migration crisis, and assist in addressing the urgent issue of climate change and create a win-win-win for workers in the United States, workers in the region, and consumers.”

Glas outlines key policy recommendations to the committee, including:

  • Enact tax incentives and other targeted critical investments to strengthen Western Hemisphere trade relationships and re-shore manufacturing
  • Close the Section 321 De Minimis Tariff Loophole
  • Step up enforcement of forced labor of Uyghurs and others in the Xinjiang Uyghur Autonomous Region (XUAR)
  • Firmly maintain Section 301 penalty duties on China for finished textiles and apparel products
  • Immediately pass the MTB to help manufacturers with a limited list of critical inputs not made in the U.S. and review/close the mechanism in the MTB renewal which allows for finished products
  • Strengthen buy-American practices for PPE and other essential products
  • Block expansion of the Generalized System of Preferences (GSP) to include textile and apparel products
  • Use trade enforcement in free trade agreements to mitigate transshipment schemes by unscrupulous importers seeking to illegally circumvent duties

NCTO Welcomes Senate Passage of USMCA

The National Council of Textile Organizations (NCTO) lauded Senate passage today of the U.S.-Mexico-Canada Agreement (USMCA).

“We are pleased the Senate voted swiftly to approve USMCA--a trade deal that we expect to significantly bolster textile exports to Mexico and the Western Hemisphere,” said NCTO President and CEO Kim Glas.

Mexico and Canada are the two largest export markets for the U.S. textile and apparel industry, totaling nearly $11.5 billion for the year ending Nov. 30, 2019, according to government data.

“USMCA is a win for the textile industry,” Glas said. “The improvements it makes to the North American Free Trade Agreement (NAFTA) will only serve to generate more business for domestic producers and create more jobs and investment in the U.S.”
NCTO worked with the administration during negotiations on USMCA and secured several provisions in the trade deal including stronger rules of origin for certain textile inputs and increased U.S. customs enforcement.

“Our member companies, making some of the most advanced textiles in the world, have long supported USMCA and are eagerly awaiting implementation of the trade deal,” Glas added. “We urge quick implementation of USMCA and thank the administration and Congress for their hard work to get the deal across the finish line.”

The USMCA updates and modifies the NAFTA and makes significant improvements, including:

  • Creation of a separate chapter for textiles and apparel rules of origin with strong customs enforcement language.
  • Stronger rules of origin for sewing thread, pocketing, narrow elastics and certain coated fabrics.  Under the current NAFTA, these items can be sourced from outside the region – USMCA modernizes this loophole and ensures these secondary components are originating to the region.
  • Fixes the Kissell Amendment Buy American loophole, ensuring that a significant amount the Department of Homeland Security spends annually on clothing and textiles for the Transportation Security Administration is spent on domestically produced products.
