National Council of Textile Organizations (NCTO) President and CEO Kim Glas is testifying on “Supply Chain Resiliency and the Role of Small Manufacturers” before the Small Business Committee’s Subcommittee on Economic Growth, Tax, and Capital Access.
 
In written testimony submitted to the committee, Glas provides an overview of the incredible resiliency of the U.S. textile industry during the COVID-19 pandemic, the impact of the ensuing economic crisis, existing options available to small manufacturers to access capital, and policy recommendations to strengthen the entire industry domestic supply chain.

“One silver lining associated with the immense challenges posed by the COVID-19 crisis is that it afforded the domestic textile industry an opportunity to demonstrate its enormous resiliency, flexibility, and overall value to the U.S. economy,” Glas says in the testimony. “Despite the fact that there was virtually no [full] U.S. production of textile-based PPE prior to the pandemic, the heroic actions of domestic textile manufacturers resulted in the ability to supply homegrown PPE at the height of the greatest healthcare emergency our country has faced in the past 100 years.”

“As we exit the current crisis, rational federal policies are once again needed to ensure a stable overall environment where small businesses can compete and thrive, and targeted initiatives are required to ensure that domestic supply chains for critical materials, such as PPE, exist in the United States,” Glas notes.

Glas details five key policy recommendations supported by 20 trade associations and labor groups, representing the entire domestic supply chain aimed at strengthening the integrated U.S. textile sector:

  • Strengthen Buy American procurement rules
  • Provide funding assistance for companies to reconstitute domestic supply chains important to U.S. national and healthcare security
  • Key contracting reforms
  • Streamline the SBA loan application process
  • Provide additional funding for workforce training

Recent testing on Acteev fabric completed at the University of Cambridge has demonstrated that Acteev technology deactivates the virus that causes COVID-19, SARS-CoV-2, with greater than 99.9% efficacy. Ascend has submitted several masks designs to the U.S. Environmental Protection Agency and the U.S. Food and Drug Administration to obtain the appropriate regulatory clearances to make specific claims regarding the technology’s antiviral properties in the United States.

NCTO requests Agency to grant Approval for Collection of China 301 Duties

National Council of Textile Organizations (NCTO) President and CEO Kim Glas sent a letter to Acting Director of the Office of Management and Budget (OMB) Robert Fairweather, requesting the agency reconsider and approve a proposal to direct U.S. Customs and Border Protection (CBP) to collect Section 301 penalty duties on billions of dollars of Chinese goods currently shipped duty free under Section 321 de minimis waivers.

“There has been an exponential growth of shipments to the United States in recent years that qualify for Section 321 duty-free treatment,” Glas said in the letter. “U.S. manufacturers of textiles, apparel and other consumer goods that routinely sell for less than the $800 de minimis threshold increasingly find their markets and workforce threatened by this tariff avoidance scheme.”

The letter details how the current Section 321 provision is now being coupled with e-commerce to provide billions in duty avoidance on these imported products, including:

  • Increased import price pressure on domestic manufacturers of various types of consumer items that routinely sell for less than $800 such as – apparel, footwear, home furnishings, toys, consumer electronics, flatware, auto parts, etc.
  • An inability to properly identify and block the importation of adulterated products posing a health and safety risk to consumers.
  • An inability to properly identify and block imports of counterfeit products that violate intellectual property laws.
  • Enhanced ability of countries like China to access the U.S. market, despite their failure to provide reciprocal access to their markets and their persistent illegal and unfair trading practices.

“Imported merchandise from China that enters under a Section 321 waiver is exempt from all normal tariffs and any penalty duties assessed under the current 301 case. This unreasonable and unnecessary duty exemption severely undermines the purpose and value of the existing Section 301 determination against China as an effort to address its longstanding predatory trade practices,” Glas stated.

“The Biden administration should undertake an exhaustive review of this problem to develop the policy changes needed to mitigate the damaging impact of Section 321 waivers on U.S. workers and manufacturers,” Glas added. “In the interim, it is critical that the OMB and CBP take reasonable steps, such as denying Section 321 benefits to goods covered under the existing China 301 determination [tariffs]. Doing so would be a valuable first step toward limiting the dangerous and growing exploitation of this tariff waiver mechanism.”

  • Several members of TMAS – the Swedish Textile Machinery Association – are actively advancing new coloration technologies as part of a wave of innovation that is currently sweeping out from Scandinavia.

New manufacturers of regenerated cellulosic fibers as alternatives to cotton and synthetics, for example, have been gaining a lot of attention recently, as they scale up to meet demands for a circular approach to the manufacturing of textiles and garments.

These companies have, in turn, been embraced by major Scandinavian brands such as the Danish clothing company Bestseller, Finnish fashion house Marimekko, Norwegian outdoor brand Bergans and Sweden’s own H&M Group.

The good news is that many of these individual stages are now being greatly simplified by digitalization.

“Digitalization will lead to a significant reduction in garments that for one reason or another are never sold and end up in landfill,” says Therese Premler-Andersson, Secretary General of TMAS. “There will of course, be a huge ecological benefit.”

At the very center of any fiber’s journey, once it has become part of a knitted or woven fabric, are the dyeing and finishing stages of textile production. Dyeing and finishing currently involves many washing and drying process steps which add a huge burden to the overall carbon footprint of finished garments and textile products.

Coloreel expansion
Here is where the latest fully digital technologies of TMAS member companies are making a dramatic difference, such as the instant thread coloration technology, of Coloreel, which has just raised SEK 100 in new financing to support its market expansion and growth.

Initially targeting the embroidery market, Coloreel technology enables the high-quality and instant coloring of a textile thread while it is actually being used in production and can be paired with any existing embroidery machine without modification, while also making it possible to produce gradients in an embroidery for the first time.

Based on a CMYK ink system, Coloreel’s advanced rapid color formulation software and high-speed drive technology allow a single needle to carry out what previously required many multiples of them to do – and with much more consistent stitch quality,

In addition, existing thread dyeing plants can add a single solid color to a thread, but by instantly coloring a white base thread during production, Coloreel enables complete freedom to create unique embroideries without any limitations in the use of colors. Color changes along the thread can either be made rapidly from one solid color to another, or gradually, to make smooth transitions or any coloring effect desired.

This provides big benefits when it comes to sustainability. There is a significant reduction in wasted inks, while water usage is minimized, and production speeds are increased. The technology allows set-up and lead times to be reduced as well as significant flexibility in production schedules, while eliminating the need for large thread inventories.

“Our system is allowing customers to achieve color effects that have never been seen before – and at a new level of efficiency,” says VP of Sales and Marketing at Coloreel, Mats Sjögren. “We are setting the new benchmark for the embroidery industry.”

Despite the Covid-19 pandemic, Coloreel, has recently successfully delivered units to companies in Europe, the United States and Asia, and has also partnered with the world’s largest distributor of embroidery machines, American Hirsch Solutions, which has already installed the technology at a number of customers in the USA.

Another TMAS member achieving rapid progress is imogo, which is currently installing its first industrial scale Dye-Max spray dyeing line at the plant close to Borås of Swedish commission dyeing company 7H Färgeri – the Nordic region’s most complete dyeing and processing plant.

The new line has a working width of 1.8 meters with an operating speed of up to 50 meters for the reactive dyeing of cellulosic fiber-based fabrics. In addition, it can carry out the application of a wide range of fabric pre-treatments and finishing processes, providing the company with unbeatable flexibility in production.

A proven Mini-Max laboratory unit for pre-determining application volumes and color matching has also been installed at the 7H plant.

With the potential to slash the use of fresh water, wastewater, energy, and chemicals by as much as 90% compared to conventional jet dyeing systems, the DyeMax has gained considerable attention since the concept was outlined and a prototype machine constructed in 2019.

The application unit of the Dye-Max consists of a closed chamber containing a series of spray cassettes with precision nozzles for accurate and consistent coverage, in combination with the patented imogo Pro Speed valve that controls the volume to be applied.

“We are achieving an extremely low liquor ratio of around 0.5-1 liters per kilo of fabric and we fully control the pickup, applying precisely what is required to the specific fabric,” says imogo founding partner Per Stenflo. “Compared to traditional padders there is no contamination of the dyebath or dilution of the dye liquor to worry about.”
Fast changeovers with virtually no waste, together with a high production speed, enable a high productivity and unmatched production flexibility.

“The Dye-Max will be implemented in 7H daily production and producers and brands are welcome to visit when the Covid-19 situation allows. They are also welcome to do test productions at 7H to verify the performance on their fabrics.”

CleanKore initially looked at eliminating potassium permanganate due to its being classified as hazardous if inhaled or ingested, or in case of contact with the skin or the eye. It is also considered very toxic to aquatic life. No new equipment or capital expenses are needed to implement the CleanKore technology, which works on all denim fabric, including dark indigo, sulfur top/bottom and sulfur black.

This is where Archroma comes into the picture. Its global technical team of denim coloration specialists will provide support to denim mills seeking to implement the CleanKore technology and develop the desired looks and effects - with the right colors and chemical systems for their production set-up.

CleanKore estimates that the technology allows to save up to 15 liters of water per garment, or the equivalent to the drinking needs of 5 people per day, and up to 0.51 kWh of energy per garment, or the equivalent of five 100-watt light bulbs on for 1 hour. Sorpol Ltd., a leading importer and distributor of industrial raw materials in Israel, has launched a website to sell Acteev Protect™ masks, made in the USA by polyamide manufacturer Ascend Performance Materials. The two companies also plan to partner in the distribution of Acteev surgical masks, N95 respirators, nonwoven media and textile fabrics as they become available.

Laboratory tests have demonstrated Acteev fabric effective at deactivating 99.9% of the viruses SARS-CoV-2, the cause of COVID-19, and H1N1, a flu virus. Acteev technology also eliminates bacteria and fungi.

Sorpol Ltd., a leading importer and distributor of industrial raw materials in Israel, has launched a website to sell Acteev Protect™ masks, made in the USA by polyamide manufacturer Ascend Performance Materials. The two companies also plan to partner in the distribution of Acteev surgical masks, N95 respirators, nonwoven media and textile fabrics as they become available.

Laboratory tests have demonstrated Acteev fabric effective at deactivating 99.9% of the viruses SARS-CoV-2, the cause of COVID-19, and H1N1, a flu virus. Acteev technology also eliminates bacteria and fungi.

Ofer Soreq, Sorpol’s marketing director, said the Acteev Protect line fits in neatly with the mission of the company.

Recent testing on Acteev fabric completed at the University of Cambridge has demonstrated that Acteev technology deactivates the virus that causes COVID-19, SARS-CoV-2, with 99.9% efficacy on contact. Ascend has submitted several masks designs to the U.S. Environmental Protection Agency and the U.S. Food and Drug Administration to obtain the appropriate regulatory clearances to make specific claims regarding the technology’s antiviral properties in the United States.

In addition to antiviral, antifungal and antibacterial protection, the washable, reusable masks are lightweight, breathable and odor-fighting, making them comfortable to wear during a long shift at work or for outdoor workouts.

Acteev Protect shows promise for use beyond masks, according to Ascend. The technology was originally developed for workout wear, and now the company is working on textile applications ranging from gloves to scrubs to high-end athleisure

NCTO President & CEO Kim Glas Testifies at U.S. International Trade Commission Hearing on Challenges Related to U.S. PPE Production

The U.S. International Trade Commission held a public hearing on September 23-24 as part of its investigation of conditions impacting U.S. industry sectors and supply chains in the production of medical goods related to the COVID-19 pandemic.

National Council of Textile Organizations (NCTO) President & CEO Kim Glas is testifying on panel 5.

“Amid the devastating challenges of responding to COVID-19, NCTO members have been at the forefront of deploying manufacturing resources to address the critical need for personal protective equipment (PPE),” Glas said in testimony prepared for delivery.  “Our members quickly mobilized, proactively retooling production lines and retraining workers to provide U.S.-made PPE to frontline medical workers.”

“Despite these heroic efforts to confront the ongoing crisis, the onshoring of a permanent PPE industry will only materialize if proper government policies are implemented to incentivize the long-term investment needed to sustain PPE production in the United States,” Glas said.

Acafintex looks to a bright future with new Monforts technology

At a total length of over 71 metres, the Montex finishing line that has just been installed by Monforts for Acafintex at its plant in Puebla, Mexico, is one of the highest capacity stenters the German technology leader has delivered to date.

Puebla is known as the epicentre of Mexico’s textile and clothing industry and is ideally placed for supplying both the USA and Europe, being three hours from the Gulf of Mexico for shipping via the Atlantic, and five hours from the Pacific coast as well.

Mexico's textile and clothing industry spans the entire production chain – from cotton growing and man-made fibre production to the manufacture of yarn, fabric, finished clothing and accessories. The industry is estimated to directly employ around 640,000 workers and to provide livelihoods for many more people indirectly. The country is a key supplier of textiles and clothing to the USA, but has faced fierce competition from China, which has until recently been the largest supplier of textiles and clothing to the US market.

However, the position of Mexico in the US import market has become more stable following the signing of the United States-Mexico-Canada Agreement (USMCA), which came into force in July this year. The country has also been a key beneficiary of the current trade war that is raging between China and the USA.

In addition, there is scope for higher sales in Mexico’s domestic market. The country has a population of 129 million people who are becoming increasingly prosperous, with a large proportion of younger people who are spending more on clothing.

Flexible operation

Founded in 1986, family-owned Acafintex operates as a commission dyehouse, finishing both knitted and woven fabrics for local companies in Mexico, in widths of between 100cm to 3.6 metres. The company is run by father and son team Don Francisco and Lic Francisco Moyano.

“We have very flexible operations for fabric finishing and also produce and sell our own fabrics for both the fashion industry and for the uniforms market,” says Don Francisco. “These days, we are increasingly finishing materials for technical textiles and for the automotive industry too. We have both local and international suppliers of both yarns and base fabrics and make sure we choose the best and most reliable sources. Exports now account for over 40% of our sales.”

European contract

With a  width of 3.8 metres, the new Monforts Montex line at Acafintex is equipped with no less than 12 double TwinAir drying chambers to meet the requirements of specific technical textiles to a European customer, in a contract secured following the company’s ISO 9001 certification in 2019. The line is equipped with an integrated heat recovery system and also benefits from an exhaust air cleaning system to ensure the most resource-efficient processing available on the market.

On the Monforts TwinAir system, the airflows above and below the fabric being dried can be regulated completely independently of each other, with Optiscan Auto-Balance fully controlling the distance between the fabric and the dryer nozzles via variable-frequency fan motors and CCD chip evaluation. As a result, the evaporation rate of the stenter and its energy utilisation are always fully optimised. Contact-free drying eliminates the possibility of fabric marking or stitch draft.

Highly-intuitive Monforts Qualitex visualisation software allows all machine functions and process parameters to be assessed and controlled easily, and thousands of article specific settings and formulations to be called up at any time – with 100% reproducible results.

In combination with an existing Montex stenter, the new line has expanded finishing capacity at Acafintex to an annual 20 million linear metres.

Modifications

“From the installation to the start-up, we were supported by a team of Monforts technicians and local representative Arnulf Thaler at Sattex here in Mexico,” says Lic Francisco. “Of course, every installation has its challenges and with such big machines we needed to modify several things inside the factory and also required certain modifications from Monforts which were all carried out successfully.”  

Forced, like much of the textile industry globally, to temporarily suspend operations at the height of the Covid-19 pandemic, Acafintex is now back to full production, having installed the necessary safety measures for its employees, and is anticipating a bright future.

“We are passionate about developing new materials in search of mutual benefit for both our clients and suppliers, as well as our own workforce and the environment,” Don Francisco Moyano concludes. “Investment in the latest technology like this new Monforts line plays a key role in helping us achieve our long-term goals.”

NCTO Statement on Administration’s 90-Day Tariff Deferral

The National Council of Textile Organizations (NCTO), representing the full spectrum of U.S. textiles from fiber through finished products, issued a statement from NCTO President and CEO Kim Glas today, voicing concern over the administration’s executive order instituting a non-reciprocal 90-day deferral on certain tariffs.
The temporary postponement of duties does not apply to products with antidumping or countervailing duties or those products subject to penalty duties under Section 232, 201 and 301.

“At a time when domestic textile producers and its workforce have mobilized to transform their production lines to manufacture the personal protective equipment (PPE) supplies for frontline healthcare and medical workers fighting the COVID-19 pandemic, the administration’s decision to defer duties for 90 days on the vast majority of products imported into the United States is counterproductive.
This move contradicts the administration’s top stated priority of rebuilding American manufacturing and buying American and could have severe negative implications for the entire U.S. textile industry, whose companies and workforce already are facing enormous economic hardship.
We support the need to temporarily eliminate barriers to the entry of emergency medical supplies and certain PPE inputs tied directly to the COVID-19 response. But make no mistake, the key drivers behind efforts to defer tariffs have nothing to do with facilitating access to PPE products or stopping the spread of COVID-19.
Our industry is being asked to do extraordinary things.  We are heeding that call, but we need help to ensure the supply chains we are creating overnight don’t evaporate tomorrow.  We need strong procurement policies and additional funding for our industries to ramp up and retool – not further measures that incentivize offshore production. We need to maximize the U.S. domestic production chain right now to every extent possible in helping fight COVID-19 and make the products American frontline workers desperately need.  

We need to provide immediate and substantial relief to our manufacturing sector and their workforce who are suffering enormously right now. It’s critical that we have a long-term U.S. government plan to ensure that we aren’t relying on offshore producers to make medically necessary, live-saving PPE.  We shouldn’t be providing handouts to reward the very companies that helped offshore these industries so many years ago.

Tariffs are one of the few mechanisms in place to help partially address the challenges U.S. manufacturers face in competing with imports from countries with exceptionally low wages, poor working conditions, and minimal environmental and safety standards.”, states the NCTO.

This weekend, Brown wrote to President Trump outlining several steps the Administration should take immediately to address the shortage and ramp up manufacturing of these critical medical supplies.

 U.S. Sen. Sherrod Brown (D-OH) hosted a news conference call to discuss his plan for addressing the shortage of personal protective equipment (PPE) needed by healthcare workers on the frontline of keeping Americans healthy and safe during the coronavirus pandemic.

This weekend, Brown wrote to President Trump outlining several steps the Administration should take immediately to address the shortage and ramp up manufacturing of these critical medical supplies.

In his plan and in his letter to the President, Brown lists nine steps the Administration could take immediately, including:

  1. Designate a government official who can serve as a point person responsible for coordination the acquisition and development of PPE, medical devices, and other supplies necessary to fight the coronavirus pandemic. 
  2. Establish a PPE and medical device assessment and database to monitor the supply and anticipated needs for PPE, ventilators, diagnostic test kits, and other needed medical supplies to respond to the coronavirus pandemic. 
  3. Publish a list of PPE, medical device, and general medical supply needs to respond to the coronavirus pandemic. 
  4. Establish a hotline capable of handling significant call capacity that will provide U.S. producers centralized information about the results of the national assessment and the current need for PPE, devices, and other health care supplies. 
  5. Provide immediate funding to manufacturers to purchase equipment, retool machinery, hire additional workers, and cover any other expenses needed to increase production of PPE and necessary medical devices and supplies.
  6. Streamline contract and certification procedures to ensure production and delivery of materials are not delayed due to paperwork constraints.
  7. Provide critical protections for workers who are making PPE, medical devices, and necessary supplies to receive a waiver from any shelter-in-place requirements to allow workers to volunteer to go to work in these critical industries. 
  8. Provide purchase guarantees and delivery assistance of product to the communities and health care facilities that need the products most. 
  9. Support companies that have the capacity to sterilize reusable equipment to alleviate the existing PPE shortage. 

In his plan, Brown also pointed out important legislative actions that will help ramp up production of these critical supplies, including expanding the strategic national stockpile authority, substantially increasing Defense Production Act funding and strengthening domestic preferences.

American Giant, Los Angeles Apparel, AST Sportswear, Sanmar, America Knits, Beverly Knits and Riegel Linen are also part of the coalition working tirelessly to respond to a national emergency in the nation’s time of need.

Dr. Peter Navarro, assistant to the President and director of the White House Office of Trade and Manufacturing Policy, worked with the coalition and helped expedite the production of these masks. The first face masks have been approved by the U.S. Department of Health and Human Services.

The companies expect to begin production on Monday and will make the first deliveries by mid-week.

They are dedicating their assets, resources and manufacturing capacities to create a high output of facemasks. Once fully ramped up in four to five weeks, the companies expect to produce up to 10 million facemasks per week in the United States and in Central America.

NCTO Applauds Trump Administration’s Move to Crack Down on Imported Counterfeits

The National Council of Textile Organizations (NCTO) issued a statement today on the Trump administration’s announced action plan to increase enforcement and penalties against counterfeit goods sold online and imported to the U.S.

“This is a very important and long overdue move on the part of the administration to increase enforcement activity and penalties against counterfeit goods sold online and imported into the United States,” said NCTO President and CEO Kim Glas. “We commend the administration for making a commitment to bolster efforts to crack down on counterfeits, particularly in the textile and apparel sector, which has been hit hard by fake imported products for decades.”

Nearly two million shipments of goods are exported to the United States duty free each day-- often from countries with poor labor, human rights and environmental track records—under a provision known as Section 321 de minimis. This provision allows goods valued below an $800 threshold to enter the U.S. duty free when imported directly to an individual on a single day.

“This massive increase in de minimis shipment trade poses significant security risks and threats to public health and safety, while incentivizing customs fraud and creating a loophole to our entire tariff structure,” Glas said. “Our concerns regarding the de minimis loophole are exacerbated by the belief that the domestic textile industry and other U.S. manufacturing interests are directly and negatively impacted, particularly since e-commerce sites like Amazon and others are using de minimis as a duty-free portal into the U.S. for products under $800.”

Furthermore, CBP’s own annual report on intellectual property seizures, including large volumes of counterfeits, revealed that U.S. authorities made seizures totaling $1.4 billion in fiscal 2018. Over 90 percent of all intellectual property (IPR) seizures occur in the international mail and express shipment environments, according to the report, which is a common method of shipping by e-commerce sites.

Chinese products accounted for 46% of all IPR seizures with a total Manufacturers Suggested Retail Price (MSRP) value of $761.1 million in FY 2018. Apparel and accessories were the top counterfeit products seized by U.S. authorities, accounting for 18% of all seizures in FY 2018 with an MRSP value of $115.2 million.

“We think this is an important step forward by the administration to deepen the analysis on de minimis products--- that are often not thoroughly examined and undercut our domestic manufacturing industries,” Glas said. “We don’t know what the products are, where they are coming from, whether they meet U.S. safety requirements, who is making them or the country of origin. We believe it is long past time for the administration to address the issue of de minimis shipments and counterfeiting head on.”
