Euratex Manifesto: 15 requests for competitiveness and resilience

2024 is a turning point for the European textiles and clothing industry: From 6 to 9 June 2024, European citizens will vote for a new European Parliament and, based on the results, a new European Commission will be formed. In view of this important election, EURATEX publishes a Manifesto, presenting 15 requests which will help to ensure a competitive European textiles and clothing industry.

The textile and apparel industry is making a substantial contribution to European wealth, jobs and growth. Europe counts 192,000 companies employing 1.3 million workers with a turnover of €167 billion and over €67 billion of exports. Entrepreneurship should be recognised as the foundation for a competitive textile industry, offering high quality and sustainable products, based on innovation, creativity and design. European policy makers should recognise such role to textiles and apparel companies and have an open dialogue to create better framework conditions to operate in the internal and global markets.

The textile and apparel industry is making a substantial contribution to European wealth, jobs and growth. Entrepreneurship should be recognised as the foundation for a competitive textile industry, offering high quality and sustainable products, based on innovation, creativity and design. To realise that vision, the industry and policy makers need to work together on a mix of policy measures and initiatives, which are coherent and offer a transparent and predictable framework for our companies, and make them more resilient and competitive.

These policies should focus around four points:

Develop and implement a “smart” EU industrial policy
Europe should create policies which enhance competitiveness, instead of creating administrative burdens. To EURATEX, each new piece of legislation should undergo a “competitiveness test” to critically look at the impact of the new rules. Europe should also create a favourable environment to promote education and jobs in the industry. The EU textile industry currently employees 1,3 million people, 30% of which is above 50 years old. A critical bottleneck for the textile industry is to attract (young) people and make sure these people have the right set of skills, to operate in a changing textile ecosystem. EURATEX also asks the EU to invest in innovation and digitalisation as they are key to the European competitive advantage. Not only, as the last years have proved, Europe should provide companies with access to sustainable energy at lower prices.

No sustainability without competitiveness
The EU Strategy for Sustainable Textiles is pushing our sector towards new business models with a lower environmental footprint. To realise that ambition, no less than 16 regulatory proposals are on the table, each of them with a different timetable, managed by different departments of the European Commission. EURATEX is committed to sustainability, but asks for economic realism. This set of new regulations needs to be coherent, enforceable, feasible and applicable for SMEs, and not push textile companies out of the market. Moreover, some member states are moving forward faster and some legislations will be decided at national level, creating fragmentation of the market. Such scenarios will hamper Europe and its possibilities to grow.

Ensure free and fair trade
With $224 billion in sold merchandise, Europe is the second major world exporters of textiles and clothes after China ($321 billion). It is therefore important that the global market should be open, free and fair for our industry to continue to thrive. Besides the support to FTAs in general, EURATEX wants to emphasise that all trade agreements should offer effective market access for EU companies and a level playing field in these markets. A free and open market should go hand in hand also with protection against free riders. The EU must always consider enforcement and enforceability when making new laws; it should also take action together with the member states for a better coordination with harmonised criteria for action among Customs Authorities.

Incentivise the Demand for sustainable textiles
Sustainable textile products typically come at a premium price, making it difficult for many consumers and buyers to purchase such products. Many surveys across Europe confirm that around 50% of interviewees do not purchase sustainable fashion products and the main reason is price. EURATEX believes that, to create a demand and help consumers to buy a (genuine) sustainable textile product, there should be standard requirements and fiscal incentives. Public authorities should also implement green public procurements, by increasing the importance of sustainability criteria in their evaluation grids.

adidas hat seine Finanzprognose für das Geschäftsjahr 2023 vorgelegt. Auch wenn das Unternehmen weiterhin verschiedene Optionen zur künftigen Nutzung seines Bestands an Yeezy-Produkten prüft, berücksichtigt diese Prognose bereits die beträchtlichen negativen Auswirkungen aus einem ausbleibenden Verkauf des Bestands. Dies würde den Umsatz im Jahr 2023 um rund 1,2 Mrd. € und das Betriebsergebnis um rund 500 Mio. € schmälern. Vor diesem Hintergrund erwartet adidas im Jahr 2023 einen Rückgang des währungsbereinigten Umsatzes im hohen einstelligen Prozentbereich. Das Unternehmen geht davon aus, dass das zugrunde liegende Betriebsergebnis in etwa auf Break-Even-Niveau liegen wird.

Sollte das Unternehmen unwiderruflich beschließen, seinen aktuellen Bestand an Yeezy-Produkten nicht zu verwenden, würde dies die Abschreibung des Yeezy-Bestands nach sich ziehen und das Betriebsergebnis des Unternehmens in diesem Jahr um weitere 500 Mio. € reduzieren. Des Weiteren erwartet adidas für 2023 Einmalkosten in Höhe von bis zu 200 Mio. €. Diese Kosten sind Teil einer strategischen Prüfung, die das Unternehmen zum aktuellen Zeitpunkt unternimmt, um ab 2024 wieder auf einen profitablen Wachstumspfad zurückzukehren.

Für den Fall, dass all diese Effekte eintreten, geht das Unternehmen davon aus, für das Geschäftsjahr 2023 ein negatives Betriebsergebnis in Höhe von 700 Mio. € zu berichten.

Im Jahr 2022 ist der Umsatz von adidas, basierend auf vorläufigen, nicht testierten Zahlen, währungsbereinigt um 1 % gestiegen. In Euro nahm der Umsatz im Zwölfmonatszeitraum um 6 % auf 22.511 Mio. € zu (2021: 21.234 Mio. €). Die Bruttomarge des Unternehmens lag im Jahr 2022 bei 47,3 % (2021: 50,7 %). adidas generierte im letzten Jahr ein Betriebsergebnis in Höhe von 669 Mio. € (2021: 1.986 Mio. €), was einer operativen Marge von 3,0 % entspricht (2021: 9,4 %). Der Gewinn aus fortgeführten Geschäftsbereichen im Jahr 2022 betrug 254 Mio. € (2021: 1.492 Mio. €).

LOVE HERO uses Kornit Digital for sustainable Fashion

Kornit Digital announced that the London-based LOVE HERO fashion label uses Kornit’s sustainable, digitized, on-demand production capabilities to deliver its complete line of nature-themed apparel.

All fabrics are traceable and certified via their blockchain platform, Retraced, to minimize their eco footprint. Cut-and-sew operations take place in Portugal.

LOVE HERO is currently engaged with Kornit on the mechanics of imprinting silk, biodegradable nylon, and other diverse materials. One such application involves two-sided fabrics—nylon on top, with cotton on the reverse.

Checkpoint Systems: Forschungsbericht „Utilising RFID in Retailing: Insights on Innovation“

Der am Donnerstag, den 24. Juni erschienene Forschungsbericht „Utilising RFID in Retailing: Insights on Innovation“ zeigt innovative neue Wege auf, wie Einzelhändler die RFID-Technologie in ihren Läden einsetzen, um ihre Rentabilität zu verbessern. Der von Emeritus Professor Adrian Beck von der Universität von Leicester und der ECR Retail Loss Group verfasste Bericht wird von Checkpoint Systems unterstützt und zeigt, wie Unternehmen die Technologie für eine breite Palette von Zwecken einsetzen.

Der am Donnerstag, den 24. Juni erschienene Forschungsbericht „Utilising RFID in Retailing: Insights on Innovation“ zeigt innovative neue Wege auf, wie Einzelhändler die RFID-Technologie in ihren Läden einsetzen, um ihre Rentabilität zu verbessern. Die Studie zeigt den Wert auf, den die RFID-Technologie für die jeweiligen Unternehmen bringt und welche Auswirkungen sie auf den Umsatz sowie die Profitabilität hat. Entscheidend ist auch, dass mehr Einzelhändler als je zuvor die Vorteile von RFID erkennen und die Einführung in ihren Unternehmen vorantreiben.
 
Darüber hinaus zeigt der Bericht, dass Unternehmen mit zunehmender Etablierung der Nutzung von RFID-generierten Daten die Technologie nach und nach in einer steigenden Anzahl von Einsatzgebieten nutzen. Insbesondere berichteten immer mehr Einzelhändler, dass sie RFID zur Rationalisierung des Audit-Prozesses einsetzen, als Alternative zu den unregelmäßigen organisatorischen Bestandsaufnahmen. Das bringt nicht nur umfassende Kosteneinsparungen mit sich, sondern ermöglicht auch einen regelmäßigeren Einblick in den Status der Bestände. Außerdem stellt die Studie fest, dass der Einsatz von RFID einen erheblichen Einfluss auf die Prozesse in den Läden hat. Während RFID schon immer der Schlüssel zur Bestandsgenauigkeit war, nutzen einige Unternehmen diese Daten nun zur weiteren Verbesserung von Geschäftsaktivitäten, wie z. B. der Reduzierung von Phantom-Beständen, der Verbesserung von Aufgaben zum schnellen Suchen und Finden von Beständen und der Entwicklung einer effizienten Ship-from-Store-Fähigkeit (SFS).

Jenseits des traditionelleren Einzelhandelmodells wurde RFID von allen Befragten als eine wichtige Hilfe bei der Umsetzung des Omnichannel-Einzelhandels gesehen. Ohne die Bestandsgenauigkeit, die RFID bietet, glaubten nur wenige Einzelhändler, dass sie ihre Läden zuverlässig als Fulfillment-Center für die Ausgabe von Online-Bestellungen nutzen könnten. Ein Einzelhändler gab sogar an, dass er nur für diesen Zweck RFID-fähige Lagerbestände zur Verfügung stellt. Der Einsatz von RFID zur Verbesserung der Genauigkeit von Online-Bestellungen wird ebenfalls immer üblicher, um Fehler im Kommissionier- und Verpackungsprozess zu reduzieren und damit die Kundenzufriedenheit zu erhöhen. Ein Einzelhändler berichtete von einer 90-prozentigen Reduzierung von fehlerhaften Bestellungen und Kundenbeschwerden seit der Einführung von RFID in den Prozess.

Einen Blick in die Zukunft wirft der Bericht hinsichtlich der Nutzung von RFID an Self-Checkout-Stationen (SCO – Selbstzahlerkassen). Auch wenn der Einsatz von RFID an dieser Stelle derzeit noch begrenzt ist, da eine 100%ige SKU-Etikettierungsstrategie erforderlich ist, erkennen Einzelhändler allmählich die Vorteile, die diese Technologie bieten könnte, wie z. B. eine schnellere Abfertigung an der Kasse, eine geringere Wahrscheinlichkeit des doppelten Scannens und damit einen besseren Kundenservice.

Ein weiterer Bereich, in dem Einzelhändler von den Vorteilen von RFID berichteten, war die Verlustprävention. Zwar gab keiner der Befragten an, dass die Verringerung von Verlusten der Hauptgrund für die Investition in RFID sei, doch viele räumten ein, dass sie von der Technologie profitieren, indem sie sie zur Bekämpfung von Rückerstattungsbetrug, zur Erstellung von dynamischen Produktprofilen bei Verlusten, zur Verwaltung von E-Betrug und zur Identifizierung gestohlener Produkte einsetzen.

From 7 to 9 November 2021, the world of apparel and textiles will meet in Antwerp, Belgium, for a double convention: the 36th World Fashion Convention on 7-8 November, hosted by IAF, and the 9th European Textiles and Apparel Convention on 8-9 November, hosted by EURATEX.

Delegates can choose to register for the IAF’s 36th World Fashion Convention, for EURATEX’s 9th European Textiles and Apparel Convention or for a combination of both, which the organisers of course recommend. The IAF Convention, carrying the theme ‘Transition of the Global Fashion System’ focusses on global industry developments whereas the EURATEX convention, themed “A new paradigm for the European Textiles and Clothing Industry”, has a strong European focus. Therefore, the two conventions are perfectly complementary.

NCTO requests Agency to grant Approval for Collection of China 301 Duties

National Council of Textile Organizations (NCTO) President and CEO Kim Glas sent a letter to Acting Director of the Office of Management and Budget (OMB) Robert Fairweather, requesting the agency reconsider and approve a proposal to direct U.S. Customs and Border Protection (CBP) to collect Section 301 penalty duties on billions of dollars of Chinese goods currently shipped duty free under Section 321 de minimis waivers.

“There has been an exponential growth of shipments to the United States in recent years that qualify for Section 321 duty-free treatment,” Glas said in the letter. “U.S. manufacturers of textiles, apparel and other consumer goods that routinely sell for less than the $800 de minimis threshold increasingly find their markets and workforce threatened by this tariff avoidance scheme.”

The letter details how the current Section 321 provision is now being coupled with e-commerce to provide billions in duty avoidance on these imported products, including:

  • Increased import price pressure on domestic manufacturers of various types of consumer items that routinely sell for less than $800 such as – apparel, footwear, home furnishings, toys, consumer electronics, flatware, auto parts, etc.
  • An inability to properly identify and block the importation of adulterated products posing a health and safety risk to consumers.
  • An inability to properly identify and block imports of counterfeit products that violate intellectual property laws.
  • Enhanced ability of countries like China to access the U.S. market, despite their failure to provide reciprocal access to their markets and their persistent illegal and unfair trading practices.

“Imported merchandise from China that enters under a Section 321 waiver is exempt from all normal tariffs and any penalty duties assessed under the current 301 case. This unreasonable and unnecessary duty exemption severely undermines the purpose and value of the existing Section 301 determination against China as an effort to address its longstanding predatory trade practices,” Glas stated.

“The Biden administration should undertake an exhaustive review of this problem to develop the policy changes needed to mitigate the damaging impact of Section 321 waivers on U.S. workers and manufacturers,” Glas added. “In the interim, it is critical that the OMB and CBP take reasonable steps, such as denying Section 321 benefits to goods covered under the existing China 301 determination [tariffs]. Doing so would be a valuable first step toward limiting the dangerous and growing exploitation of this tariff waiver mechanism.”

NCTO: Biden Administration awards Contracts for American-Made Face Masks

The Biden Administration has awarded two contracts to National Council of Textile Organizations (NCTO) members Parkdale Mills and Ferrara Manufacturing Inc., following through on the President’s pledge to procure millions of fully Made in America face masks for community health centers, food pantries and soup kitchens across the country.  A third contract is expected to be awarded to a small business early next week.

North Carolina headquartered Parkdale Mills, the nation’s largest cotton yarn spinner, has partnered with Ferrara Manufacturing, a tailored clothing company based in New York City’s garment center whose workforce is union represented by Workers United/SEIU, to manufacture over 17 million reusable masks. The government said it could purchase up to a maximum of 22.2 million masks under the two contracts announced today. The masks will be Berry compliant and thus 100% U.S.-made.

NCTO: State of the U.S. Textile Industry Address

National Council of Textile Organizations (NCTO) Chairman David Roberts, who was re-elected for the 2020-2021 term, delivered the trade association’s State of the U.S. textile industry overview at NCTO’s 17th Annual Meeting on March 24.

Mr. Roberts’s speech outlined (1) the U.S. textile industry’s heroic efforts producing PPE in the face of a once-in-a-generation pandemic (2) U.S. textile supply chain, economic, trade data, and (3) NCTO’s 2020 policy priorities for domestic textile manufacturers.

A link of his remarks as prepared for delivery are included in this press statement along with a link to a data infographic prepared by NCTO illustrating the current economic status of the U.S. textile industry.

National Council of Textile Organizations (NCTO) Chairman David Roberts, who was re-elected for the 2020-2021 term, delivered the trade association’s State of the U.S. textile industry overview at NCTO’s 17th Annual Meeting on March 24.

Mr. Roberts’s speech outlined (1) the U.S. textile industry’s heroic efforts producing PPE in the face of a once-in-a-generation pandemic (2) U.S. textile supply chain, economic, trade data, and (3) NCTO’s 2020 policy priorities for domestic textile manufacturers.
